SPECIAL MEETING CITY PLANNING COMMISSION
• CITY OF NEWPORT BEACH
Held at Balboa Palisades Club, . Tuesday, April 24,
19280 at 7:30 (Informal Public Hearing on Proposed
Tentative Zoning of Corona Del Mar Section).
MEMBERS PRESENT: Briggs, Vailliamson, Fenelon,
Sloan and Greeley,
CONSULTANTS: Whitnall and Aronovici.
The meeting was called to order by the Chairman at
8 P. M. and Mr. Gordon "Whitnall was introduced.

Mr. Whitnall made an explanatory talk on zoning
and its application followed by an explanation
of the tentative map of the Corona Del Mar
- Section. He remarked that the map as finally
corrected and completed would reflect the demands'
of the majority of property owners and invited
those present to offer corrections and suggestions
with their reasons therefor.
Mr. H. C. Sloan, speaking unofficially, said "I
am probably wrong, but I would like to see all
the Highway frontage zoned for business." He
also was of the opinion that the entire ocean
beach frontage should not be zoned yellow.
Mr. MacIntyre stated that in his opinion highway
frontage should be entirely zoned for business as
first, it is not desirable for multiple dwellings
on account of heavy traffic conditions, second,
the customary percentage for business cannot be
correctly applied in Corona Del Mar as the great
length of highway in said district induces a
considerable amount of auto service business.
VV. W. Crosier wants highway all reAd and his
lumber yard protected.
Mr. 'Sims '(Subdivider) says business area with
highway all red was originally estimated at 7%
counting on surrounding, area without City
Limits being served from highway.
Mr,. Brrgyan, Secretary of Balboa Palisades Club,
spode in regard to protecting the Club to its

institutional use.
• Dr. Brady wants highway all red.
Mr. Lucas advocated highway all red, Club protected
and balance all yellow.
Mr. Lewis mentioned Marguerite Avenue as having
been sold as business to some extent. He also
would prefer Block 137 Green and mentioned that
the Ocean Frontage I'lest of Marguerite is inaccess-
ible and would therefor not require high type of
zoning.
T. -1�. ,"ilson suggested that the Palisades Club
should not be given an entire monopoly on
institutional use.
Miss Logue (associated with Sam Tustin in various
ownerships of Corona Del Mar Property) prefers
beach and bluff from Rocky Point to Palisades
Club for hotel sites, etc.
• Clifton Platt wants Palisades Club protected.
Briggs (Owner of a service station on Highway)-
spoke in favor of Highway as all business. Also
favored Blocks 131, 132, 231 and 232 for Institu
tional uses.
H. M. Davis (Owner of partially completed bungalow
court on Lots 9 and 11, Block 132) wants multiple`
dwellings.
Mr. Lucas spoke again saying don't overlook the
Simon pure resident.
-Fake Southwest portion all either hay or grass.
Mr. K. I. Fulton said deed restrictionsshould
not be wholly followed as most of them are legally
faulty.
Mr. Whitnall remarked on the unusual unanimity
of opinion expressed at this meeting.
• The semi - formal hearing was dismissed and the
Commission convened for regular business.

Mr. Conzelman, Engineer for "Lido Isle"
Development appeared requesting approval of
• his tentative map.
This request resulted in a two hour debate. con
cerning the general layout, four traffic lane
cross streets and five lane boundary streets,
lot frontages, etc.
On motion made by Gene Fenelon, seconded by
Harry Sloan and carried, the tentative map for
Parkinson Island and the mainland section was
approved on condition that the cross streets in-
dicated as 20 feet wide be .dedicated to a width
of 24 feet or in lieu thereof that a formal
easement of four feet on each side be indicated
on the record map for vehicular passage and that
it be recommended to the City Council that
regulations be imposed upon said mentioned streets,'
requiring one-way traffic when the occasion
demands. This motion refers to map attached
marked Exhibit "B".
