There was a lengthy discussion and the Commis-
sion indicated concern over the following
matters.
1. Having two distinct zones and two
non - compatible uses on the same
property.
2. That the dredging operations convert-
ing a portion of the property into
water would not change the zone and
at some future date.this could be
filled and ,a commercial use built in
front of the R -1 District, thereby
blocking off the view of the bay.and
depreciating the value of the resi-
dential lots.
3: That a commercial marina bayward of
the R -1 lots was undesirable as it
would deprive the residents of an
unobstructed view of the bay and
•
create undue traffic congestion in
the area.
4. That a parking problem would be
created by the commercial nature
of the two yacht clubs on each side
of said property.
5. That,a 10 foot setback from Bayside
Drive was undesirable for the resi-
dential use.
The application was held over until April 3,

Applicant requests approval of a portion of a
Planned Residential Development consisting of
two -story townhouses and single family resi-
dences:
Mr. William Holstein represented the develope

Acting Director Groth read into the record a
memorandum.from the Chief of Police regard -,
•
ing the private streets in the development as
well as a suggestion that some of the street
names be changed. There was a further dis-
cussion regarding a request that the Post
Office Department be consulted as to whether
or not the alleys should be named. The
Commission suggested that the developer and
staff work together on these matters.
After a discussion; the application was
approved subject to the following conditions:

4. That Section 19.20.110 of the Subdivi-
sion Ordinance regarding size and
shape. of lots.be waived in accordance.
with the provisions of Section
19.32.030.
5. That all grading be in accordance
with grading plans and reports
approved by the Public Works Director
and a qualified Soils Engineer. Upon
completion of the grading, the Civil
Engineer and the Soils Engineer shall
certify that the grading has been
completed according to the plans and
the requirements of the grading ordi-
nance. Reproducible copies of the
grading plans on 24" x 36" linen or
mylar sheets shall be furnished to
the Public Works Department.
6. That, the design and layout of the pro -
•
posed private streets be in accordance
with the City Private Street Policy
and be subject to approval by the
Public Works Department.
7. That construction of the proposed
private streets be inspected by the
Public Works Department and that a
standard inspection fee be paid; or,
that the construction be inspected
and certified by the developer's
engineer. The latter alternate to
be approved only if,a full time
inspector with no other duties is
assigned to the project during private
street construction.
8: That sewer access roads be at least
15 feet wide, accessible to mainten-
ance vehicles for their full length,
and provided with a surface usable to
maintenance vehicles in all weather
conditions.
9. That all utilities be shown on the
•
tentative map; including water, sewer,
electrical, gas, telephone and cable
television.
10. That full improvements be constructed

by the developer on Vista del Ora
adjacent to the proposed school site
unless other satisfactory arrange -
ments for the improvements are made.
11. That all street design be subject
to review by the Traffic Engineer
and modifications provided as re-
quired.
12. That prior to submittal of a final map,
the overall Eastbluff sewer system be
reviewed to verify the adequacy of
existing and proposed facilities.
13. That the requirement for a perimeter
of public streets be waived in accord-
ance with the provisions of Section
20.50.080.
.
14. That the means by which the permanent
upkeep and.maintenance of the.common
areas are to be accomplished be pre -.
sented in.writing in accordance with
the provisions of Section 19.32.040.
15. That the underlying fee title to all
public streets be conveyed to the
City in accordance with the provisions
of Section 19:32.050; and that the
owner of the real property,to be
subdivided covenant in connection
therewith regarding open space mainten-
ance and access provisions in accord -
ance with Section 19.32;050.
16. That the boundary of the final tract.
map be checked by the County Surveyor
before being submitted to the City.
