The Newport Beach City Planning Commission held an adjourned
meeting in the Council Chambers, City Hall, Newport Beach,
California, at 7 :30 P.M., March 20, 1944, for the purpose of
' conducting a public hearing on the application of the South
Coast Company for conditional permit to lease and operate
certain city owned property commonly known as the City Camp
Grounds. Commissioner Johnson presided as Chairman pretem.

The Chairman declared the hearing open. Secretary Seager read
a letter from the City Clerk dated March 8, 1944, addressed to
the Newport Beach City Planning Commission requesting that a
temporary permit be issued to the South Coast Company for cer-
tain property owned by the City and known as City Camp Grounds,
Newport, California.
Chairman Johnson declared that this was a meeting called for the
sole purpose of conducting a hearing in accordance with the re-
quest of the City Clerk. The Secretary said that the matter had
been duly and regularly advertised for hearing at this time and
place, and that he had the affidavit of publication.
Mr, Walton Hubbard, Jr., representing the South Coast Company
at the hearing, was called upon by the Chairman for a statement.
Mr. Hubbard stated that in order to fulfill the South Coast
Company's contract with the Army and Navy for boat repair
considerable more space was required than was now occupied by
the Company. He stated that in repair work the entire boat must
be on the premises, whereas under present working conditions only
parts of boats were under cenettuction in the yards, He said his
Company was informed that new boat construction was just about
finished so far as such Company was concerned, and that the possi-
bilities of receiving new contracts.along that line were extremely
remote. He told of the Company's plans along sanitary lines and
satisfactory working conditions, and also pointed out the financial
benefit to the community at large due to the substantial pay roll
which would be largely expended in this area. He said that in
order to put the campgrounds into proper shape for the proposed
ship repair program, a great deal of money would be required to
be expanded, and that it would be financially unsound for the
Army and Navy to proceed unless they were insured of the coopera-
tion of the City Council and Planning Commission.
No objections either verbal or written to the granting of the
conditional permit were offered.
The Secretary announced that he had been requested by Mr. 'Walter
' Spicer, Chairman of the Harbor Commission., to make a statement for
him in case he was unable to be present at the hearing to the of-
foot that the Harbor Commission had been cooperating to the fullest
extent with the South Coast Company, that the Harbor Commission
was familiar with the plans, and that carrying out of the program would
result in improvement to the Harbor. Therefore, he said, the Harbor
Commission was in favor of granting the conditional permit and re-

commended that the lease be entered into by the City.
After some round -table discussion, Secretary Seager moved that '
the Planning Commission recommend to the City Council that they
enter into a lease with the South Coast Company for that land
commonly known as the City Camp Grounds, and that a conditional
permit be issued fort-he South Coast _ Company to carry on its war
effort. Motion seconded by Commissioner Patterson.

Carried and so ordered.
ADJOURNMENT
Secretary Seager moved that the meeting be adjourned. Motion
seconded by Commissioner Saltz. Carried and so ordered.
