MINUTES
The minutes of the meeting of February 6, 1969
were approved on motion of Commissioner
Jakosky, seconded by Commissioner Clemence,
and carried.
COMMUNICATION
Held over from the meeting of February 6, 1969

was a request from the Pasadena Neon Sign Co.
DENIED
that Use Permit 1396 be amended to permit an
identification.sign for the Adult Resident
Retirement Care Center at 4000 Hilaria Way.
Mr. George Ethier of the Pasadena Neon Sign
Co. was present to repres.en.t..M.r. John Wil-liams
Newport Villa, and Pasadena Neon Sign Co.
After much discussion, the Planning Commission
felt that a sign of this size was not in keep-
ing with the general area of Newport Boulevard
and felt that the signing as proposed on the
original use permit was adequate for this type
of land use. Therefore, the amendment appli-
cation was 'denied.

to Commission.
Mr. W. R. Hudson, Administrator, and Mr. Cause y,
architect, represented hospital.
The Planning Commission recognized that Hoag
Memorial Hospital is going through a transition
stage from that of a community hospital to a
complete medical center. This development
program is to be an on -going 20 year project.
•
The Commission accepted the unique parking
standards and requirements of this facility
and set the minimum number of parking spaces.

Further, that approval of this use permit shall
be for Phase I only of the Development Plan.
Prior to this use permit being effective, Hoag
Hospital must acquire the strip of land and
annex said territory to the City of Newport
Beach as shown on the General Development Plan.
Application was approved subject to the above
discussion and the conditions as stated in the
Staff report. They are as follow:
1. Prior to any new development or construc-
tion, the additional property proposed
for acquisition shall be annexed to the.
City of Newport Beach.
2. The existing 24" diameter water main shall
be relocated outside the lines of any
proposed buildings and that an easement
at least 15' in width shall be provided.
The location shall be subject to the ap-
proval of the Public Works Department.
•
3. A storm drain shall be constructed along
the westerly edge of the property in the
existing gully; the design of the drain
to be subject to the approval of the
Public Works Department.
4. A total of 72' of right -of -way east.of
Placentia Avenue and 60' west of Placentia
Avenue shall be dedicated to the City on
Hospital Road, and any necessary s.l.ope
easements provided.
5. Sidewalk and streetlights shall be in-
stalled along the southerly side of
Hospital Road for its entire length.
6. The developer shall construct full public
improvements for Hospital Road west of
Placentia Avenue.
7. Parcel Map or Record of Survey shall be
filed covering the revised boundaries
of the parcel.
8. All grading shall be in accordance with
•
a grading plan approved by the Public
Works Director and a qualified Soils
Engineer. Upon completion of the grading,

the Soils Engineer shall certify that the
grading has been completed according to
the plan and the Grading Ordinance. A
reproducible copy of the grading plan on
a standard size sheet shall be furnished
to the Public Works Department.
9. Access to Hospital Road shall be designed
and subject to the approval of the City
Traffic Engineer.
10. Landscaping plans, including provisions for
sprinkler systems and the location and
height of all required and proposed walls,
shall be in substantial conformance to the
proposed plans filed with this case and
shall be submitted for approval by the
Planning Director prior to the issuance
of any building permit.
11. All signs proposed for this facility shall
be in conformance with the Zoning Regula-
tions and subject to the approval of the
Planning Director.
2. At the time application is made for a
building permit, written proof shall be
submitted that the appropriate state
agencies have approved the structures
proposed to be used, and specifying the
maximum number of beds for which a license
will be issued by such agency.
13. The Planning Commission shall reserve the
right, without necessity of further
hearing, to make minor modifications of
any of the foregoing.conditions if such
modifications will achieve substantially
the same results and will in no way be
detrimental to adjacent properties and
