held its monthly meeting Wednesday Yk rening January
23rd 1935.
On Roll Call the following members were
found to be present.
Mrs- W.I.Williams,' Hal Will Smith, John Vogel,
H.L.Parks F.C.Brookings.
Associate members present were as follows,
Ralph K.Reed, L.A.Cox, Mrs Richardson and W.L.
Jordan

was also present.
The minutes of the previous meeting were read

.fir xi.T•.Parks reporter that arrangements
hact been made with S.E.R.A. authorities wdbh the
approval of the Council whereby coapPtent draftsman
would be furnished the oorimission to work with
Mr.— Tilton in drawing up necessary maps and plans
to be used in working out proper ✓ Zoningandoompleti.on
of Master Plan being developed by the Commission.
On motion of Hal Will Smith with second by
John Vogel the Secretary was requested to advise
the Councilthat the Commission was using its best
effortsto formulate a master plan which would
rover not only Zoning but also other. subjects of
importance to the CozyLmunity. Therefor it was imperatii
ethat the services of Mr Tiltonbe retained indefinite
ly as a guide and aid to the commission.Rirther that,
the cos!imission . would have definite plans to submit to
the council within the next, sixty or ninety days.
Tne secretary informed the Co weiission that
the Cnanber of Commerce thru its Secretary Mr 'Harry
Welch has requested that representatives of this
boav meet with the Commission at a future date
inorder that matters pertaining to Zoning requirements
under the National Housing Act might be consumated,
The Secretary of the Planning Commission was
i.nstr cten to advise the Chamber that it ,would meet
February 5th at which time it wotO.d be glad to have
present representatives of the Chamber of Co.runerce
with us.
Chairman Parks thereupon turned the meetingover
to V.C.Brookings and his committee on Recreation and
Paly Grounds.
Fr. Ralph K. Reed of Neiport Harbor TTnion High
School was then'ca.1J_ed upon by M4 Brookings.
bi[r. Reed presented a well rounded plan of
Recreational and Play Ground activities and left
with the Commission valuable suggestions for study.
The speaker stressed the need of a program tnat
would care for the outdoor life of youth at various
ages.
Vr Reed reco uaended a Commission of three
membersto control a program of this kind, and
advised a, Recreational ;•ianggerwith necessary
assistants to adequately supervise same.The plan
should tnai.ntain a central office to handle and
coordinate all activities tinder control of
tbe. Play Ground Commission,
The speaker talso advocated proper advertising
and publicity of various programs and events by
the use of blackboards and newspT ers.
The facilities of the`Gromimar School., High
School and Ohowells recreational grounds vnuld
provide a basis to establish a well balanced
play ground program in our city.
Much .interest ## would accrue to a. plan of
this kind by the holding of turnaments such as
Baseball league,vo_.ley ball, h:orseshoes,tennis and
this could be extended to take is water sports such
as Kayak races, swiming events and others of similar
nature
TAr Reed thought that a program of this kind
should be put into effect this summer and stEt ed
that it not only would prove popularbut would
develops into a regular affair.
Tyr. L.A. Cox principal of Laurel School of
Los Alamit os the reupon followed Mr. Reeci and
fully endorsed the suggestions of the previous
speaker, Cdr Cox suggested that S.E.R.A. might
be induced to support a program of this nature
financially.
The speaker also advised that the commission
work to have the County develope a County Park
on the upper bay, and brought to the attention of
the commission the many natural advantages close:
at hand to be used in working out plans along this
line.

a Pre- Su.,r ner bulletin calling attention
to all the Southland our recreational
advantages thus ina.king our City the real
Play Grounds of the State.
