Larry Moore, General Planning Administrator with The Irvine Company appeared before the Planning Commission to answer questions and explain the types of uses intended for the planned community. He stated they preferred 15 foot setbacks in Area 2 rather than the staff's recommended 30 feet; they preferred their service station standards rather than the City's; and commented on the staff's recommendation for parking. There being no others desiring to appear and be heard, the public hearing was closed. • The Environmental Impact Report was considered and Senior Planner Foley appeared before the Planning Commission to answer questions pertaining to same. Larry Moore with The Irvine Company and Ken Young with Reynolds & Associates also appeared to answer questions in connection with the E.I.R. Planning Commission discussed the impact on traffi and the impact on the archeological site. That the Environmental Impact Report is com- plete and contains all of the information required by the California Environmental Quality Act. 2. That the proposed land use is compatible with the surrounding development and consistant wit the General Policy Plan. 3. That the primary environmental impacts of the proposed development will be an increase in traffic, an increase in the demand for utiliti s . and services, and a minor growth inducing impact due to the increase in employment opportunities within the area. The total impact of this area will be evaluated at the time development is proposed. 7. Traffic on 31st Street and off - street parking were discussed. Public hearing was opened in connection with this matter. Raymond Dern, applicant, 1120 White Sails Way, Corona del Mar, appeared before the Planning Commission in connection with this request. He objected to the staff's recommendation that the rear structure be removed because of the economical factors involved and requested that the Planning Commission either approve the plot plan as revised or leave the property as is now exists, using the structures for residential purposes. There being no others desiring to appear and be heard, the public hearing was closed. X Following discussion, motion was made that Use Permit Application No. 1656 be approved subject to the following conditions: 1. That ingress and egress to the offstreet parking spaces adjacent to 31st Street shall be considered only for the property in question, and shall not establish a precedent. Planning Commission discussed water and sewer services to the property and the fire lane as to width and type of construction. In connection with the acceptance of the Environ- mental Impact Report, Planning Commission felt that inasmuch as they did not receive the report in time • to fully review same, the matter should be continued and any approval of the tentative or final maps conditioned on the acceptance of the E.I.R. Motion X Following discussion, motion was made that Tentative All Ayes Map Tract No. 7989 be approved subject to the follow- ing conditions: 1. That all the applicable conditions of approval for the original tentative map and for Use Permit No. 1621 be fulfilled, except that: A. Domestic water service may be provided by the City of Newport Beach rather than the Costa Mesa County Water District. B. The water capital improvement acreage fee for the West Newport Area be paid in accordance with the tentative amount of $900 per gross acre, excluding the undeveloped greenbelt area. If water service is not provided by the City, no acreage fee will be imposed. 2. The proposed fire lane and fire hydrant locations • shall be approved by the Fire Department. Assistant City Attorney Baade gave the opinion that since the use permit required maintenance of a certain number of parking spaces and did not stipulate the particular location of the parking lot, that regardless of who usurped the parking lot at a later date, the conditions of the use permit would still have to be met by providing parking at an alternate location.
