HomeMy WebLinkAbout01/20/1944' The Newport.Beach City Planning Commission held its regular monthly meeting on January 20, 1944, at 7:30 P.H., in'the Coancil. Chambers, City Hall, Newport Beach, California. Chairman Hopkins presided. Commissioners present: Hopkins, Seager, Johnson, Baltz, Isbell and Patterson ^ absent: Allen, Nelson and Campbell Commissioner Johnson moved that Minutes of December 16, 1948, be approved. Motion seconded by Commissioner Isbell. Carried and so ordered. 147 ROLL CALL MINUTES COMMITTEE ON POST -WAR PLANNING REPORTS, Commissioner Baltz, member of the Committee on Post -War C0MKITTIM Planning, in the absence of Commissioner Alien, Chairman of such Committee, reported no definite progress had been made at this time. He said that Commissioner Allen and members of his family had been ill with flu. and that his assistant at his place of business had also been ill. Chairman Hopkins said he thought the Committee should have a definite program by this time, and called attention to the program mapped out by the previous Post War Planning Committee suggesting that, perhaps, such program oould be revamped to meet the requirements of the present Committee on Post -War Planning. He furnished Commissioner Baltz with material which he said might be aseful to his Committee - notably, a timely article by Samuel Lundeen, President of the Los Angeles Chapter of the American Institute of Architects. SPECIAL COMMITTEE - PROTEST PERMIT TO ERECT PAT RENDERING Closing the activities of the special Committee appointed to protest erection of Fat Rendering Plant on the west bank of the Santa Ana River, Secretary Seager reported that in accord- ance with instructions of the Commission, he had written to the Orange County Planning Commission requesting official notifica- tion as to what action that Body had taken in the matter, and that he had thereafter been notified that the members of the Orange County Planning Commission had granted the permit by a vote of four to three, but that the Board of Supervisors had denied the permit. A discussion ensued as to how this zoning problem could be met so that in the future applications for permits of this nature could not be heard by th® Orange County Planning Commission. Commissioner Patterson was asked to furnish a map of the district showing the boundary so that the Committee 1.48 could study the same and. decide where it should be so as to best protect the community. , The Chairman asked for a report on the visit of the Post -'Aar Planning Committee to the office of the City Angineer of Los Angeles. He called upon Commissioner Baltz for the same. Com- missioner Baltz said that the program as outlined by the City Engineer was so vast as to seem almost like a dream. He com- mented on the courteous treatment accorded to members of the Planning Commission by the City Engineer, and then requested Secretary Seager, who had been present at the meeting, to make the report. Secretary Seager reported that Commissioner Baltz was the only member of the Committee on Post -War Planning who appeared. He said that his one regret was that more of the Commission could not have been there. He said that while the plans mapped out by the City Engineer were stupendous, nevertheless there were many features that could be whittled down to fit our community. By referring to a map of the coast line,Secretary Seager ahowed that the coast line of the City of Los Angeles commenced north of Santa Konica - an incorporated community - and extended down to Play del Rey. He said that the City Engineer plans the ex- tension of the Roosevelt Highway from up Topango way right down through this district until itsstrikes the hills of Redondo. He said this plan was confronted with the problem of dealing with developed property right down to the water edge, but that the City Engineer figured on overcoming this difficulty by. purchase or condemnation proceedings for. the purpose of creating park- ways and recreational centers, the cost of which he estimated would be some fifteen million dollars. The plan calls for a beach thirteen and a half miles long and six hundred feet wide with an earth founiation transported by means of a belt conveyor. A yacht basin is planned for Playa del Rey, from which the sand would be taken to cover the earth foundation of the coast line. He touched, also, upon the plans for financing this project as outlined by the City Engineer. In summing up his report, Secretary Seager said that the plans for the yacht basin, recreational centers, parkways and buildings are an in- spiration without any of the "honky -tonk" features of develop- ments of a similar nature, and that the entire project is an ex- ample of the value of good constructive, ample planning. The Secretary said that he had taken the liberty of suggesting to Mr. Aldridge that a talk by him here in Newport would be most timely and welcome, and he had asked him if he would con- sider coming to Newport if a gathering of members of the Chamber of Commerce, Harbob Commission and various civic groups could be arranged. Mr. Aldridge, he said kindly consented to , do so. ' The Chairman thanked the Secretary for his report and said that the invitation extended by him to Mr. Aldridge was well timed, lie asked if the Commission thought a meeting of this kind could be ArraugeU It was concluded that the Chamber of Commerce and the various civic organizations should be contacted to see if a meeting could be accomplished. Secretary Seager moved that the Chairman b e appointed a com- mittee of one to contact the Chamber of Commerce and the various civic organizations to see what could be worked oat and there- after name a definite date far enough in advance so as not to inconvenience Mr. Aldridge. Motion seconded by Commissioner Johnson. Carried and so ordered. The Commission discussed and commented on the value of the series of lectures now in progress by qtr. Ferris Wakeley, re- presentative of the State Department of EAmoation. Mr. eake- ley is to speak in Newport February 16th to a group interested in post -war planning for this area. The Secretary read application by Josephine B.Webb for a fifty percent front yard setgaek variance having to do with lots It 2; 3, 14 and 15, Block 884. Commissioner Johnson moved that the Secretary be instructed ' to advertise the first public hearing of the application of Josephine B. Webb at the next regular meeting of the New- port Beach City Planning Commission, on February 17, 1944, at 7:30 P.M, in the Council Chambers, City Hall, Newport Beach, California. Motion seconded by Commissioner Baltz. Carried and so ordered. APPLICATIONS R RM T The Secretary read the application of John A. Harvey for a re- zoning of lots 17 and 18,Block One, Section Four, Balboa Island. Commissioner Isbell moved that the Secretary be instructed to advertise the first public hearing of the application of John A. Harvey at the next regular meeting of the Newport Beach City Planning Commission on February 17, 1944, at 7:30 P.M., in the Council Chambers,City Hall, Newport Beaeh,California. Motion seconded by Commissioner Johnson. Carried and so ordered. Commissioner Baltz asked the Commission what answer he should give.to inquiries as to what can be done to prohibit the building of shacks in Corona del Mar. He referred to a particularly flag- rant case in Corona del Mar which had aroused the ire of property owners. Referring to the Ordinance, the Commission pointed out that it specifies the type of oonstruotion and prohibits the building of beach shacks, and that the $200.00 limitation is ' not for new constructions but for alterations. It appears that builders of these objectionable structures are getting around this limitation by claiming they are using old material or 150 material on hand. Commissioner Patterson stated that he had been refusing water permits in such instances under Regula- tions on War Services. That he load issued permits for victory ' gardens, and up to this time had heard of no violation of such permits. He said that in such an event, he would simply have the water disoontinneu. He said he thought the Building Depprtmeat'had issued bal -lddsg permits subject to W.P.B. re- quirements. He said that he had personally visited the offices of the A.P.B. in L69 Angeles and had written them a letter asking three spredifid questions. All they did, he said,was to send a copy of requirements, which he already had. Chairman Hopkins said he thought this was a serious matter - that it was defeating the effort of the Planning Commission to prevent a blight. He asked Commissioner Boltz if he thought the property owners of Corona del Mar would write a letter of protest to the City Council. Com- missioner Boltz said he thought tbey would do practically anything. The right of a property owner to construct a boat on re- sidential property came under discussion. The Commission decided that the City Attorney should passcon this question. Commissioner Patterson moved that the Secretary be instruct -. ad to write to the City Attorney requesting a ruling on whether or not a commercial boat, or any other type of boat, may be constructed in a residential zone. Motion seconded ' by Commissioner Boltz. Carried and so ordered. Commissioner Seeger moved that the meeting be adjourned. Motion seconded by Commissioner Isbell. Carried and so ordered.
