The Newport Beach City Planning Commission held a regular meeting on Thurs-
day, January 20, 1949, with Chairman Longmoor presiding.
Commissioners present: Baltz, Copelin, Daniell, Johnson, Longmoor,.Pleger, ROLL CALL
Rudd, and olightman.
Commissioners absent: Ellerbroek.
Commissioner Johnson made the motion for the approval of the minutes of MINUTES
the meeting of December 16, 1948, as read, which was seconded by Commis-
sioner Baltz, and carried and so ordered.
First hearing was declared upon the matter of a proposed amendment to Ordi- PUBLIC
nance No. 525, relative to the rezoning of Corona Highlands, as outlined HEARINGS
in the application of the Jennie S. Crutcher roundation, same having been
duly filed and advertised. A large group of residents and property owners
was present, representing both sides of the issue. Among those speaking
in favor, were Mr. B. Z. '•!cKinney, attorney for the Crutcher Foundation, who
stated that even if he were not the attorney for the group, he would still
be in favor of the rezoning as proposed, as a property oTner.in Corona del
Mar, because "it is recognized good planning ", and, "follows the pattern of
present zoning in Corona del Mar on the north side of the highway ". Also
present in favor were Dean Bradford, of Pointsetta Hvenue, Mrs. Loyd J.
coley, of Dahlia Street, and Walter Nelot stated that he had no objections.
Among those present In protest were Mr. and Mrs. Chester Perry, 173 Shore
Cliff Drive, representing a group of property owners in Shore Cliffs and
presenting letters of protest.from the following property owners (all of
Shore Cliffs), James T. Friel, Amy H. Trimmer, G. B. "ogle, Mrs. Olivia N.
Paine, Mr. and Mrs. Ben F. Smith, C. !R. Norris, E. C. Beckley, Mr. and Mrs.
C. V. Jorgensen, Eva E. Holmes, Kenneth B. Anderson, D. H. Sluder, Harry F.
and Theresa Brooks, Herbert F. Brown, P. G. Whitman, 0. K. Earl, Jr., E. B.
and Vera H. Doane, Mr. and Yrs. Leon P. Williams, Harold E. Mitchell, J. H.
McKellar, Jesse J. Frampton, Charles C. ripps, Justus Birtcher, Phyllis R.
Lehmann, Mrs. I. F. Yegowan, Elmer 0. Haak, James P. Knowland, A. E. Hitch -
.ern,'Mrs. Charles H. Toll, and Ralph H. Turner, and also in addition a peti-
tion signed by the following, Chester A. Perry, E. A. Martin, Hollis B.
Kaufman, Leo A. Paige, Jesie A. Paige, Albert R. Hutchins, Beryle R. fiustin,
Louis E. Kemnitzer, F. 1i. Sorenson, William Opelle, and M. 0. Davis. After
much discussion, Commissioner Copelin made the motion, seconded by Commis-
sioner Rudd that the matter be set to second hearing, which carried, after
which Chairman Longmoor explained the requirement for two hearings, and that
the matter had been submitted to the Planning Consultants for recommendation
and also that a committee of Commissioners Baltz, Ellerbroek, Copelin, Pleg-
er and Mr. Nelson had been appointed to investigatd the matter.
Hearing upon the application of Mr. H. B. Breckwedel, M. D., for a 50% set-
back variance for Lot 4, Block 238, Canal Section, (3906 River Avenue), was
declared, same having been duly filed and advertised. Dr. Breckwedel was
present and stated his case, and Commissioner Copelin reported for his com-
mittee that the present setback of 30 feet should be changed, but felt that
the whole block should be considered at once, as other lots in the block
would no doubt be similar applications. Uhairman Longmoor suggested the
matter be laid on the table to the next meeting, to check with the other
property owners in the block and to consider the entire area of four or
1 five blocks, to which Commissioner Johnson agreed. However, Commissioner
Daniell made the motion for granting Dr. Breckwedel's application, by first
making the motion for closing the hearing, seconded by Commissioner Baltz,
which carried, then Commissioner Daniell's motion for approval, seconded by
Commissioner Baltz, which did not carry by the following roll call vote:
AYES: Baltz, Daniell, and Wightman. NOES: Copelin, Johnson, Longmoor, ROLL CALL VOTE
Pleger and Rudd. ABSENT: Ellerbroek., Mr. Larry Wise, Planning Consult-
ant, present, agreed it better procedure to settle "the whole thing at
..
once ", and Commissioner Johnson suggest that a petition be obtained
from.all the property owners in the.area. Mr. Wise further recommend-
ed that the ordinance be amended to change the building line. Com-
missioner Daniell then made the motion, seconded by Commissioner Pleg-
er that the chairnan appoint a committee to investigate the matter and
the advisability of amending the ordinance to establish a new setback
line for this area. Motion carried, and Chairman Longmoor appointed
the committee as Commissiorers Copelin, Rudd and Johnson.
NEW BUSINESS Mrs. Robert Killefer and Mrs. Ruth Jerrod, of the Newport Beach Ebell
Club, were present with proposed plans for remodeling and constructing
the present clubhouse, requesting informal recommendation for proce-
dure.
COMMUNIGA- Secretary Copelin read a letter from Miss B. E. Thomas, addressed to
TIONS the City of Newport Beach, attention City Attorney, which had been re-
ferred to the Planning Commission, and which was a request for inform-
ation relative to the use of a house on Balboa Island for a private
school for girls. Discussion brought out the question of type of
school, etc., and Secretary Copelin suggested that Miss Thomas be con-
tacted to come to the Commission for more and with more information.
ADJOURNMENT Secretary Ropelin made the motion for adjournment, which was seconded
by Commissioner Pleger and which carried.
