MINUTES
Minutes of the regular meeting on February 15, 1962 and
adjourned meeting March 1, 1962 were approved on the
motion of Commissioner Rudd, seconded by Commissioner
Copelin, and.carried.

TENTATIVE W.PS
Tract 4003
The tentative map of Tract 4003, consisting of 28,7 plus
acres divided into 108 residential lots, located vest of
Bayside Drive in the vicinity of Coast Highway 101,
(Linda Isle), was recommended to the City Council for
approval, subject to the following conditions:
1. All improvements be constructed as required by

2. A blanket easement be given over all streets

for public utility purposes.
3. The existing section corner be tied -out on the
final tract map.
4. Street centerline monuments be installed accord-
ing to Ordinance.
5. Concrete seawall be constructed along with other
tract improvements, and engineering drawings and
calculations be submitted for checking along with
the tract improvement plans.
6.. Arrangements be made to connect water system to
Harbor Island.
7. A harbor lines map, scale 111= 1001, be submitted
for approval on a standard sized drawing showing
the following:
A. Limits of dredging in regard to lower
low water.
B. Location of projection lines, pierhead
lines, and bulkhead lines.
C. Elevation of top of bulkhead.
D. Location of the prolongation of property
lines as they are to be used in determin-
ing pier and float locations.
8. All utilites be installed underground.

9. That final tract map be checked by the County
Surveyor's Office before being submitted to the
City for approval.
10. That the tract be zoned R -1.
Tract 4544
The tentative map of Tract 4544, consisting of 26.4 plus
acres.divided into 216 lots, bounded by Placentia Avenue,
Superior Avenue, Newport Boulevard and Hughes Semi -
Conductor Division, was recommended to.the City Council
for approval, subject to the following conditions:
1. All improvements be constructed as required by

2.. Minimum paved street width be 40 feet.
3. Corner radii.be,15 feet'on the interior subdivisio
streets and 25 feet on the exterior streets as
shown on the tentative map.
4. Streets A, 'B, C, D and E to be conveyed by grant

dead in fee to the City.
5. Alleys, as shown, be reserved as private drives.
6. The applicant be requested to offer dedication
of areas for future cul-de -sacs at the end of
B and D Streets and that a separate bond be
required guaranteeing construction in the event
the project is not completed as outlined on the
plot plan.,
7. Public utilities easements be given over the
private drives and the required portions of
Lot 214.
8. The public utility easement shown adjoining
easterly side of Placentia Avenue be confined to
a narrow strip and away from any buildings.
9. Minimum width of all drives be 25 feet and corner
radii be provided at interior drive intersections.
10. A bond will be posted for the total cost of imm
provemente required for each final tract map..:
11. That final tract map be checked by the County

Surveyors Office before being submitted to the
City for approval.
12. All grading be in accordance with a grading plan
approved by the Public Works Director. When the

grading plan is submitted for approval, it shall
be accompanied by reports from a qualified Soils
Engineer. Upon completion of the grading, but
prior to the construction of any improvements,
the Soils Engineer shall certify that the com-
pleted grading has been personally inspected and
will not endanger any property. No changes in the
grading plan shall be made unleas recommended by
the Soils Engineer and approved by the Public
Works Director.
13. Provisions be made along the northeasterly
boundary of the tract to allow passenger loading
for parked cars.
14. Water system be redesigned to eliminate some of
the dead ends.
15. vehicular access be prohibited along easterly
boundary of tract and also along the lots facing
Superior Avenue and the northerly 320 feet of
Placentia Avenue, measured from the centerline
•
of Superior Avenue.
16. All utilities to be installed underground.
17. Sight distances..for all intersections be in
accordance with.recommendations of the City
Engineer.
18. The requirement for sidewalks is waived provided
,that a special bond be provided guaranteeing
'construc'tion of sidewalks within 2 years if the
Planning Commission determines that sidewalks
are necessary.
Commissioners Clemente and Marshall voted against
this exception. Both expressed the opinion that
sidewalks should be required.
19. All walkways, garages, off - street parking, drives
and recreational areas to be developed as shown
on the plot plan on file in the Planning Depart-
ment under Use Permit No. 835.
20. The Procedure for Protective Restrictions to
comply with Section 9256.13 of the Subdivision
Ordinance approved as to general content, subject
•
to the approval of the City Attorney upon sub-
mission with the final map.
21. Approval of Tract 4544 is conditioned upon ob-
taining a use permit for a Planned Residential
Development,

24. Suggest to the developer that he work with the
Parks. Beaches and Recreation Department in
developing the landscaping for the Planned
Residential Development.

Findings
The requirement of Section 9108.5, Planning and Zoning
regulations, that the development be bounded on all
