' THE NEWPORT BEACH CITY PLANNING COMMISSION met in regular session on Tuesday
eve., February 3rd, in the Council Chambers, City Hall, Newport Beach, Calif.
Chairman Johnson presiding.
Commissioners present: Estus, Ha11,Allen,Seager,Johnson, Nelson
H absent : Findlay, Hopkins and Patterson.
The Chairman explained that this Special Meeting was held for the purpose
of acting on the following communication received from the Orange County
Planning Commission.
NOTICE OF FILING OF AN APPLICATION FOR A USE PERMIT FOR THE ESTABLISH-
MENT OF A PLANT TO EXTRACT AND MANUFACTURE GELATINE FROM MARINE ALGAE
TO BE LOCATED IN THE WEST NEWPORT BEACH AREA ON THE NORTHERLY SIDES OT
THE CHANNEL EXTENDING WESTERLY FROM THE OVERHEAD CROSSING ON THE COAST
HIGHWAY AND APPRCXIMATELY 500 FEET EASTERLY OF COAST BLVD; AND OF`A
PUBLIC HEARING TO BE HELD THEREON BY THE ORANGE CO. PLANNING COMMISSION.
Notice is hereby given that pursuant to Section 17, Ord No. 351, of
Orange Co. Calif., as said Section was amended by Ord. No. 419 of said
County, an application for a Use Permit has been filed with the Orange
County Planning Commission for the establishment of a plant to extrapct
and manufacture gelatine from marine algae. Said plant is proposed ito
be located in the West Newport Beach area on the northerly side of the
channel extending wetterly from the overhead crossing on the Coast High-
way (U.S. 101 Alternate) and approximately 500 ft. easterly of Coast
' Boulevard.
Notice is further given that a public hearing on said application will
be held by the Orenge County Planning Commission at 10.00 A.M. February
6, 1942 in the hearing and meeting room of said Commission, Rm 328,
Court House Annex, Santa Ana, California at which time and place all:
persons interested in the establishment of said plant at the above 1i-
cation will be heard.
For further details regarding the above matter reference is hereby made
to said application and accompanying data on file in the offices of
said Co mission at the above address.

ORANGE COUNTY PLANNING COMMISSION.
The Chairman called for discussion on the matter and Com.Allen responded by
stating that he and Mayor Gordon investigated a similar plant in San Diego
six months ago when the matter had came up before the City Council and that
their recommendation had been against it because of bad odors from the
plant, etc. Secretary Seeger thereupon introduced the following Resolution
No.197 which was seconded by Com. Estus:

Highway; this location being contiguous to the incorporated municipality
of Newport Beach, after having investigated dimilar plants, it is the
sense of the Newport Beach City Planning Commission that a manufacturing
institution of such a type would be detrimental to the proper and orderly
development of that portion of Newport Beach and further, it protests '
the granting of such a use permit.
