HomeMy WebLinkAbout02/19/1953MINUTES OF THE PLANNING COMMISSION MEETING, THURSDAY, 2" S FEBRUARY 19, 1953, AT 7 :30 P.M. IN THE COUNCIL CHAMBERS OF THE NEWPORT BEACH CITY HALL. ' ROLL CALL: Commissioners Present: Briggs, Lind, Longmoor, eger, eed, Rudd, and Smith, Commissioners Absent: Copelin, and Wightman. MINUTES: Upon motion of Commissioner Reed, seconded by ommi sioner Rudd and carried, the minutes of the last regular meeting of the Commission held January 15th, 1953, were approved as submitted to the Commission. USE PERMITS: C. M. Tucker for sales, assembly and service of general marine ar ware and equipment. The application had been held over twice and the applicant had never come before the commission to discuss the business activities; therefore, upon motion of Commissioner Briggs, seconded by Commissioner Smith and carried, the application was denied by the following roll call vote., to -wit: AYES: Briggs, Lind, Longmoor, Pleger, Reed, Rudd, & Smith. NOES: None ABSENT: Copelin, Wightman. i Public hearing on the application of the City of Ne ort Beach for a public auto parking area for 175 a on a cean Front between the Newport Pier and 23rd street in Newport Beach. Chairman Longmoor opened the hearing and asked if anyone wished to speak for or against the granting of the application. Al Forgit, 1733 Santa Ana Avenue, Costa Mesa, who is in business in the area said that the majority of the people were in favor of it and wanted to see it go in in the area. There were no protestants speaking from the floor and upon motion of Commissioner Briggs, seconded by Commissioner Pleger and carried, the hearing was closed. Upon motion of Commissioner Rudd, seconded by Commissioner Smith'the Use Permit for the auto parking area on the Ocean Front was granted by the following roll call vote, to -wit: AYES, Briggs, Lind, Longmoor�. PlegeP., Reed, Rudd, & Smith. NOES: None ABSENT: Coplin, Wightman. Application of the Citj of Newport Beach for a Use Permit to extend the existing Balboa parking lot 200' oceanward. Chairman Longmoor opened the hearing and asked if anyone wished to speak for or against. There was no dis- cussion from the floor and upon motion of Commissioner Briggs, seconded by Commissioner Pleger, the application for parking lot extension was granted by the following roll call vote, to -wit: AYES: Briggs, Lind, Longmoor, Pleger, Reed, Rudd, & Smith. NOES: None ABSENT:, Copelin, Wightman 246 Application of Kelso -Sloan for two seven unit apart- ments to be erected on Lots 0 , 0 4, 1095 and 1086, Tract 907, Lido Isle (Via Antibes at Via Lido Soud). There , was no repr6sentatiee of the applicant present and after some discussion among the Commissioners, Commissioner Reed moved that the application be granted, seconded by Commissioner Pleger and carried by the following roll call vote, to -wit: AYES: Briggs, Lind, Longmoor, Pleger, Reed, Rudd, & Smith. NOES: None ABSENT: Copelin, and Wightman. Application of B. Ruth Hansen for a ceramic Hobby shop at 1505 Coast Blvd., Corona del MFF, being a transfer from the present location of 604 Coast Blvd., Corona del Mar. The applicant was present and stated that the Highway Depart- ment was acquiring the property where she is presently situated to widen the highway. After further discussion, Commissioner Pleger made a motion that the application be granted, seconded by Commissioner Lind and carried by the following roll call vote, t9 -wit: AYES; Briggs, Lind, Longmoor, Pleger, Reed, Rudd, & Smith. NOES: None ABSENT: Copelin, and Wightman. Application of Earl R. King for a Use Permit to Install floats for sportfis ing on Lots 11, 12, 14, 15, and , 16, in Tract 815 (631 31st St, Newport Beach). After discussion with the applicant, Commissioner Pleger,made a motion that the application be granted, seconded by Commissioner Rudd and carried by the following roll call vote, to -wit: AYES: Briggs, Lind, Longmoor, Pleger, Reed, Rudd, & Smith. NOES: None ABSENT: Copelin, and Wightman . Application of Earl R. King for a Use Permit to install a trailer park at 701 31st greet, Newport Beach. After discussion with the Commission, Commissioner Pleger . made a motion that the application be granted, seconded by Coiamissioner Lind and carried by the following roll call vote- i 'to -wit: AYES: Briggs, Lind, Longmoor, Pleger, Reed, Rudd, & Smith. NOES: None ABSENT: Copelin, and Wightman. VARIANCES: Chairman Longmoor declared the public hearings on , the Variance application open and first on the agenda was the application of Kelso -Sloan for a rear yard Variance from 10, to 41 on Lots 7 Fact 907, (Vh Centro at Graziana). Robert Berkley, 119 Via Yells, was present to discuss plans with the Commission. Mr. Berkley is the future owner of the house. After due consideration, Commissioner Rudd moved the 247 hearing be closed, seconded by Commissioner Pleger and carried. Commissioner Rudd then made a motion that the application be granted for a 4' rear yard setback instead of the required 101. ' The granting of this application however in no way sets a prece- dent for the remaining like cases on the Island. The reaeon for ranting of this application is that the company also owns the key' lotin back.of Lot 787. The motion was seconded by Commissioner Pleger and carried by the following roll call vote, to -wit: AYES: Briggs, Lind, Longmoor, Pleger, Reed, Rudd, & Smith. NOES: None ABSENT: Copelin, & Wightman Application of Thompson Webb for a redpotion in frontyard setback to 1' on garage— portion only on Lot 4-9, Block A Tract J73, 312 Hazel Drive, Corona del Mar. E. J. Sedinger, 406 Coast ighway, Corona del Mar, was present to represent the applicant. Commissioner Reed in reporting on the application said that it was no different from other concessions_ allowed in this area and recommended its granting. Commissioner Reed made a motion that the hearing be closed, seconded by Commissioner Briggs and par - ried. Commissioner Pleger then made a motion that the applica- tion be granted, seconded by Commissioner Reed and carried by the following roll call vote, to -wit: AYES,: Briggs, Lind, Longmoor, Pleger, Reed, Rudd, & Smith. NOES: None ' ABSENT: Copelin � Wightman Application of Martha L. Smith for 100,% Variance on Lot 13, Block 7, Section One, Balboa Island. (121 Agate Avenue). C -1 zone. Chairman declared the hearing open and asked if an*- onewished to speak for or against. Harvey Pease was present representing the applicant stated that the properties adjacent have built right to th* property line, and that they plan to provide offstreet parking, (not as many as ordinance requires) Property is 30' x 85'. Commissioner Briggs stated that it was . the intent of the ordinance to require area and setbacks.for residential use no matter in what zone they were to be constructed. Commissioner Rudd moved the hearing be closed, seconded by Com- missioner Smith and carried. Commissioner Lind then made a motion that the application be denied, seconded by Commissioner Smith and carried by the following roll call vote, to -wit: AYES: Briggs, Lind, Longmoor, Pleger, Reed, Rudd, & Smith. NOES: None ABSENT, Copelin & Wightman. Application of Karl Davis to allow a two foot overhang on garage apartment on Lot 7k 9, Section III, Balboa Island, (221 Sapphire Avenue). The hearing was declared open. and Mr. Davis was present and explained that they needed the ' area that this Variance would allow. Committee recommended the granting of the application saying that it was typical of a number of situations on Balboa Island and that it had been the practice of the Commission to gRant them. Commissioner Reed made a motion that the hearing be closed, sedonded by Commissioner Rudd and carried. Commissioner Lind then made a motion that the application be approved, seconded by Commissioner Res& and carried by the following roll call vote, to -wit: AYES: Briggs, Lind, Longmoor, Pleger, Reed, Rudd, Smith. NOES: None ABSENT: Copelin, and OP�ghhman. COMMUNICATIONS: A letter from Mrs. Gladys Sessel, proprietor of the Anchor Cafe, regarding parking in front of the cafe and asking for a 20 minute parking space was read. Upon motion of Commissioner Reed, seconded by Commissioner Briggs and carried, the letter was referred to the City Council as the Planning Commission has no juriddication in such matters. Next, was a letter from the City Council referring. the appeal of Mr. H. A. Argabright on a Variance application back to the Commission. Upon motion of Commissioner Rudd, seconded by Commissioner Pleger, the matter was referred back to the City Council with the Commission's recommendation for denial again. Letter from City Council regarding annexation request of property owners between 15th and 16th Streets and Santa Ana Avenue and Irvine Avenue. The Chairman read his report on the annexation to the City Council and upon motion of Commissioner Pleger seconded by Commissioner Reed, the report was adopted by the Co4inission for transmittal to the City Council and carried by the following roll call vote, to- wit, AYES: Briggs, Lind, Longmoor, Pleger, Reed, Rudd, Smith. NOES: No8e ABSENT: opelin, and Wightman. Upon motion of Commissioner Pleger, seconded by Commissioner Lind, the Commission approved the final Tract Map of Tract 1723, Collins Isle and carried on the following roll call vote, to -wit: AYES: ,Briggs, Lind, Longmoor, Pleger, Reed, Rudd, Smith. NOES: None ABSENT: Copelin, and Wightman. Upon motion of Commissioner Pleger, seconded by Colmissioner Rudd and carried, the Commission adopted a Reso- lution of Intention to hold public hearings on the Park Plan, Tree Planting Plan and Public Buildings Plan.
