COMMISSIONERS Awk Place: Council Chambers ROL CALL Commissioners Present: .Clark, Clemence, Copelin, Higbie O'Brien, Marshall, Rudd, Steelman Commissioners Absent: Ficker MINUTES Minutes of the regular meeting on March 16, 1961, the special meeting on March 23, 1961 and adjourned meeting on April 6, 1961, as corrected, were approved on the motion of Commissioner Rudd, seconded by Commissioner Marshall, and carried. AMENDMENTS A -108 Planning Commission Amendment No. 108 which proposes to amend District Map No. 32 of the Newport Beach Municipal Code from an Unclassified District to an R -3 District on a portion of Lot 235 and a portion of Block 93 located between 5th Avenue and Harbor View Motion x Drive and easterly of Mac Arthur Blvd., Corona del Mar, Second x was recommended to the City Council for approval. A motion was adopted to include the following properties for rezoning in Amendment No. 109 initiated by the Planning Commission at its adjourned meeting on April 6, 1961. Motion 1. Ford Aeroneutronic property from Unclassified Second to an M -1 -A District All Ayes 2. Lockheed property from Unclassified to an M -1 -A District. 3. A portion of Parcel C and all of Parcel B as shown on Resubdivision map No. 117 approved by the Planning Commission on March 17, 1960, located north of Bayside Drive and easterly of R1 Paseo Drive from an Unclassified to an R -1 District. 4. A portion of Lot 151 of Irvine's Subdivision located approximately 600' south of Tract 3068 and easterly of Tustin Avenue from an Unclassified to an R -1 District. 5. The Commission considered an appeal filed by Torrence Dodds appealing from a decision of the Building • Department denying his application for a building permit. The Building Department denied the building application plans for the reason that, in their opinion,, the recrea- tion room is in no way connected to the main house except by .a breezeway approximately 11' long, thus creating a second unit on an R -1 parcel. The Planning Commission, after reviewing the plazas and hearing testimony §t the meeting, overruled the decision of the Building Department with the condition that the owners sign a statement, to be prepared by the City Attorney's office and to be recorded, covenanting and agreeing that the recreation room above the,garage Motion x shall be used only in conjunction with, and as an Second x integral part of, the main dwelling.
