Community Development Director Hogan brought the
Commission up -to -date on City Council action
relative to related pieces of property, in that
City Council upheld Planning Commission denial of
reclassification from commercial to residential
but advised the applicant that City Council may
look favorably upon a reclassification request on
the three lots south of Newport Shores Drive.
There is also the consideration of the General Plan
.and whether or not this area should be reclassified
R -2 or R -1.5.
Planning Commission discussed continuance of the
item until such time as a determination was made
relative to what zoning would be recommended by
the General Plan.
The public hearing was continued in connection .
with this matter and Dana Smith, Applicant, appear-
ed before the Planning Commission to answer questions
relative to the request.
There being no others desiring to appear and be
heard,.the public hearing was closed.

MINUTES
Advance Planning Administrator Gunn reviewed the
staff report pertaining to Stat Areas C and D.
Public hearing was opened in connection with Stat
Areas C and D.
Louise Ewing, Peninsula Point, appeared before the
Planning Commission in connection with residential
apartments over commercial uses in the proposed
commercial core area. She also congratulated the
staff on the work that has been done and the
recommendations being made.
Nancy Campbell, residing on the Peninsula Point,
appeared before the Planning Commission and stated
her agreement with the staff recommendations,
especially in connection with keeping the commercial
core area for commercial use only.
Mr. Ewing, Balboa, appeared before the Planning
Commission and commented on the proposed Open
Space District being recommended for the entire
•
beach area and the uses allowed under such zoning.
There being no others desiring to appear and be
heard, the public hearing was closed.
Senior Planner Cowell reviewed a map with the
Commission which designated the recommended
commercial core area in Central Balboa and compare
the proposed area with the existing area.

Donna Gallant, 424 St. Andrews Road, appeared
before. the Planning Commission and commented on
the R -3 Area in Cliffhaven, the "I" District, and
the undeveloped property in the Balboa Bay Club
which is zoned R -4.
Planning Commission discussed the Balboa Bay Club
property and the staff recommended that the
residential development o.n the property be phased
out and returned to recreational use.
There being no others desiring to appear and be
heard the public hearing was closed.

and M, with Senior Planner Cowell indicating the
various areas on a map.

Larry Moore, General Planning Administrator with
The Irvine Company, appeared before the Planning
Commission in connection with these Stat Areas.
He presented Bar Charts in connection with his
presentation indicating the density in the various
Stat Areas throughout the City and commented on
the trend of The Irvine Company to reduce density
rather than increase density and therefore requested
they be allowed to continue the various developments
as proposed.
Patience Bethel, President, Harbor View Hills
Homeowners Association, appeared before the Plan-

ning Commission and requested clarification of the
figures on the first three Bar Charts presented by
Mr. Moore.

Mr. Moore clarified the figures for Mrs.. Bethel and
continued with his presentation. He requested
changes in the total number of dwelling units as
follows:
Stat Area G be changed from 951 to 939;
Stat Area J be changed from 5,534 to 6,300;
Stat Area K be changed from 3,924 to 4,791;
Stat Area L be changed from 2,540 to 2,872; and
Stat Area M be changed from 4,576 to 4,209.
The Commission and Staff requested that Mr..Moore
furnish them with the figures as presented and
requested by The Irvine Company together with the
density proposed on each of the sites and copies
of the Bar Charts.

the owners, appeared before the Planning Commission
in connection with this request. She stated that
the conditions as recommended by the staff were
acceptable.

Following discussion, Planning Commission approved
Resubdivision Application NO. 378 subject to the
following conditions:
1. That the common property line on the front of
the lot be moved an, additional three feet
westerly to provide a conforming side yard for
the structures on Parcel No. 1.
2. That the common property line lying perpen-
dicular to the side property lines be moved an
additional three feet northerly.
3. The room addition on the easterly side of
Parcel No. 2 shall be removed or altered to
the point that it observes a conforming side
yard.
4. That a parcel map be filed.
5.. That separate water and sewer services,
satisfactory to the Public Works Department

6. That all improvements to be constructed in the

matter and Assistant Community Development Director
Hewicker reviewed the staff report and maps in
detail with the Planning Commission.
Milo Veals, Attorney and brother of Mrs. Thomson,
appeared before the Planning Commission on behalf
of the Thomsons. He presented pictures of the
situation for review by the Planning.Commission
and requested that the Thomsons be given the same
consideration as was given the Popes in order to
preserve some of the view being lost by reason of
construction of the Pope residence.
The following persons appeared before the Planning
Commission in favor of granting..the appeal and
.
allowing the Thomsons a zero front yard setback:
Leroy Fay, 2718 Shell, Corona del Mar; and
Howard Russell, 2741 Ocean Blvd., Corona del Mar.
There being no others desiring to appear and be
heard, the public hearing was closed.

would remain as is.
