AT 7:30 P. M. IN THE COUNCIL, CHAMBER OF THE NEWPORT BEACH. CITY HALL
ROLL CALL: 'Commissioners Present: Copelin, Ellerbroek, Johnson, Longmoor, Soi.th,
and Wightman. Commissioners Absent: Daniell, Pager, & Rudd.
MINUTFS: Commissioner Copelin moved that the minutes of the meeting of January 19,
1950, be approved as submitted to the Commission, seconded by Commissioner
Smith, and carried.
PUBLIC The Chairman, Commissioner Longmoor, opened the second hearing.on the new
CGS: zoning plan and ordinance and asked to hear any comments, suggestions, or
recommendations.
—J. B. Stoddard, 225 Jasmine, Corona del Mar: Owns the property at this
address and also owns a piece of property in Tract 1026. Would like to pro-
test against the ordinance.
- -Tom Henderson, Attorney and member of the Realty Bce rd: Stated that the
Board hadn't as ,yet come to any conclusion concerning the ordinance as a
whole. Hoped this would not be the final meeting. Personally, believes the
proposed ordinance is bad and that the present ordinance is entirely satis-
factory. If it needs amendments, thinks they should be made instead of
drafting an entirely new ordinance. Tilley would also like to get in touch
with other cities using this type ordinance to find out the effect of the
flexible type ordinance before submitting their findings.
—Allen Stelle, 212 Dahlia Avenue, Corona del Mar: Said that he would like .
the records to show that the group of nroperty owners that he represents was
again present to protest Block 1312 132, & 1332 CDM, being rezoned, and that
they had filed their written protest. Chairman Longmoor asked what they '
would think of having it made R -2 in those three blocks, and Mr. Stelle said
that they would object to that or any other compromise —they want the zoning
left exactly as it is.
- -Mr. C. F. Rehnborg, owner,of Lot 89 Block 132, Corona del Mar: Stated that
he had built a house there which cost a considerable sum of money with the
idea that he was in a R -1 residential zone, and so naturally, does not want
to see it changed now.
--Mrs. L. H. Palmer, 219 East Bay Front, Balboa Island: Owns Lots 18, 19,
and 20,. Block 5, Section 5, Balboa Island. Has talked with neighbors and all
seem to agree that they would like the zoning to stay,R -2. Her property is
not entirely built up.and in the near future would like to put an addition .
on it.
-- John.Shields, 1415 West Bay Avenue, Newport: Built a garage apartment on
his property with intentions to later build an additional structure. In their
particular block there is only one.vacant lot left; and therefore, he would
like to have the zoning stay the same.
--Mr. E. T. Remelin, 120 South Bay Front, Balboa Island: Has over 50 propFrty
owners` signatures on a petition in protest of proposed rezoning on Agate
which he will submit to the Commission.
- -Helen Millar, 111: Crystal AvPnue, Balboa Island: Representing 48 nrooerty '
owners. They would like to have the coning stay R-2 on the Little Island and
will file their protests with the Commission.

-- Henry Millar,, 217 Crystal Avenue, Balboa- Island. Protests any change in
zoning on the small island. Wants to build a second unit on his property
in the future.
' - -F. W. Riley, 208 Abalone, Balboa Island. Protests a change of zoning
because he has a small house on the rear of his lot and left the front
open with the object of putting a nice house on the front portion some day.
Would not like to see it rezoned to R -1 when so many other people have two
units on their lots already.
—Verne Watson, 311 Goldenrod Avenue, Corona del Mar: Inquired about the
zoning on Block 233, CDM, and was told that it was now R -2 and as far as
the Commission knew at the present time, it would remain R -2.
—Rex Brandt, 405 Goldenrod Avenue, Corona del Mar: Protests the zoning
because he believes it is:
(1) Inconsistent in thinking
(2) Inadequate blanketing from R -3 to R -1
(3) Corona del Mar is going to be maintaining
the greatest bulk of garage houses with no
chance of recourse.
Chairman Longmoor asked him if he knew whether the people in this area
wanted to have it changed to income property or continue as angle family
zone. Mr. Brandt asked if it would help to make a survey of the neighbor-
hood and the Chairman answered that it would help the Commission a great
deal.
—Carl Thomas, 2702 Coast Highway, Newnort Beach: Stated that although in
the R -2 zone, there has frequently been built single family resideices,
he didn't believe that to be a Precedent because just about the time we
started to grow down here, the war came along and were curtailed in the
building. The fact that they have only one unit on doesn't show their
desires, but it was more of a financial and material Problem.
—P. J. Wilson, 919 Fast Balboa Boulevard, Balboa: Inquired about zoning
around Block 14 of Balboa Tract and was informed that it is now R -3 and
no change was proposed at this time.
- -@fallace Calderhead, 712 Iris Avenue, (brona del Mar: Owns Lots 12 & 14P
Block 736. Wished to add protest on any change it Corona del Mar. Feels
that there's already too much R -2 in the city and doesn't want to.see any
more R -3 go in at all.
—Mr. Henderson; Has heard a great many comments that out-of-town owners
had not been notified of the Proposed zoning plaitfand would like the Plan-
ning Commission to notify them. Chairman Longmoor asked if he wanted to
get a budget for postage from the City Council for such notification.
- -Mr Stoddard expressed his confidence in the Planning Commission and their
judgment and said that he thm ght they should have more power.
' —Mr. Henderson stated that the ordinance does not tell you what you can do
with a piece of property when you buy it and wanted to see the old ordinance
amended.
Ito --Ruth Waigandy 1133 Balboa Boulevard, Balboa: SEi 15, 16, Block 1$, ESA:
Being changed from R -1 to R -3•' Greatly. in favor of this. Would like to
see the Planning Commission have the authority to supervise what the R -3
can be used for and also have the right to regulate construction and size
of the buildings according to the area and space.
Chairman Longmoor asked for any comments from Mr. Prise who said that the
Commission wants and should take a lot of time in studying the protests
and suggestions th?t had come in and that it should spend the neat several
months in going over all these things.
There being no further comments, Commissioner. Ellerbroek made a motion that
the hearing be cloned and that the matter be taken under advisement for
further study, seconded by Commissioner Nightman and carried.
OLD Application for Laundryette at 111 Agate Avenue, Balboa Band by KeithCO.
BUSI MS: Burnham. Setover from January 19th meeting for the second time. Mr. Burn-
ham had been requested to submit to the Commission a copy of the lease for
the parking lot and an architect's drawing showing entrnace to building
from the narking lot. Mr. Burnham was not present, and since the appli-
cation had been set over twice, Commissioner Copelin made a motion that the
application be denied, seconded by Commissioner wightman and carried by
the following roll -call vote, to -wit:
AYES: Copelin, Ellerbroek, Johnson, Longnoor, Smith, and Vi.ghtman
NOFS: None
ABSENT: Daniell, Pleger, and Rudd
COMMUNI- Application from Foster- Kleiser Company for permission to replace an adver-
CATIONS: tising structure which was recently removed from a location described as
Coast Highway east side 110 feet south of Iris, just south of Sid's Garage
in Corona del Mar. It is proposed to replace this structure on the location
described as Coast Highway west side 73 feet north of Larksnur on Lot h,
Block 1, Tract 323. It will in no way affedt the business to the north,
inasmuch as the -anel is being built 10 feet back from the front of the
building to clear an existing real estate sign now painted on the wall.
This application net with the apnroval of the Building Inspector, Mr. Nelson,
and therefore, Commissioner Johnson made a motion that the application be
granted, seconded by Commissioner Copelin and carried.
