MINUTES, SPECIAL PLANNING COMMISSION MEETING
CITY HALL COUNCIL CHAMBERS
NEWPORT BEACH CALIFORNIA
March 4 1958 3:00 P.M.
ROLL CALL Commissioners Present: Longmoor, Lind, Rudd, Hayton, Copelin,
Keene, Clemence
Commissioners Absent: Smith and Sturtevant
Commissioner Longmoor opened the special meeting by saying that when he and the
Planning Assistant were preparing the proposed amendments to the Planning and
Zoning Law for the City of Newport Beach for the City Council that some of the
proposals made at the adjourned meeting on February 25 were in conflict with
other portions of the ordinance and should be corrected prior to submission to
the City Council.
Commissioner Longmoor stated, among other things, that, in his opinion, res-
idential uses in commercial and manufacturing zones should not be prohibited as
it would create a large volume of non- conforming uses and the Commission would
be constantly handling use permits for any additions or alterations to such uses
which would become non- conforming. For example, he stated that there were some
C -1 lots which were developed with almost 90% residences.
Because of the above problems that would result in prohibiting residential uses
in commercial and manufacturing zones, Commissioner Longmoor stated that we
should permit them, subject to first securing a use permit in each case. It
was suggested that residential uses be prohibited in the new C -N District which
is being created in these proposed amendments. There does not exist any C -N
Districts, therefore, the elimination of residential uses will not result in
any non- conforming uses.
It was recommended by Commissioner Longmoor that in the C -1 District, Section
9103.51 - Uses Permitted - be amended to read as follows:
(a) Multiple dwellings or apartment houses, hotels, motels, boarding houses,
professional offices, community centers, social halls, lodges and clubs.
Section 9103.52 - Uses Permitted, subject to first securing a use permit in
each case. Add Subsection (d)
(d) Single family dwellings, duplexes, and dwelling groups.
In C -2 Districts it was recommended that the following amendments be made:

social halls and clubs.
Section 9103.62. Uses Permitted, subject to first securing a use permit
in each case.
Amend Subsection (b)
(b) Single family dwellings, duplexes, dwelling groups and trailer
courts.
On motion of Commissioner Sturtevant, seconded by Comm. Copelin, the revisions
to the proposed amendment to .the Planning and Zoning Law were approved as
recommended by Commissioner Longmoor by the following roll call vote, to wit:
ALL AYES
The City Attorney recommended the minutes show that all Commissioners were
notified of this special meeting. The Planning Assistant advised that each
• Commissioner was contacted by telephone and informed of the special meeting.
On motion of Commissioner Hayton, seconded by Commissioner Copelin and carried,
the Commission moved that the calling of the special meeting at 3:00 P.M. on
March 4, 1958, by Commissioner Longmoor be approved and that the records show
that each Commissioner was contacted not less than six hours prior to the special
meeting.
On motion of Commissioner Hayton, seconded by Comm. Rudd, and carried, the
special meeting was adjourned.
