MINUTES OF THE PLANNING COMMISSION MEETING, THURSDAY, JANUARY 20, 1955 7:30 PM
CITY HALL COUNCIL CHAMBERS
Chairman Longmoor called the meeting to order and explained that under the new
City Charter the Planning Commission will consist of only seven members. Mr.
Keene and Mr. Hayton were appointed as a consulting committee, the rest of the
men were reappointed to the Planning Commission.

MINUTES: Minutes of the meeting on December 16, 1954 were approved on.motion
of C. Reed, seconded by C. Lind, and carried.
2nd hearing on the application by the Irvine Co. to rezone Lots 1
AMENDMENT to 5 inclusive of Tract #2172 from a "U" District to an Rrl District.
#10 SAid property is located along the east side of Harbor Island Road
between Rudder Road and Bayside Drive at the west entrance to Beacon
Irvine Co. Bay. The hearing was declared open.
FINDINGS: The R- i district is the most highly restricted area under
1bts 1 to 5 incl.Ord. #635. Adjacent property known as Beacon Bay is zoned in an
Tr. 12172 R-2 district and Harbor Island adjacent across bridge to the southwest
is zoned R-1. A Use Permit is required for all construction in a
rezone from "U" District.
"U" to R -1 The hearing was closed on motion of C. Rudd, seconded by C. Reed,
District and carried.
C. Lind moved that the amendment be adopted and forwarded to the
Approved City Council with that recommendation. Motion seconded by C.
Smith, and carried by the following roll call vote, to -wits

Application of Mr. & Mrs. James VanEvery for a resubdivision by
Variance of a parcel located at 3130 Seaview Ave. consisting
of Lot 1, and the southwesterly � of adjacent Lot 3 into two
building sites, each of which now contains an existing dwelling
unit.
A letter was received from Mrs. VanEvery requesting that the
hearingg on this application be continued for 60 days. On motion
of C. Copelin, seconded by C. Lind, and carried, the request
was granted.

Application of Louis W. Allen for a rearyard setback of five:(5) feet
for a house on R-1 district property with no alley and described as V - #190
Lot 4, Block A. Tract #518 and located at 117 "G" St., Balboa.

FINDINGS: The depth of said lot is .75 feet which is too shallow to take
any off for a future alley without jeopardizing the property. The Lot 4, Bik.,A,
adjacent lots 1, 2, and 3 have existing buildings set 5 feet from the Tract :1518
rear property line and garages facing the street. Allowance of said .
Variance will allow a better house arrangement. Granted

Application of Orval-Lyon` to. construct a second dwelling unit on an
R -1 district parcel consisting of the northeast 22.5 feet of Lot 20, V - #192

Corona del Mar, and located at 222 Orchid Ave. An existing unit over Lyon, Orval
a three car garage is placed across the rear of the property. Proposed

FINDINGS: The previous zoning Ord. #525 indicated that a house per lot
could be built and was interpreted to mean that a parcel containing two
lots could have two houses on the parcel and not a house on each lot.
Mr. Lyon constructed a house over three garages across the rear of the
property with the assurance that he could build a second house across the
front portion of the property. The parcel has a frontage of 67.5 feet
by 118 feet deep. Recorded lots in the area are 30 feet by 118 feet.

Request by the Macco Corp. to include Lot 39, Tract #1701 in Variance Lot 39,
#182. Claims it was left out through typographical error on their Tract #1701
' part. Application was for detached garage location on front i. of lot.
The Planning Commission advised the Macco Corp. that they would have to Macco Corp.
apply for a new variance for Lot 39, Tract #1701, as there is no evidence
that this omission was erroneously made. The lot was not published with
the original application, Variance #182.
Request to establish front property line with a setback of 4 feet for Bldg.
Site #1 of resubdivided Lot #970 in Tract #907. Said frontage to be 4 Resolution
feet which is the same as that across the street and on the adjacent #592
property to the south whereon a 4 foot side setback exists.
C. Copelin moved to adopt Resolution #592 to interpret District Map #6 Lot #970,
and Ordinance #650 to establish a front lot line on Bldg. Site #1 of Tract #907.

C. Lind moved to adopt Resolution #591 to change Variance #179 wherein
the front setback on Lot 46, Treat #1700 shall be interpreted to be Irvine,Co.
10 feet since the dimension on the plans were erroneously read as
18 feet by the typist making out the application and it is recognized Lot 462
' by the commission that the ten foot setback would have been allowed at Tract #1700
the time of the original permit. Evidence shows this error to be as
stated. Motion was seconded by C. Briggs, and carried by the following,

The Planning Commission requested the City Attorney's opinion on the status opinion on
of the Master Plan under the City Charter and as to whether a new recom- Master Plan
mendAtion must be drafted if the entire Master Plan is to be adopted. under City Charter
As there was no further business to come before the Commission, the meeting
was adjourned on motion of C. Copelin, seconded by C. Rudd, and carried.
