Mr. Jim Taylor represented the Irvine Company and addressed the Commission regarding this amendment. Mr. George Dawes, the Harbor Coordinator, also addressed the Commission stating that the parking provided more than met the requirement for the harbor permit. Upon a.review of the evidence on file and testimony presented at the hearing the Commis- tion found and determined that under the cir- • cumstances of the particular.case, recommendin approval of this amendment would be detrimental to the health, safety, peace, morals, comfort and general welfare of persons residing or wor - ing in the neighborhood and, therefore, Motion x recommended denial. After a discussion, the Commission determined that a height limit of 35 feet is a detriment to the utilization of the property and.that by changing the zone from C -1 to C -O -H the City would benefit by the requirement for on -site Motion x parking, therefore, approval was recommended. Is Mr. Hal Hagen represented the applicant and read into the record a letter from the Mayor of San Bernardino to the Mayor of Newport Beach.stating that he believed this to be a worthy project meriting consideration in the community. Mr. Everett Michael who owns three lots on Balboa Boulevard spoke in opposition. After a discussion, the Commission denied the Motion x application because in their opinion the Second x recreational slide proposed for this site does Ayes x x x x x x not constitute a desirable land use to the Noes x surrounding area nor contribute favorably to the concept and principles behind the existing and future development of the Balboa Peninsula UP -1425 PACIFIC SOUTHWEST REALTY 3451 E. COMPANY 327 Narcissus Avenue APPROVED Lot 4, Block Y, Tract 323 Zone C -1 Lots 25,27 & 29 Block 240 Corona del Mar R -1 • Applicant requests permission to use an R -1 parcel as a private off - street parking lot and to permit a bank building to encroach 10 feet into the required 10 ft. rear yard setback. Mr. Ted Roelfsema represented the applicant. Mr. William D. Richardson of 309 Narcissus Avenue addressed the Commission regarding the application and stated the only problem he could see was the escrow office proposed to be located on the alley property line and the lighting of the lot. Mrs. Patricia Bradley who owns adjacent prop- erty stated that if the parking lot were allowed, she would like to have her property rezoned to R -2 or R -3. Landscape plans, including wall and sprinkler details for the parking lot shall be approved by the Planning Director prior to issuance of a build- ing permit for the bank building. 2. The setback from the alley shall be 5 feet. The Commission also recommended that, if at all possible, the applicant have the power pole moved 3 feet. City Engineer Nolan suggested that the applica t contact the Traffic Engineer, who has some ideas on the design of the parking lot to make it more usable and increase the parking spaces by two or three.
