The Chairman called'for consideration of the minutes held ou March 18th, 1942. MINUTES
Cam. Estes made a motion that the minutes be approved as written, which motion
was seconded by Can. Patterson. Motion carried and so ordered.
Secretary Seeger reported that the committee consisting of Chr. Johnson and
himself met in the Council Chambers, City Hall on March 14th. 1942 with the
City Attorney in an effort to devise some means whereby it could be arranged
to allow the South Coast Boat works to use the City Comp Grounds and other par-
cels of property for tbe.duration of the war without having it zoned to M-1
classification. when the object. of the meeting had been stated to City Attornp
Thompson, he quite propOptly and forcefully , told the Committee that nothing:slso
could be done. He stated that the property must be rezoned and 29 the Citr
wanted to extend that courtesy to the South Coast Compa3W. contribating la that
manner toward national defense. Secretary Seeger stated that the Committee had
been vasacceosful in its mission. The following is the Committee Rupert.

nOn March 18th, 19426 the Planning Commission. by motion, directed Cms. Seeger
and Johnson to meet with City Attorney Thompson for the purpose of learning
whether or tot it could be arranged to allow the South Coast Boat works to use
the City Camp Grounds and other parcels of property for the duration of the
war without having it zoned to M 1 classification.
A meeting with Mr. Thompson was held in the City Hall on March 24th and
the matter was presented to him. The Committee also made a number of suggest-
ions as to possible means of obtaining the desirable end, but without success.
The City Attorney was adamant and gave the Committee no suggestions as
to any alternatives, stating without reservation, that rezoning the property
was the only coarse to pursue.
The Committee regrets to report that it was unsuccessful in its millstone
Cm. Patterson moved that the report be accepted which motion was seconded by
Com. Esters. Motion carried and was so ordered.

This hearing was opened by the Chairman who asked Secretary Seeger if MW
written protests had been received. The Secretary replied that none bad been
received and that the matter had been properly advertised for first hearing
and notice posted on the balletin board. The Chairman then asked for verb6l.
protests. No one was present to protest this mattes. The Commissioners thea
discussed this matter among themselves. Can. Patterson stated that it wasjhis
belief that the City and Pacific Electric Company could enter into a gentleman's
agreement that this was only rezoned for the emergency. Cm. Hopkins asked
if such an agreement was enforeilSle. Cm. Patterson said it would probably not
be onforcible but that a company such as the Pacific Electric Company wool uun.

City Attorney that we adopt a resolution outing that the action was being
recommended as a temporary measure, with the understanding that it would revert
to the former zone at the end of the Amergwney. The City Attorney had advised

When Cam. Patterson moved the matter be continsed for second hearing. Motion '
seconded 1W Cam. Estes. Motion carried and so ordered.
