HomeMy WebLinkAbout03/20/19472T6 ROLL CALL MIiiUTES Mhe Newport Beach City Planning Commission held a regular meeting, Thursday, March 20, 19479 with Commissioner Longmoor presiding, as Chairman Pro Tempore, in the absence of Chairman Allen. Commissioners present; Copelin, Ellerbroak, Johnson, Longmoor, Pleger, and Rudd. Commissioners absent: Allen, Baltz, and white. Commissioner Johnson made the motion, seconded by Commissioner Rudd for the approval of the minutes of the.meeting of Febrpary 20, 1947, as read. Motion carried. COMMUPICATIONS Secretary Ellerbroek read a communication from R. R. Gearing and J. J. Brasher, regarding recommendation for a permit for a dancing school on Pleasure Island, and whether or not same would be violat- ing the R-3 zoning, and also the subject of the use of Pleasure Island for the Voyagers Yacht Club. Commissioner Johnson made the motion, seconded by Commissioner Pleger, that the letter be tabled. Motion carried. Secretary Ellerbroek also read a letter from Mrs. Margaret Peterson requesting the views of the Commission for permission to have a Childrens Play(Day)School at 611 Marguerite, Corona Del Mar. Mrs. Peterson was present, stating that she was contemplating purchasing this property if same could be given a variance to permit the school. The Commission advised Mrs. Peterson that it could not act on the matter except throggh proper application, which she could not make until title to the property be in her name. Also read was a letter of invitation from the Anaheim Chamber of Com- merce for a conference on civic planning, Tuesday, April 220, 1847. All of the Commissioners present signified their intentions to attend, and requested that the Seer terry make reservations. PUBLIC HEARINGS The application of R. P. Wallace for a 50% setback variance for Lot 27, Block A 35, Corona Del Mar, tabled from last meeting, was heard, and after careful consideration, and the receipt of four letter opposing same,(E. W. Boersiler, M. E. Alden, M. Everett, and C. German),, com- missioner Copelin made the motion, seconded by Commissioner Rudd re- ROLL CALL VOTE commending that the application be denied. Ayes: Copelin, Fllerbrosk, Johnson, Longmoor, Fleger, and Rudd. Noes: None. Motion carried. ROLL CALL VOTE The application of Carl P. Ripling for a 50% setback variance for Lot 7, Block 5. Section 1, Balboa Island, was heard, with Mrs. Ripling. present, and stating that they wanted a side yard setback to carry out their plans. However, Commissioner Johnson explained that the lot being a "key lots was entitled to a front yard setback variance, but a side yard variance should not be granted, as doing so ould set a precedent for too many similar lots on the Island. Commissioner Cop- . slin made the motion, seconded by Commissioner Rudd that the applica- tion for side yard setback be denied, and that a 50% front yard be recommended. Ayes: Copelin, Ellerbroek, Johnson, Longmoor, Pleger, and Rudd. Noes: None. Motion carried, and so ordeeed. First hearing upon the matter of the application of S. B. MacAlLevy for a proposed amendment to Ordinance No. 525, Section 7. C -1 and Section 8 C -2, to "permit Self - Service Laundries", was declared. L_ J #s. MacAlLevy was not present, and Commissioner Pleger made the mot- ion, seconded by Commissioner Johnson, that the matter be set to final ' nearing. Motion carried and so ordered. A petition for annexation of territory owned by the Presbyterian NEW BUSINESS Hospital of Orange County, said territory being uninhabitated land contiguous to the City of Newport Beach, and described in the petitions was carefully considered by the Commission, same having been referred by the City Council. Commissioner Rudd made the motion, seconded by Commissioner Johnson, for the recommendation to the City Council for approval as presented. ROLL CALL VOTE Ayes: Copelin, Ellerbroek, Johnson, Longmoor, Pleger, and Rudd. A'petition for altering the boundaries of the City of Newport Beach, and to incorporate and include therein and make.a part thereof certain territory, designated and to be known as Balboa Bay Shores, was read, as referred by the City Council, and carefully considered by the Com- mission, together with the accompanying maps. Mr. Dinsmore of The Irvine Company, was present and,discussed in detail the petition and plans. Also present on the matter was Earl Stanley, Commissioner Johnson made the motion, seconded by Commissioner Rudd for the appro- val of the petition and maps as presented and referred by the City Coun- cil. Roia call vote. ROLL CALL VOTE Ayes: Copelin, Ellerbroek, Johnson, Longmoor, and Rudd. Noes: .None. (Commissioner Pleger left just before this matter) Motion carried and so ordered. ' The matter of the properties of E. I. white and Z. E. Claxton was OLD BUSINESS discussed. Both parties added porches beyond the setback lines of their lots- -the former applied for a setback variance which was denied by the Commission on October 17, 1946, and the Claxton matter was con- sidered informally 'without application and the Claxtons informed by the Commission on October 17, 1946; that their said porch be removed. Building Inspector Nelson reported that these porches have as yet not been removed and further that both Mr. 'Rhite and Mrs Claxton are going ahead with further construction, apparently ignoring the recommendation of the Commission. It was agreed that the matter was out of the bands of the Commission, and now up to the Police Department, but, the Com- mission agreed further to investigate the matter, with Chairman Long - moor appointing a committee of Commissioners Copelin and Mr. Nelsonto investigate and report at the next meeting.
