HomeMy WebLinkAbout01/18/1945197 The Newport Beach City Planning Commission held a regular meeting on Thur- sdays January 18, 1945s, at 700 p.m., in the Council Chamber, City Hall, Newport Beach, California, with- Chairman Hopkins presiding. Commissioners preseutt Allen, Baltz, Campbell, Hopkins,.Johnson, Nelson, ROW CALL Patterson, and Seager. Commissioners absents Isbell. Commissioner Johnson made the motion, seconded by Commissioner Nelson MINM that the minutes of the meeting of.Decenber 21, 1944 be approved as read. Motion carried and so ordered. Secretary Seeger read the following communications, and action was taken COMMUNICATIONS as shownt A statement for the amount of $10.00 from the American Society of Planning Officials, which Commissioner Allen moved, and Commissioner Campbell second- ed be referred to the City Council, with the recommendation that it be paid. Motion carried and so ordered. A letter from the architectural firm of William Allen and W. G.. Lutzi, of 6112 Wilshire Boulevard, Lo's Angeles, dated January 4, 1945, addressed to Mayor Hall and the City Council, and referred by that body to the Planning Commission. The letter included illustrated folders, etc., of post-war plan- ning for various cities, andasked for the.opportunity to be considered for ' some of Newport's post-war planning. Commissioner Seager suggested that the Commission avail itself of some of this firms suggestions and invite Mr. Allen to attend the next meeting. Commissioner therefore moved, and Commis- sioner Campbell seconded that the Secretary be instructed to report to and invite Mr. Allen to attend the next regular meeting of the Commission, and also that this meeting be a joint meeting with the City Council. Motion o.aried and so ordered. A letter from Richard Pleger, architect, of 700 Avocado, Corona Del Mar, Cal- ifornia, and'428 Security Building, Los Angeles., California, dated January 16, 1945. This letter also requested the opportunity to be considered in city's post war planning. Commissioner Seeger moved and Commissioner John- son seconded that.the Secretary be instructed to report to Mr. Pleger, thank- ing him for his letter, and to make arrangements with him to attend the same meeting with the other architects, if acceptable. Motion carried. Letter from City Engineer Patterson, with attached sketch of the proposed "Site 8" for the Civic Center. Mr. Patterson explained that the sketch was given as a means of comparison with those of the other sites already submit- ted, and Commissioner.Seager stated that he had asked for this, as well as the accompanying information to incorporate with the report. Chairman Hop- kins moved the matter be referred to the Master Plan Committee. Motion was seconded by Commissioner Johnson and carried. Of an Chairman Hopkins declared the Public Hearing upon the matter /Amendment to. Pt%LIC Ordinance No. 525(having to do with the keeping.of pigs, swine, shoats, etc) HSARIRG which Secretary Seager stated had been duly advertised and filed, and that this was the first hearing. No discussion was heard from the floor (no citizens presenting,themselves at the meeting),. and Commissioner Seeger moved and Commissioner Johnson seconded that the Public Hearing be passed to the next regularr meeting.of the Commission. Commissioner Allen reported that the committee felt that the beat solut- ion be that Secretary Seeger be delegated to hire whatover assistance hs required or deemed necessary, at his discretion, when necessary, and.*at the necessary expense. Commissioner Johnson made the motion, seconded by Commissioner Campbell, that this report be accepted. Carried. Commissioner Seeger reported that the committee was of the opinion that definite steps should be taken to provide permanent records and maps of (a) zoning ordinances, (b) streets recorded in the Master Plan, (a) Major Traffic Thorofares map. Commissioner Seeger said that such a record would provide visual proof of what has been done. Commissioner.Allen add- ed that this would help the public to know what the Planning..Commission is, doing, a visual record. Commissioner Seeger moved, and Commissioner John- son seconded the motion that the natter be referred to the Master Plan Com- mittee. Carried and so ordered. No Commissioner Seeger stated that inadvertently the wrong resolution was iB IVESS. sent to the City Council regarding the recommendation of the Commission on the matter of the selection of the Civic Center Site, and he therefore made the motion, seconded by Commissioner.Johanson that ths..Commission approve the new resolution, as corredted, and authorize the Secretary to forward 'same to the City Council. ADJOURN- Commissioner Allen made the motion, seconders by Commissioner Campbell that the meeting be adjourned, and the Chair called for a roll call vote. RALL.CAU.
