HomeMy WebLinkAbout03/25/1948M The Newport Beach City Planning Commission met.for.an adjourned meeting, Thuraday, March 25, 1948s with Commissioner Copelin as chairman prot- tempore, in the absence of Chairman Longmoor. ROLL CALL Commissioners presents BAlTz, Copelin, Ellerbroek, Johnson, Pleger, Rudd and Wightman. Commissioners absents Daniell and Longmoor. NEW BUSINESS Miss Kate McGann, of Balboa Island, was present and protested the recommendation of the City Planning Commission to the Orange County Planning Commission for the granting of a permit for a ser- vice'station on Irvine property, at the southeast,.corner of Bay - shore Drive and Marine Avenue, at the Balboa Island Bridge, on the basis of same being a traffic hazard to Balboa Islanders. PLANNING CONSULTANT Secretary Ellerbroek read a letter from Mr. Dwight Gibbs, which was in reply to the Commission's inquiry as to his availability as Planning Consultant on the basis of the Specifications and working plane sent. Mr. Gibbs stated that his firm 'Dwight Gibbs and Associates' would do this outlined work for $30,000.00, and $75.00 per meeting attended, after the plan is completed, which would include, highways and freeways, shore line planning, fringe residential subdivision patters, zoning review, parks, recreation etc., and off- street parking. The next letter read was.fromL. Deming Tilton, giving his costs as $25,000.00, payable $60000.00 June 30, 1948, $12,000.00 to June 30, 1949, and $7,000.00 to April 1, 1950, upon submission of monthly statements, which would provide monthly consultation service and follow up aotivities.for approximately nine months after delivery of a Master Plan in print- ed form by June 30, 1949. Finally, Secretary Ellerbroek read a letter from Mr. James M. Campbell, of the firm of 'Rahn, Campbell and Associates', giving as their costs for the "Specifications for a Master Plan" at $16,000.00, and, that their service.includes ser- vice to assist Commission carrying out the Master Plan programs. The 'Campbell Plan' was broken down for (1) maps (2) poppletion analysis (3) economic analysis (4) land use survey (5) land use plan (6) zoning ordinance and may analysis (7) civic center pion (8) subdivision ordinance analysis (9) park, recreation and street tree study (10) school facilities study (11) streets and highways (12) off - street parking (13) street pattern, unsubdivided areas and (14) other public facilities. After much discussion of all three of these consultants, Commissioner Pleger made the motion, second- ed by Commissioner Rudd that a letter be directed to Mr. John J. Sailors, City Administrative Officer, to the effect that the Commis- sion is now ready to make a recommendation for a Planning consul - tent at the next meeting of Council, and., further that the Master Plan Committee be permitted to be present at this meeting. Motion carried and so ordered. GASOLINE STORAGE The matter of increased storage for gasoline and petroleum products for Newport Beach, as tabled for Ehrther study; following a discus- sion with Mr. George Prussing, Technical Sectetary for the Western Oil and Gas Association at the March 18, 1948 meeting; was reopened, and Commissioner Copelin stated that as the underwriters, etc. are in favor of increased storage, he could see no reason 'why we should be opposed', to whtch Commissioner Rudd agreed, adding that he felt that it 'is the fueling that causes the fires, not the storage'. Commissioner Baltz made the motion that the Commission recommend to the City Council that Ordinance No. 525 be amended to permit gaso- line storage as per suggested ordinance and pamphlet on Flammable rJ 3.7. Liquids, as outlined by Mr. Prussing. Motion seconded by Commissioner ' Rudd, and carried by the following roll call cotes AYES: Baltz, Cope- ROLL CALL VOTE lin, Ellerbroek, Johnson, Pleger, Rudd and Wightman. NOES: None, ABSENTS Daniell and Longmoor. (The assistant secretary was instructed to contact "r. Prussing for assistance in framing this resolution.,) Commissioner Cooelin brought to the attention of the Commission the action of the City Council on March 22, 1948, i.e, that of granting a permit to Mr. S. B. MacA'Levy for a self - service laundry in a C-2 zone, in disregard of the Bommissions recommendation, and, stated that he felt that the 'Council has thrown a challenge to the Commission.' Commissioner Johnson suggested that a letter be directed to the Council requesting an explanation of its action. After study and discussion, Commissioner John - son made the motion, seconded by Commissioner Baltz that a communication be directed to the Council requesting a certified copy of the minutes of the City Council meeting of March 22, 1948. This motion carried by the following roll call votes AYES: Baltz, Copelin, Johnson, Pleger,.Rudd, ROLL CALL VOTE and Wightman. NOES-. None. ASSENT. Daniell and Longmoor.
