Commissioner O'Brien joined the meeting during the
discussion of the following matter.
TENTATIVE WS
The tentative map of Tract 4601, consisting of 0.9 plus
Tract 4601
acres divided into 8 R -3 lots, located in the West
Newport area was recommended to the City Council for
approval, subject to the following conditions:

The Commission considered a letter from W. Gerald Brown,
attorney for Ronald Hargrave, regarding plans for a high
rise building on 16th Street, between Tustin and Irvine
Avenue, Newport Beach. Mr. Brown, who was present at
the meeting, informed the Commission that Mr. Hargrave
has prepared a new set of plans which he would like to
discuss with the Commission prior to a Planning Commis-
sion meeting. The Commission suggested that Mr. Brown
or Mr. Hargrave contact the Planning Department and

The Commission considered an appeal from a decision of
the Building Department filed by Carl R. Ragland, who
had been denied a building permit to construct a.second
unit above existing garage, with a guest unit below, on
property located at 437 Begonia, Corona del Mar, Calif.
The Planning Commission, after reviewing the plans and
hearing testimony at the meeting, overruled the decision
of the Building Department with the condition that the
owner sign a statement, to be prepared by the City
Attorney's office and to be recorded, covenanting and
agreeing that said guest room will be used only for
that purpose and only in conjunction with the two
dwellings on said lot and should never be used as a
third dwelling unit or rented to anyone, with or without
kitchen privileges, except in conjunction with the rents

Pettis Mobile Homes, Inc., requested that they be per-
mitted to sell and display 10 trailers at this location.
