ROLL Commissioners Present: Briggs, Longmoor, Pleger, Reed, Rudd, and Wightman.
CALL: Commissioners Absent: Copelin, Ellerbroek, and Smith.
MINUTES: Commissioner Rudd made a motion to approve the minutes of the Planning Com-
mission meeting for January 18th, 1951 as submitted to the Commission, seconded
by Commissioner Wightman and Carried.
PUBLIC Variance: Application of Harry W. Mekeel for a three and one half (32) foot
HEARINGS:front yard setback variance on Lot 26, Block 4, Section 2, Balboa Island (106
Sapphire Avenue). This was set over from the January meeting for lack of infor-
mation. Chairman Longmoor opened the hearing and asked for the Committee report.
Commissioner Rudd said that he had talked with Commissioner Copelin regarding
the application, and that it was his opinion that it be granted.
After further discussion, Commissioner Pleger made a motion that the hearing be
closed, seconded by Commissioner Wightman and carried.
Commissioner Briggs then moved that the application for 312-.front yard variance be
granted, seconded by Commissioner Rudd and carried by the following roll call
rote, to-wit:
AYES: Commissioners Briggs, Longmoor, Pleger, Reed, Rudd, and Wightman.
NOES: None
ABSENT: Commissioners Copelin, Ellerbroek, and Smtth.
Re- subdivision: Application of Walter S. McEachern and Paul.O.. Cleland for re-
subdivision of Lots 3, 4, 5, and 6, Block 34, Corona del Mar. This had been set
over fro action under the new ordinance so that they would only need 4,000 square '
feet for a building site instead of 6,000 as under the old ordinance. However,
it appears that the property now conforms with all requirements and it was quest-
ionable as to whether the Planning Commission any longer had jurisdiction over it.
It was thought best to write to Mr. Wise, the Planning Consultant, for an opinion.
Variance: Application of W. G. Johns for a 100% variance on Lot 1, Block 7, East
Newport, (111 8th Street, Newport). Chairman opened the hearing, read the letter
of application and three letters recommending the granting of the variance. There
was discussion with Mr. Johns and the Commission. Chairman asked if anyone wished
to speak for or against the application.
- -H. M\ Johnson, 805 W. Balboa Blvd. Wanted to speak in protest of the application.
Owns property immediately in back of Mr. John across the alley. Addition will be
directly in front of the window of his place. Protests (1) blocking of view, (2)
clothesline area on sundeck,
Mr. Johns building is non - conforming and a building permit to remodel or add to a
non - conforming building should not have been issued.
Commissioner Pleger moved that the hearing be continued and that an opinion sent for
from Mr. Wise. Motion seconded by Commissioner Rudd and carried.
Variance: Application of Ray Kimball for a 101 front yard setback variance on ,
Lot 12, Block 218, Section "B ". (1812 Vilelle Place, Newport) Chairman Longmoor
opened the hearing and asked Mr. Webb to explain the situation to the Commission.
There followed a discussion between Mr. Louis Vilelle and the Commission regarding
the setting of a proper setback line.

Commissioner Pleger made a motion that the hearing be closed, seconded by Commis-
sioner Wightman and carried.
Chairman Longmoor asked what action the Commission wished to take. Commissioner
Pleger made a motion that application for 10 foot setback be denied, but recommended
the granting of a three foot setback on Lot 12, Block 218, Section "B" on the Bay
side of the property. Commissioner Reed seconded the motion and was passed by the
following roll call vote, to -wits
AYES: Commissioners: Briggs, Longmoor, Pleger, Reed, Rudd, and Wightman
NOES: None
ABSENT: Commissioners: Copelin, Ellerbroek, and Smith
The public hearings closed, the Chairman asked if anyone had anything they wished to
brig# before the Commission at this ,time.
Curtis McFadden, repr4senting Lots 31 to 35 inc., Tract 948, wanted to make four
building sites out of the five lots. After discussion, the Commission highly
commeded the proposed plan and Use Permit (No. 1) was fills out and presented to
the Commission and G-UP-51 (1) was issued.
Commissioner Briggs made a motion that the Wpplication be granted, seconded by Com-
missioner Rudd and carried by the following roll call vote, to -wit:
AYES: Commissioners: Briggs, Longmoor, Pleger, Reed, Rudd, and Wightman.
NOES: None
ABSENT: Commissioners: Copelin, Ellerbroek, and Smith.
RESOLUTION #436 being a resolution of intention of the Planning Commission for the
' amendment of the Zoning Ordinance #635 proposing to amend Section 9102.2 so that
certain lands North of Highway US #101 be rezoned from "U" district to C -1 -H distret,
and so that the area known as Bayshore Camp be rezoned from "U" district to $-P+ and .
C -1 district, and so that Tracts 1014, 1102, 1140 and adjacent areas be rezoned from
"U" district to R -1 district, and so that other areas adjacent to Beacon Bay.Sub-
division, now zoned "U" district be precisely zoned as shown on the Sheet #24 of
the Districting Map.
Commissioner Pleger made the motion for the adoption of the resolution of intention,
seconded by Commissioner Rudd and carried by the following roll call vote, to -wit:
AYES: Commissioners: Briggs, Longmoor, Pleger, Reed, Rudd, and Wightman.
NCESL None
ABSENT: Commissioners: Copelin, Elie rbroek, and Smith.
RESOLUTION #437 being a resolution of intention of the .Planning Commission to hold
hearings proposing to amend Section 9102.2 of Ordinance No. 635 so that certain
lands Swath of US Highway #101, more particularly known as The Stanley Tract, shown
on Sheet #4 of the DistActing Map be rezoned from an R -3 District to a C-1 -H District.
Motion to adopt resolution of intention to hold hearings made by Commissioner Reed,
seconded by Commissioner Wightman and carried by the following roll -call vote, to -wit:
AYES: Commissioners: Briggs, Longmoor, Pleger, Reed, Rudd, and Wightman.
NOES: None
ABSENT: Commissioners: Copeliny El]e rbroek, and Smith.
RESOLUTION #435 being a resolution of intention of the Planning Commission to hold
hearings to amend ordinance #635 changing the setback affecting the following lots
on Lido Isle, Tract 9.07, so that within the area comprised by certain lots in
Tract 907, more fully described as Lots 96 to 181 inc., 219 to 282., 364 to 415 ins.,
537 to 641 ine.,.698 to 753 inc., and 994 to 1080 inc., structures shall not be

erected nearer to the 24 foot street frontage than 4 feet and not nearer to the
10 foot walk than 10 feet, and that the setbacks be indicated on Sheets 7 and 8
of the Districting Map.
Motion to adopt resolution of intention to hold hearings made by Commissioner ,
Pleger, seconded by Commissioner Reed and carried by the following roll call
vote, to -wit?
AYES: Commissioners: Briggs, Longmoor, Pleger, Reed, Rudd, and Wightman.
NOES: None
ABSENT: Copelin, Ellerbroek, and Smith.
There being no further business, Commissioner Pleger made a motion to adjourn,
seconded by Commissioner Wightman and carried.
