Mr. Neish answered questions of the Commis sion relative to the various alternative proposal Dorothy Doan, 225 North Star Lane, President of the Dover Shores Community Association Board, appeared before the Commission and commented on her letter of January 18, 1977, relative to the project. She further commented on the piece -meal development of the property and advised that if the project was approved at this time, that the density be reduced and that no access be taken from Westcliff Drive, Santiago Drive or Polaris Drive except by bicycle trail. Alan Reedy, 1930 Santiago Drive, Vice President of the Dover Shores Community Association, appeal . before the Commission and commented in oppositiol to any extension of Santiago Drive because of thi adverse traffic situation which already exists. Mike Gramme, 900 Westcliff Drive, appeared befor the Commission representing the people who signe, the petitions in opposition to the development because of the existing traffic hazards. He advised that the group.felt the site should be left as open space; that the design as proposed was inconsistent with the rest of the community because of the cul -de -sac design, the lot size, height and house orientation, and sound attenuat walls; and that the traffic problems would be increased over that which already exists. Jack Van Eden, 910 Westcliff Drive, appeared bef the Commission and reviewed an aerial photograph of the area to illustrate how the development would not fit in with the rest of the community. In answer to the Commission's question relative to the prospect of preserving the site for use a a park with its additional traffic and parking, Van Eden advised that the design of the park and location of the parking would determine its • acceptability. At the request of the Planning Commission, Cal Stewart, Director of Parks, Beaches and Recreati appeared before the Commission and advised of th Page 5. As to the upcominc bond election, nothing could be predicted at thi <. time. Lynn Dumberg, 1300 Antigua Way, appeared before the Commission and voiced concern with the addi- tional number of school children which would be generated by this development. Barbara Lichman, 1127 Berkshire Lane, appeared before the Commission to comment on the lack of park facilities for small children and felt that the proposed development would be a detriment to the community. Dave Neish, Manager, Planning Administration, Thi Irvine Company, appeared before the Commission ii rebuttal to various statements made during the hearing and reiterated the Company's position wi • respect to this development. He also answered questions of the Commission relative to the alternates and advised that the only plans accep able to the Company at this time were the origin. proposal or Alternative "I ". Dr. Evers, resident on Santiago Drive, appeared before the Commission in opposition to the reque Mark Fahey, 1034 Pescador Drive, appeared before the Commission and advised of his understanding that the Traffic Affairs Committee felt there wa a traffic problem which seemed to conflict with statements in the staff report. Environmental Coordinator Foley commented on the statements relative to traffic in order to clari the matter. William Mathews, 1227 Santiago Drive, appeared before the Commission and voiced concern with th threat of multi- family units in the area. Mark Reilly, 1400 Westcliff Drive, appeared befo • the Commission to comment on an alternative acce by means of a loop stree to the proposed project through the Castaways site connecting 16th and 17th Streets. Motion X Because of the many unanswered questions as to tt future of the Castaways site, motion was made thi Planning Commission make the finding that the planning of this site was premature and recommenc to the City Council that Amendment 476 and Tentative Map Tract 9620 be denied and that the site be included in the overall planning of the Castaways. Commissioner Hummel commented in support of the motion because of the desires of the community al the need to solve some of the traffic problems before approving this or any other project which would increase the density in the City. Commissioner Frederickson commented on the right of a property owner to develop his property as • long as it met the requirements established by the City and felt that the traffic would not be significantly increased by this development. At this point City Engineer Nolan commented on tl traffic and advised against any approval of plan. "E", "F ", or "G" modified because they would add a fourth leg to the busy Westcliff /Dover inter- section and thus decrease the level of service at that intersection while at the same time wou not solve any traffic problems on Westcliff Driv or Santiago Drive. He commented that plan "I" w a betterment to the original proposal in that it would reduce the number of intersections and fel that either the original proposal or plan "I" would not significantly impact traffic on West - cliff as indicated by the proposed volumes. Commissioner Agee felt there was enough confusio and legitimate questions raised to warrant delay of this project until such time as a proposal fo the entire Castaways site had been developed. Commissioner Seely felt the proposed development would be a natural buffer between existing devel • ment and any future development which may be for the Castaway He felt that Th proposed site. Irvine Company was responsive to the public's desires in developing a project well within the density allowed by the City's General Plan. He Page 7. Motion X Commissioner Frederickson commented on the merits of plan "I" following which motion was made that Planning Commission accept the Negative Declarat- and recommend to the City Council that Plan "I" i adopted in connection with the development of Westcliff Grove and that Amendment No. 476 be approved adopting the Planned Community Developmi Standards, with the following amendments: 1. That provisions for zero side yards be delet 2. That the number of lots in the Planned Commu Text be revised to reflect the same number o lots approved in the subdivision tract map (i.e. 28 lots as indicated on Plan "I "). Commissioner Balalis voiced concern with the add tional traffic which would be placed on Westclif Drive and advised he could only support a plan which took access from some other street. At this point, Traffic Engineer Darnell appeared before the Commission to comment on the traffic problems along Westcliff Drive and plans under w to alleviate some of the problems. He also answ ed questions of the Commission relative to traff volumes in the area. Commissioner Agee advised of his opposition to t motion because of the buffer area and the plan t take access from Westcliff Drive. INDEX COMMISSIONERS no��A�y9sGir City of Newport Beach MINUTES January 20, 1977 BOLL CALL Fred Sawyer with Reynolds Environmental Group, an consultant to the City of Newport Beach, appearec before the Commission and advised that 70% of the water in Orange County drained into the bay, that 80% of the water runoff from the project would be inherited from the golf course, that the project itself would produce a very small amount of runoff water, that although the grease traps may be experimental in this residential development, the would do some good, and that the marsh area with its healthy growth of bullrushes would provide a settling area, restrict movement of debris, and absorb many of the chemicals which flow through the marsh area. As to the construction of a permanent desilting basin, Or. Sawyer felt there would be less silt runoff after the project was completed than there was at present and that a complete system at the edge of the development would not help the water which would flow over tl parking lot and on into the bay. Following a brief discussion relative to drainag( and point /non -point source runoff, the public hearings were opened. Bob McLain, 1470 Jamboree Road, appeared before the Commission and commented on the issue of drainage which he felt would be improved with this project. He advised of the maintenance whip would be performed throughout the complex such a! street sweeping and general cleanup in order to help prevent debris from entering the drainage system. They recommeni that prior to the acceptance of the Environmenta' Impact Report on this project that a more carefu investigation of the noise levels be made in ord to assure that the CNEL rating would not exceed 60 to 65 dBA. They also recommended that the developer pay 100% of the cost of the traffic signal so that the City could use their funds to plan signals in other locations with a higher priority. Planning Commission questioned funding of the storm drain and was advised there were no funds budgeted for the project at this time. Cal Stewart, Director of Parks, Beaches and Recreation, appeared before the Commission to answer questions relative to the funding and advised there were no restrictions placed on the funds, however, he did not feet that reconstruc- tion of the storm drain could be considered a part of the park.
