Item Al Request to consider the Ado tion of the Residential ESIDEN- Growth Limits Component o the Newport Beach TIAL General Plan. Initiated by: The City of Newport Beach OENAL Community Development Director Hogan briefly explained the Residential Growth Limits. Component of the Newport Beach General Plan and what action had been taken to date. He explained the two TUff- reference maps and advised those present that actions of the Planning Commission would be for- ONT. TO warded to the City Council as recommendations and that the City Council would hold public hearings before the policies were adopted. He also outlined the various phases of the General Plan, both as to past actions as well as what actions have to be taken in the future in order to complete and adopt the General Plan in accordance with State of California requirements. It was apparent that the majority of persons in attendance were mainly interested in Item #B1 on the Agenda and were confusing this matter with that item, therefore, Planning Commission post- poned further hearing and action on the Residential Growth Limits Component of the Newport Beach General Plan until action had been taken on Amendment No. 363 which was then heard before all other matters on the agenda. Commissioner Martin stepped down from the dais and abstained from discussion on the following item due to his "certain lack of objectivity" as stated at the previous meetings. Item B1 A proposal to amend Districting Maps No. 9, 10, 11,AMEND- and 12 to reclassify properties on the Balboa Peninsula, generally lying easterly of McFadden MENT 5363 Place and 21st Street, from the C -1, C -1 -Z, R -2, R -3, and R -4 Districts to the R -1 and R -1.5 CONT. TO Districts. Further proposal to reclassify public- RCH 5 ly owned lands on the Balboa Peninsula from the R -1 District to the OS (Open Space) District. Initiated by: The City of Newport Beach Assistant Community Development Director Hewicker advised the Planning Commission of a error on Districting Map No. 11 and presented copies of additional correspondence received in connection with this matter for review by the Commissioners. Advance Planning Administrator Gunn advised that the words "a zone similar to" should be struck from Recommendations Nos. 3, 4, and 6 on Page 9 of the staff report. Public hearing was opened in connection with this matter and the following persons appeared before the Planning Commission: Page 2. Balboa, recommended that lots with insufficient square footage be down -zoned but others with adequate square footage be left as is and that all presently zoned commercial remain. Goldie Joseph,'Via Lido Soud, read a prepared statement relative to down- zoning. Ralph Sakeda, 117 15th Street, presented a petition signed by 74 persons in opposition to the R -1.5 Zoning. Bud Van Ornam, 107 15th Street, voiced opposition to the change of zone and presented a petition signed by 83 persons supporting retention of the present zoning on the west side of 15th Street between West Balboa Blvd. and West Ocean Front. J. H. Rutledge, 419 E. Balboa, appeared in opposi- tion to the change of zone on commercial property to residentially zoned property. Mrs. Wright, 407 E. Balboa Boulevard, appeared in opposition to any rezoning. Mrs. Joy, owner of Associated Brokers at McFadden and Balboa Blvd., and property owner of 403 E. Balboa Blvd., feels more parking is needed for the commercial areas rather than changing the zone. Harry Dalby, 1807 W. Bay, believes it would be better to limit the number of units rather than the size of the units. Planning Commission recessed at 10:05 P.M. and reconvened at 10:20 P.M. Audrey Shiff, appeared before the Planning Commis- sion and commented on existing conditions in the commercial and residential zones. . William Rude, 1910 Court Street, commented on traffic and parking on the peninsula. Page 3. Office at 7:30 P.M. Mrs. Emory S. :Moore, resident on the Balboa Peninsula appeared before the Planning Commission on her own behalf as well as that of Mrs. Ralph Lindhoff and Mr. and Mrs. Barton Beek, also Balboa Peninsula residents,.and stated they are in favor of the Master Plan and what the Planning Commissio is trying to do and support their efforts. Rod Culderhead, 712 Iris, Corona del Mar, appeared in opposition to the moratorium and the R -1.5 zoning. William Fundenberg, 808 W. Balboa Boulevard, believes the ordinances governing the zoning should be changed.rather than changing the zoning. . Betty Hart, 303 Cypress, appeared before the Planning Commission in opposition to the change of zoning. James Ensign, 224 20th Street, also appeared in opposition to the zone change. Betty Brose, appeared before the Planning Commissi n and read a letter written by her Mother who owns R -4 zoned property at the corner of 18th Street an Bay Avenue. Dan Connelly, property owner at 1319 E. Balboa, voiced his opposition to the rezoning on the peninsula. Dan Gilliland, 1134 E. Balboa Boulevard, appeared in support of the down - zoning and commented on rights vs. expectations. John Negus, 1202 E. Balboa Blvd., feels the re- zoning is unfair and inequitable. Jim Igelhart, 943 W. Balboa Blvd. appeared in • opposition to the change of zone andfelt it should remain as is. Page 4. COMMISSIONERS CITY OF NEWPORT BEACH m xyN f~fy -� a N x p A MINUTES Ou rc, !wncr Charles Griffin, Balboa Island resident, appeared in favor of the R -1.5 District and suggested that maybe some consideration could be given to long term residents who have invested their lifetime in the hope of developing the property at some future date, possibly through an ordinance similar to the Homestead Act. John Homey, 904 W. Ocean Front, appeared in favor of rezoning all property between the two piers as well as the point to the R -1 District. John Means appeared before the Planning Commission and commented on the garage situation on the peninsula. There being no others desiring to appear and be heard, the public hearing was closed. Planning Commission discussed in detail the commercial aspects of the Balboa Peninsula rezoning, including parking requirements of commercial zones. Advance Planning Administrator Gunn reported on the economic studies of the commercial zones made by DRA in which they stated that the City could support 5 acres of commercially developed property if in a core area. He pointed out that there were approx- imately 6 acres shown as remaining commercial on the districting maps. When questioned, he advised that the commercial area on 15th Street could be supported. Motion X Following discussion of the commercial areas on a block by block basis, motion was made that the commercial property be rezoned in accordance with the staff proposal as shown on the maps with the following exceptions: 1. That the west side of 15th Street south of Balboa Boulevard be all commercial instead of a combination of R -1.5 and commercial. 2. That the commercial from the Central Balboa Core be extended down the south side of East Balboa Boulevard to the alley opposite Cypress and from East Balboa Boulevard south to the alley running parallel to East Balboa • Boulevard.
