ROLL Commissioners Present: Copelin, Daniell, Ellerbroek, Longmoor,
CALL: Pleger, Rudd, and Smith, Commissioners Absent: Wightman
MINUTES: Commissioner Pleger moved that the minutes of the meeting of
February 16th be approved as submitted to the Commission, seconded
by Commissioner Smith and carried. The ChAirman stated that there
were no minutes for the meeting of March 16th since there was no quorum.
PUBLIC
HEARINGS: Variance: Chairman Longmoor declared the hearing open on the
first variance application of Marie Hiebsch for Lots 1W, 16, and 18
of Block 329, Corona del Mar so that she may be allowed a reduction
from-fifteen to twelve feet in the setback on Acacia Avenue. Miss
Hiebsch was present to explain her reasons for asking for the vari-
ance. Commissioner Rudd stated that he couldn't see anything against
the granting of the variance, but on the other hand, he eouldn't.see
any particular hardship resulting from not granting it. Commissioner
Ellerbroek thought no action should be taken until measurements were
taken and accurate figures were available. Commissioner Copelin said
that he couldn't see any particular difference in the view if it were
granted or not, because the view is not down the street but across.
He said that variances were to handle hardship cases and that he
didn't believe this to be such a problem.
Chairman Longmoor suggested that the committee get a lot plan show- .
ing the location of the house, accurate measurements of the setback
and overhang, and that it be considered at the next meeting. '
Commissioner Pleger moved that the hearing be closed, seconded by
Commissioner Rudd and carried. Commissioner Pleger then made a
motion that the matter be referred to the committee for further study
and set over until the next regular meeting. Motion seconded by
Commissioner Smith and carried.
Variance: Chairman Longmoor declared the hearing open on the
application of Perry Smith for a five foot setback from the rear lot
line of Lot 2, Block A, Tract 518, and asked if anyone wished to
speak for or against the application. Mr. Smith was not present,
nor anyone to speak regarding it, so the committee's report was pre-
sented.
Commissioner Daniell made the report and stated that the committee
could see no reason why the application should not be granted and so
recommended. Mr. Nelson agreed with the committee's report.
Commissioner Rudd moved the hearing be closed, seconded by Commis-
sioner Copelin and carried. Commissioner Daniell then made a motion
that the application be granted and a resolution be sent to the City
Council for its approval. Motion seconded by Commissioner Smith and
carried by the following roll call vote,.to -wit:
AYES: Copelin, Daniell, Ellerbroek, Longmoor, Pleger, Rudd, & Smith.
NOES: None
ABSENT: Wightman

Variance: The hearing was opened for the last variance appli-
cation.of Alfred C. Pleger on Lots 3., 5, and 7, Block 331, Corona
del Mar, for a fifty per cent front yard variance. Chairman Long -
moor asked if any7ne wished to speak relative to the application
' and Commissioner Pleger explained its necessity to the Commission.
Commissioner Copelin, who was on the investigating committee, said
that it was a problem where you didn't have much choice and that
the property would be useless without the variance and that since
the neighboring property owners had no:objeetions, he could see no
reason for not granting the variance.. Commissioner Copelin moved
that the hearing be closed, seconded by Commissioner Ellerbroek
and carried. Commissioner Copelin then moved that the application
be granted and recommendation for the applications approval be sent
to the City Council. Commissioner Ellerbroek seconded the motion
and was passed by the following roll call vote, to -wit:
AYES: Copelin, Daniell, Ellerbroek, Longmoor, Pleger, Rudd, & Smith.

COMMUNI- Secretary Copelin read a letter to the Commission regarding a
CATIONS conditional permit for a laundryette on Balboa Island from
Alex'M. Morrison and also an attached letter from the First National
Bank of Santa Ana agreeing to lease the property. Since there had
' not been sufficient time for the necessary advertising before a
hearing, it was only an informal discussion with Mr. Morrison who
had come down to get the Commission's views on the matter.
Mr. Morrison said that he couldn't find another location on the is-
land that was as good as this one at Park and Agate and that he
didn't believe the location would interfere with the traffic situ-
ation since he will maintain two lots for offstreet parking.
Chairman Longmoor suggested that he make formal application for a
conditional_'_ permit, attaching lot plans, and certifying that he
will maintain so many feet of offstreet parking area per machine.
Secretary Copelin read City Clerk, C. K. Priest's letter re-
garding the Balboa Coves Tract protests of 0-1 zoning on Lots 72,
73, 74, and 75. Chairman Longmoor dictated a letter to be sent to
the City Council asking that they pass an emergency ordinance so
that these certain parcels of land in the Balboa Coves Tract be
rezoned from their present 0-1 to R -1 before any commercial devel-
opment takes .place that might defeat the purpose of the master
zoning plan now being conducted.
Secretary Copelin read the Foster - Kleiser letter of application
' to replace an advertising structure on Lot 3, Block 11, Seashore
Colony Tract. However, in compliance with the recommendations of
the planning consultants in not permitting signs along our highway
frontage that have been removed to be replaced, Commissioner Smith
moved that the application be denied. Motion was seconded by Com-

missioner Copelin and carried. Recommendation for denial to be sent
to the City Council.
The last communication was a letter from the firm of Hahn -Camp-
bell, and Associates, the planning consultants, giving a progress
report on the mast zoning map and plan. The Secretary was instructed
to send the letter on to the City Council for their inspection.
ADJOURN -
MEN —There being no further business, Commissioner Pleger made a motion
for adjournment, seconded by Commissioner Copelin and carried.
