Minutes of the Regular Meeting of February 16,
1978, were approved with a correction in the vote
on Page 10, in connection with Use Permit No. 1854
to reflect Commissioner Haidinger voting No and
Commissioner Heather voting Yes.
Request to amend a previously approved use permit
that permitted the establishment of Roger's
Gardens,.a commercial nursery and related retail
sales (including the sale of garden furniture)
complex on the site. The proposal includes the
addition of administrative and professional
offices for Roger's Gardens and others related to
nursery activities such as landscape architects
and interior decorators; the addition of commer-
cial sales facilities (including antiques, art
items, jewelry, housewares, fresh produce and
fruit, bakery goods, gourmet items, etc.); the
establishment of an indoor and outdoor "coffee
garden" restaurant facility with on-sale beer and
wine; the serving of alcoholic beverages in con-
junction with bonafide political, civic and
charitable events; related offstreet parking
areas; changes in height limitations to permit a
new two -story structure and a 7 foot increase in
the height of the existing gazebo; and the
acceptance of an environmental document.

Public hearing was opened in connection with thi
matter.
Don Adkinson, 550 Newport Center Drive, appeared
before the Commission on behalf of the applicant
and advised that the applicant had met with
representatives of the homeowners' groups as
suggested at the previous public hearing, and th
although an agreement had not been reached in
connection with the development of this site,
there was a healthy understanding between the
concerned parties and it was felt that.the matte
could be re.solved following review of the Genera
Plan. It was, therefore, requested that this
matter be taken off calendar until such time as
the City Council has reviewed the triangle of la
owned by the Irvine Company in the General Plan
review session and that the matter be readvertis
for the first meeting possible following comple
tion of the review.
There being no others desiring.to appear and be
heard, the public hearing was closed.

Request to Consider Draft Work Program for Local
Coastal Program.
Initiated by:. The City of Newport Beach
MINUTES
Staff reviewed the draft report of the Local
Coastal Program Issue Identification and Work
Program which was revised in accordance with the
Planning Commission's direction at their meeting
of March 2nd. Staff also reviewed suggestions
and recommendations received subsequent to the
above revisions from Mrs. Greely of the Newport
Crest Homeowners Association, Coastal Commission
Staff, Citizens Environmental Quality Control
Advisory Committee, League of Women Voters of
Orange Coast, California Regional Water Quality
Control Board, and .PauI.._F. Wright....Sta.ff advised
that some of the recommendations had already been
incorporated into the revised draft and that
the remainder of the recommendations would be
incorporated into.the report prior to City Council
review unless otherwise directed by the Commission
Public hearing was opened in connection with this
matter.
George Hall, 3616 Ocean Boulevard, Corona del Mar,
appeared before the Commission and commented on
the need for additional regulations which would
protect ocean views and development of hillsides.
There being no others desiring to appear and be
heard, the public hearing was closed.
Following discussion, motion was made that the
suggestions and recommendations previously
reviewed be incorporated into the draft report
and forwarded to the City Council with the
recommendation that the Local .Coastal Program
Work Program be approved and transmitted to the
Coastal Commission for approval and funding.

matter.
John Carella, applicant, appeared before the
Commission and concurred with the staff report
and recommendations.
There being no others desiring to appear and be
heard, the public hearing was closed.

Motion was made that Planning Commission make the

following findings:
1. That the proposed use is consistent with the
Land Use Element of the General Plan and is
compatible with surrounding land uses.
Furthermore, the proposed development is
similar to other automobile rental agencies
that have been approved by the Planning

Commission adjacent to the Orange County
Airport.
2. The project will not have any significant
environmental impact.
3. The Police Department has indicated that they
do not contemplate any problems.
4. The approval of Use Permit No. 1859 will not,
under the circumstances of this case be detri-
mental to the health, safety, peace, morals,
comfort and general welfare of persons resid-
ing and working in the neighborhood or be
detrimental or injurious to property or�
improvements in the neighborhood or the
general welfare of the City.
and approve Use Permit No. 1859, subject to the
following conditions:
1. That development shall be in substantial
conformance with the approved plot plan.
2. That no more than eight rental automobiles
shall be permitted on the site at any one time.
3. That al.l vehicles shall be limited to passenger
automobiles only.

4. That no maintenance or cleaning of automobiles
shall be permitted on the site.
ADDITIONAL BUSINESS:
Planning Commission adopted Resolution No..1004,
setting a public hearing for April 20, 1978, to
consider an ordinance relative to bluff develop-
ment regulations.
Mrs. Naughton, 1700 Pt. Margate Place, appeared
before the Commission and questioned the disposi-
tion of the property on the east side of MacArthur
Boulevard between Ford Road and San Miguel Drive.
Staff advised that this matter was a part of the
General Plan review presently under way.and would
be discussed at one of the study sessions being
held on Tuesday night.: in the conference room
adjacent to the City Attorney's office. Staff
advised that further information regarding this
matter could be obtained from the Community
Development Department, Advance Planning Division,
Phone 640 -2261.
John Griff, resident on Vista Durado at Vista del
Oro, appeared before the Commission and questioned
disposition of the Holstein development in The
Bluffs. Staff advised that the matter had been
continued to April 6, 1978, and would be glad to
furnish background information following the
meeting.
There being no further business, Planning Commis-
