IN THE COUNCIL AYES: iggs, Copelin, Lind, Longmoor, Reed, Rudd, kith, and Wightman NOES: None ABSENT: Commissioner Pleger Irvine Company Use Permit No. 85 of the Irvine Comm an was held over laid on table for consideration along with the of Tracts 1700 and 1701, 'Irvine Terrace'. Variances VARIANCES: Ingle, Helen F. Application of Helen F. Ingle to construct two addit- ional units on Lot 23, Block 17, Section 'B', The Chairman called the meeting to order at 7:30 p.m. and the roll call of commissioners was taken. Roll Call Commissioners Briggs, Copelin, Lind, Longmoor, Reed, Rudd, Smith and Wightman answering present. Commissioner Pleger being absent. Upon motion of Commissioner Reed, seconded by Com - Minutes approved missioner Rudd and carried, the minutes of the last regular meeting of March 19th were approved as sub- mitted to the Commission. Use Permits USE PERMITS: Foster - Kleiser Application of Foster & Kleiser Company for a bill - billboard at board at Fernle_a?_a_nT_U_oast Highway. This was held Fernleaf & Coast over from the last meeting for investigation. Com - Hiway, DENIED missioner Copelin reported that he and the Building Inspector had looked at it and due to the city's previous policy of not allowing permits for billboards to be put back in once they've bgen removed, they recommended the denial of this application. Commissioner Copelin moved that the application be denied, seconded by Commissioner Reed and carried by the following roll .call vote, to -wit: AYES; Briggs, Copelin, Lind, Longmoor, Reed, Rudd, Smith, and Wightman NOES: None ABSENT: Commissioner Pleger South C oast Co Application of the South Coast Com an for a renewal Extension of UP of original Use Perm o. or a months extension #48 for 6 mos. of same. Mr. Leo Benzini of South Coast Company was, present and stated that the Company had complied with GRANTED the stipulations of the permit and would continue to do so. Upon motion of Commissioner Copelin, seconded by Commissioner Reed and carried by the following roll call vote, the Use Permit was granted for another six months. Chairman Longmoor declared the hearing open and asked if anyone wished to speak for or against. Mr. Greenleaf was present representing the applicant and stated that the property was 102' x 25' and fell short 4371 of the requirements of the ordi- nance to build the 2 additional units. -There was discussion with the commission relative to the plans and Commissioner Copelin read the committee Committee recom- report which recommended denial. Commissioner mends denial Copelin moved the hearing be closed, seconded by Commissioner Smith and carried. Commissioner Copelin then moved that the application be denied as recommended by the committee, seconded by Application Commissioner Lind and carried by the following denied. roll call vote, to -wit: AYES: Briggs, Copelin, Lind, Longmoor, SPightmen, Reed, Rudd, Smith, NOES: None ABSENT: Pleger Application of Leo H. Crane to permit (1) a eetion Leo H. of a one story single am y residence and k 2) reduction of rear yard setback to three feet on the Northwesterly 651 of Lot 20, Block 133, Re- sub of- Corona del Mar. (corner of Fernleaf & Sea - view). Chairman Longmoor opened the hearing and asked if anyone wished to speak relative to the ' application. Secretary Copelin read a written prot4st from Sathren Droege of 300 Fernleaf. Droege protests Commissioner Copelin stated that he and Mr. Nel- son had been out to look at it and would recom- mend that a 41 -rear yard setback be allowed in- stead of requested 31. Mrs. Hallberg was present and asked that the 31 be granted as requested as they would need all available room on the 301 x 65' lot. Commissioner Wightman moved that the hearing be closed, seconded by Commissioner Reed Hearing closed and carried. Commissioner Reed moved that the application be granted per the committee report recommending 41 instead of 31.. Commissioner Rudd seconded by motion. There was some discus- sion relative to the 31 . or 41 rear yard setback. Commissioner Rudd withdrew his second, Commission- er Reed withdrew his o:dginal motion. Commissioner Reed the moved that the application be granted as Application applied for, seconded by Commissioner Rudd and granted as sub - carried by the following roll call vote, to -wit: mitted. AYES: Copelin, Lind, Longmoor, Reed,Rudd, Smith, and Wightman. NOES: None ABS3T: Pleger PASSED VOTE: Briggs 10 Robertson, R.W. Application of Ramona W. Robertson to allow a 2110" overhang 2' 10." overhang on a rear yard setback on on rear yard. Lot 147, Block A, East Newport (342 Buena Vista). Chairman deelared the hearing open , and asked if anyone wished to speak for or against. The committee report was read:-by the Secretary which recommended the granting of the application. Commissioner Copelin moved the hearing be closed, seconded by Commissioner Reed Granted and carried. Commissioner Briggs then moved that the application be granted, seconded by Commis- sioner Copelin, and carried by the following roll call vote, to -wit: AYES: Briggs Copelin, Lind, Longmoor, Reed, Smith, Rudd, and Wightman. NOES: None ABSENT: Pleger Hamilton, Cecile R. Application of Cecile R. Hamilton to reduce the reduction rearyard rear yard setback from 101 to 41 on portions of setback 10' to Lots 1, 3, & 5 BloclF 236, (900 Seaview Ave, GRANTED Corona del Mar Chairman declared the hearing open and after discussion amon the commission, Commissioner Rudd moved the hearing be closed, seconded by Commissioner Lind and carried. Commissioner Reed then made a motion that the application be approved, seconded by Commissioner ' Copelin and carried by the following roll call vote., to -wit: AYES: Briggs, Copelin, Lind, Longmoor, Reed, Rudd, Smith, and Wightman. NOES: None ABSENT: Pleger Klapperman, Samuel The application of Samuel Kla erman to permit 7' frontya.rd set- proposed addition to extend into the 8' back instead of front yard setback on the Ely 20' of Lot 50, and recuired 8' the Wly 20' of Lot 20, Block 'A', E. Newport DENIED 114 -116 E. Bay Ave..) Chairman declared the hearing open and the Committee report was read which recommended denial. Commissioner Wightman made a motion that the hearing be closed, seconddd by Commissioner Smith and carried. Commissioner Copelin then moved that the application be denied seconded by Commissioner Wightman and carried by the following roll call vote, to -wit: AYES: Briggs, Copelin, Lipid, Longmoor, Reed, Rudd, Smith, and Wightman. NOES: None ABSENT: Pleger Kephart, Dean A. The application of Dean A. Ke hart fof* a Variance To build over 35' from Section 9103.1 a o e oning Ordinance fromgproperty line or to permit erection of a house 70' back from Cliff Drive on Lot 7 & portion of Lot 8, Block 2, Tract 919 (1004 Cliff Drive). Chairman declared the hearing open and asked if anyone wished to speak for or against.. Discussion with the Com- mission on the application. Committee recommended that the application be granted. Commissioner Copelin moved the hearing be closed, seconded by Commissioner Wightman and carried. Commissioner Copelin then made a motion that the application be granted, seconded by Commissioner Reed and carried by the following roll call vote, to -wit: AYES: Briggs, Copelin, Lind, Longmoor, Reed, Rudd, Smith, and Wightman. NOES: None ABSENT: Pleger Application of C. Wurdemann to permit a 9" side - yard setback instead of required 31 on Lot 6, Block 11, Section II, Balboa Island (211 Ruby,. Applicant was present and discussion followed with the commission. Commissioner Reed made a motion that the hearing be closed, seconded by Commissioner Copelin and carried.. Commissioner Briggs then made a motion that the application be laid on the table for further study and pos- sible amendment of the application. Motion seconded by Commissioner Wightman and carried. Application of Martha L. Smith for a 51 rear yard setback instead of required 10' at 121 Agate Ave, Balboa Island. This was denied by the Planning Commission at the February 19th meeting and re- referred back from the City Coun- cil and set over from the March meeting beeause the applicant had neither contacted the commis- sion or amended the application. Commissioner Reed moved that the hearing be closed, seconded by Commissioner Wightman and carried. Commis- sioner Lind then made a motion that the appli- cation be denied since no one appeared at the Planning Commission meetings and that the City Council be notified of the Commission's recom- mendation for denial again. Motion seconded by Commissioner Reed and carried by the following roll call vote, to -wit: AYES. Briggs, Copelin, Lind, Longmoor, Reed, mith, Rudd, and Wightman. NOES: None ABSENT: Pleger 11 Kephart appl'n Granted Wurdemann, C. Setback to 9" on sideyard. Set over to meeting Smith, Martha L. DENIAL recommen- ded again. AMENDMENTS Second Hearing: Application of P. A. Palmer 2nd Hearing to.rezone from R 1 to R -3 on Lot 977 and 1 of 978, Tract 907. The Chairman declared the P.A. Palmer second hearing open and no one appeared to speak 977 & 978, Tract 907 I2 No one appeared: for or against. Commissioner Copelin reported that he had contacted P. A. Palmer relative to amending the application to include more than Spot zoning and just one lot. He in turn said that he wotidcon- appl'n recommended tact the interested parties. Commissioner Rudd for DENIAL moved the hearing be closed, seconded by Com- missioner Copelin and carried. Commissioner Rudd the made a motion that the application be denied for the reason that it is not the policy of the Commission to rezone on the paoperty lines. The motion was seconded by Commissioner Copelin and carried by the following roll call vote, to- wit: AYES: Briggs, Copelin, Lind, Longmoor, Reed, Rudd, Smith, & Wightman. NOES: None ABSENT: Pleger Approval of final Consideration of Final Map of Tracts 1700 and 17 01 maps of Tracts 'Irvine Terrqoel. After considerable discussion -the 1700 and 1701 with Commission and representatives of the IRVINE TERRACE Irvine Company and the City Egnineer, Commissioner Briggs, moved that the City Council receive the recommendation of the Planning Commission for the Recommendations adoption of a resolution approving the Final Map to City Council. of Tract 1700; that the City Engineer has certified to-the Commission that he has checked said sub- division map and it complies with the provision of the Subdivision Ordinance; that the subdividers have complied with the agreements reached with the Commission in regard tothe changes as agreed upon in the informal conference and as incorporated with the tentaitve subdivision map. Commissioner Rudd seconded the motion and was carried by the follow - ing roll call.vote, to -wit: AYES: Briggs, Copelin Lind, Longmoor, Reed, *ightman. Rudd, Smith, & NOES: None ABSENT: Pleger Commissioner Rudd moved that the same motion (as stated above) be stated for Tract No. 1701 and for- warded to the City Council. The motion was see- onded by Commissioner Lind and carried by the • following roll call vote, to -wit: AYES: Briggs, Copelin, Liiffd, Longmoor, Reed, Rudd, Smith, & Wightman. NOES: None ABSENT: Pleger Irvine Company Application of the Irvine Company for a Use Per - Use Permit grantedmit to build single family residences on 54 lots in to build 54 R -1 Irvine Terrace. Lots 1 - 30 Inc., 79 - 92 inc., residences in and 69 - 77 inc., Tract 1701. Provisions of R -1 Irvine Terr. zoning to apply. 1 13 ADJOURNMENT: There eing no further business to come before the Commission, Commissioner Copelin made a motion Adjournment for adjournment, seconded by Commissioner BrijJgs and carried. Upon motion of Commissioner Rudd, seconded by Districting Map #24 Commissioner Smith and carried, the Planning covering 'Irvine Commission adopted Districting Map #24 covering Terrace' setbacks the area known as 'Irvine Terrace'.
