Drawdy Eugene Cich Carol Kruse Helen Herrmann MINUTES Minutes of the regular meeting on January 20, 1966 and adjourned meeting on February 3, 1966 were approved on the motion of Commissioner Copelin, seconded by Commissioner.Rea, and carried.. The Planning.Commission unanimously.approved the recommendation:of the Planning Director to the Charter Committee regarding the follow - ing proposed amendments to the City Charter: Motion Second x That Section 706 be amended to..read All Ayes "The City Engineer, City.Attorney and Planning Director, or their assistants, shall meet with and participate in the discussions.of the.Planning.Commission but.shall not have a vote ".. That the Planning Commission.members, totalling 9, be reduced to 7, equalling the number of City Councilmen. AMENDMENTS Planning Commission Amendment No. 213 which A -213 proposes to amend Section 9105.2 of the Newport Beach Municipal Code by.adding the.following "Where lots or building sites are laid out or planned to border a street and overlook a water- way, beach or bluff, fences, when required as a protective device for a swimming pool or when needed to protect against a hazardous:or unsafe condition existing because of topography, may be in excess of three.(3) feet, but permitted not to exceed five (5) feet, in those front yards specified in Section 9105.4 (h) subject to first securing a Use Permit in each case. Case No. ZC 66 -10 which proposes a zone change from the Al "General Agricultural" District to R4 "Suburban.Residential" District, on certain properties generally.bounded on the north by Santa Ana Avenue, on the east by Orchard Drive, on the south by Tustin Avenue, and the west by Mesa Drive, in Santa Ana Heights was recommended for approval. Chairman Curtis appointed Commissioner • Jakosky, Chairman, and Commissioners Clemence and Dosh as a Committee to study projections into yard setbacks,. Commissioners Rea and Downing were appointed as a Liaison Committee to work with the Parks, Beaches and Recreation Commission.
