MINUTES:
Minutes of the previous meeting held Feb.
23rd, 1937, were approved as written.
The meeting called for march 2nd at 1:00
.P.M. showed no quorum present on account of
the inconvenience of the hour.
TENTATIVE
MAPS: Tentative P:Tan No.1011 was referred
from the County Planning ommission. After
discussion it was moved by Com. Palmer, and
seconded by Com. Whitson that consideration
be held over until next meeting _pending
report from the City Engineer on lot sizes,
sewage disposal, status of the streets and
any other pertinent information. Motion
carried.

The Chairman ordered. the Map referred. to Mr
Patterson for such report on P. ".arch 30th.
Mr. Tilton suggested the County Planning
Commission be informed of this action.
Tentative Man No.1014 was referred from the
County Planning Commission and ordered.re-
ferred to the City Engineer for report at
the next meeting to be held March 30th,
1937.
VARIANCE
HEARINGS: Manning Siemon application for
R front yard variance to seven feet from
the required ten feet on Lot 16, Block 14,
Sec. 4, Balboa Island, pursuant to adver-
tieing and posting as required by law, and
further notice to adjacent property owners
by postal cards, was declared open for
discussion by any interested persons. No
persons being present desiring to be heard
and no communications having been received
bearing on this :natter, the hearing was
.
declared closed.
On Motion by Com.Schnitker, seconded by
Com.Thompson and carried, the application
was granted as applied for.
H.n%!Josher application for a fifty per cent
variance in. the side requirement on the
easterly side of Lot 12, Block 2, Sec. l,.
of Balboa Island, having been advertised
and hosted as required by low, and further
post card notices mailed.to adjacent
property owners, was declared open for
discussion. There being; no verbal or writter
protests the hearing was closed.
On Motion of Com.Palmer, seconded by Com.
'Whitson and carried, the application was
granted as applied for.
:lichard F. Dwyer application for a variance
in the front yard requirement from ten feet
to five feet on Lot 17 of Tract 742, Balboa
Island, pursuant to advertising and posting
and cost card notices to adjoining property
owners, was declared open for comment by
Interested property owners. There being no
verbal or written protests the hearing was
closed.
On Motion by Corn. L. W. Brigrrs, seconded
by Com. F. W. Briggs and carried, the
application was granted.
• Discussion was had on the location of the
new Seawall and sidewalk in this vicinity
causing a considerable strip of city land
to intervene between the front line of
the bay front lots and the sidewalk. The
lots, being only 75 feet in length, even
though no rear yard is required on account
of the width of the street in the rear,
are so short that it ma,- prove desirable to
reduce the front yard requirement by the
maximum of 50o, especially as the distance
to the Seawall is great enough to provide
all reasonable housing standards if some
method is evolved for the leasing of the
city strip to the abutting lot owners.
COMI:IITTEE: The suggestion having been made that a
general ruling on front set back lines in
this vicinity seemed indicated the Chair -
man apLLoointed. F. W. Bri,xsgs, Patterson and
• Nelson a committee to survey and study the
situation and report recommendations at
the next meeting.
PUBLIC HEWING ON PROPOSED AMENDMENT:
The second public hearing on the proposed
rezoning from Ara to C 1 of a strip of
'and 50 feet in width lying westerly of and
parallel to Fifteenth St., between the first
alley northerly of Central Avenue and the
U,S.sovernment Bulkhead Line, between
Stations 118 and 119 was declared open for
discussion.
A large attendance of property owners was
present who spoke against "permitting the
construction, maintenance and (25 names)
operation of commercial wharfage in the Bay
area at the foot of Fifteenth Street."
Several individual letters of protest were
on file from owners in the El Bayo Tract.
After.listeni.ng to all persons desiring to
speak for or against the proposal, the,
Chairman declared the hearing closed.
Com.L.W.Brigg-,s inauired if it would be
proper to report to the Council that there
is objection to C -1 zoning In this parti-
cular location but that less detrimental
• effects would accrue from C -1 zoning one
or two blocks further west.
Mr. Gnrdner, speaking for Mr. McNally
stated that even though no street is
improved through to the Bay from Central
Avenue in the blocks further west, that
location might be acceptable if it were all
he could get.
Mr. Thompson remarked that a new applicati6r
would have to be filed for any different
loc. ^.tion and, in reply to Briggs' inquiry,
that the only report we can properly make
to the Council would be to recommend for
or against the zoning change.
The need for public beach area in this
general neighborhood was discussed; a
possible exchange with the American Legion
of their present location at Ninth Street
for a location wast of Fifteenth Street to
permit the present Legion location to be
• used for Beach Park and Bathing Purposes
serving the aeighborhood, was mentioned;
the relation of the Traffic Survey now in
progress to zoning changes and to the area
from Fifteenth to Ninteenth Sts, was dis-
cussed, provIking the comment from
11r. Tilton that the Traffic Survey and the
Major Street & Highway Traffic Plan should
be considered in the ultimate development
of the entire Camn Ground area. "There is
need of a complete 'washing of that linen'
down there. The camp ground is far from
fit as an institution sponsored by the City
of Newport Beach."
Com. L. W. Brigge moved that, in view of
the objections developed at the two public .
hearings, we recommend against the proposed
change in Zoning, seconded by Com. F. W.
Briggs. Motion carried, Com. Palmer not
voting. .
00IM1UNI CATI ONS :
A letter from F. B. Modjeska regarding
changes in street names on Corona Del Mar
was read and ordered filed.
A letter from Barney Padway was read
suggesting the possibility of using the
arrest jetty as a foundation for a pier with
pedestrian walkway and the improvement of
the area at the base of the jetty as a
public nark. He made the further comment
. that there is only room for sixteen cars to
park on this area, which completely blocks
a very interesting view for the many people
who could enjoy it if used as a part, autos
being excluded.
Mr. Thompson informed Mr. Padway, who was
present, tha.t the prople voted to convey
the Jetty and the land upon which is abuts
to the United States and consequently we
have no jurisdiction, 11r. Padway seemed to
think that the City did still own the land .
referred to &.nd stated that he would check
up on his facts and submit a further letter
on the subject.
A communication from Marguerite Macculloch
handed to the secretary by the City Clerk,
and addressed to the Planning Commission,
was read asking for a front yard variance
from the reouired ten feet, to six feet,
on Lot 15, Block 26, Eastside Addition to
• the Balboa Tract, and stating that ahe was
"making this request at the same time as
Mr. Hopkins being that both lots are in the
same tract," the ouoted statement being in
error as the Hopkins variance was granted
on February 23, 1 937.
On Motion by Com. Whttson, seconded by Com.
F. W. Briggs, and carried, the Secretary was
Instructed to inform Miss Macculloch thn.t a
variance application must,be accompanied by a
• plot plan, plans showing elevations of the
proposed improvement and the usual $10.00
fee.
Letter from C. F. Rehnborg regarding the
operation In a C -1 district in the rear of a
building at 210 Marine Ave., Balboa Island, of
a laboratory for the production of Vitamins
and mineral concentrates was read.
After lengthy discussion of the problem in-
volved the following motion was offered.
Com. Parks moved the.•`, we recommend to the
Council that the permit be granted subject to
full compliance with the Ordinance and in full
conformity with the agreements in Mr. Rehnborg
letter to the Council dated March let, 1937.
A communication from Henry B. Grandin regard-
ing set back of garages and garage apartment
to be used as servants' ouarters in an R -3
zone on the eastern tin of Lido Isle was
• ordered to the Lido Isie Community Association
Tr. Rupp, of Gordon Findlay's office, pre-
sented plans of a proposed Trailer Camp in
a 0 -1 District abutting the State Highway
after consultation with the Commission he
withdrew the plans for changes.
G. A. Van Jourik of 1415 Court Street, Los
Anrceles, displayed plans indicating the
necessity for a variance hearing. Upon being
so informed he withdrew his plans without
making application presumably because the one
foot variance needed could be taken up in
the building and was not worth the trouble of
a hearing.
The suggestion was made that two meetings per
month be held during the spring building rush
for the greater convenience of property
owners during this first year under the new
1• Zoning Ordinance. The Commission agreed that
this should be done.
Com. F. W. Briggs stated that he had been
asked to bring before the Commission an
application on file for a Shooting Gallery
License in the old Both House at Balboa.
• Mr. Parkin, the applicant, explained the
operation of the s- called "Five Spot Gun
Club ".
He was informed that the ordinance does not
permit the desired use and that his only
recourse would be to apply formally for
amendment of the ordinance, which would re-
nuire about two and one-half rfllonthg to
accomplish.
Consultant Tilton spoke at length on the Stree
and Highway Traffic Plan upon w',ich he and
1Jr. Patterson and ^dr. Nat Neff have been
working.
The Commission was extremely interested and
informed Mr: Tilton that the greater part
of the next meeting would be devoted to
further consideration of the Plan.
