The Planning Commission met in special
session at the City Hall. Newport Beach, Cal.,
at 7:30 P. M., May 51 1927s in with
a call from the Honorable Mayor.

HONORABLE BOARD OF TRUSTEES
OF THE CITY OF NEWPORT BEACH.
Gentlemen:
Pursuant to a call made by your Honor -
able Mayor for a meeting of the City Plan-
ning Commission of the City of Newport
Beach, to be held in the City Hall on the 5th day
of May, 1927, at the hour of 7:30 O'clock p.m.,
of said day, there was called and held a meeting o
said Commission, at which meeting there was more
than a quorum of the members of said Commission
present and at which meeting the following
proceedings and discussions were had.
There was presented for the consideration,
approval and recommendation of this Commission
to your Honorable Body an application by the
Title Insurance and Trust Company, directed
to the War Department of the United States,
and in particr to the United States District
Engineer for the District of Southern Calif.,
for permission to do certain dredging and filling
in accordance with the plans and specifications as
set forth in said application, and the blue print
attached thereto, a copy of which is made a part
of this report, and after consideration of the
same, it appearing from statements made by the
representative of said applicant that 'certain addi`
tional and extensive work of development was propo
sed by said applicant, concerning what has here-
tofore been known as "Parkinson Island" and
the mainland westerly thereof, to join which the
proposed work under said application is intended
and after discussion by the members of this
Commission, it appearing that said contemplated
work in the manner proposed when accomplished
would result in material benefit to the City of
Newport Beach, ON MOTION DULY MADE and

SECONDED and CARRIED, it was
RESOLVED, that this Commission do recommend
to your honorable Body for approval the work and im-
provement contemplated in accordance with the
plans and specifications and the application
submitted by said Title Insurance and Trust
Company, and that it is the opinion of this
Commission that it would be fit and proper for
your Honorable Body to officially present with said
application to the War Department of the United Stet
States the recommendation of the City of Newport
Beach for the granting of the same.

Sir:
1. Pursuant to the provisbans of Section'
10 of Act of Congress dated Mareh 3, 1899,
permission as hereby requested by the Title
Insurance and Trust Coispany of the City of Los
Angeles, County of Los Angeles, California, to
reclaim an area of about 9.0 acres of land in
Newport Bay, County of Orange, C lifornia, lying;'
• northwest of the island bounded By U. S. Bulkhead
Lines 170 to 175 to 170 inclusive, and southerly
from the turning basin completed in 1922 by the
Orange County Harbor Commission. The area to be
filled is in the City of Newport Beach and is
marked "Area. A* on the accompanying map; material

for making the fill will be dredged from the
area immediately north of "Area A" (marked "Area
B" on the accompanying map), and also from a
channel to be exc vated across Area "A" as des -
cribed in paragraph 3 below. Permission for this
work is requested in order that adequate connection
may be obtaindd between the above mentioned
island and the mainland west of Area "A ". The
mainland has been filled to an elevation of about
ten (lo) feet and the island to hbout thirteen and
one -half feet (13.5) feet, both elevations above and
relating to mean lower low water.
2. It is intended to fill Area "A" to an
average elevation of about twelve (12) feet above
mean lower low water, or so as to meet thelevels
of the above mentioned mainland and island.
Material will be' confined within approved levees
or bulkheads constructed on boundaries described as
follows:
Beginning at a point in the bulkhead line
• between U. S. Ptations 124 and 125, which bears :crt
South South 27 301 East, 77 .83 feet from U. S.
Station 125; thence South 6r 01 East, 885.58 feet
; thence Narth 62° 301 East, 261.17 feet to a
point in the bulkhead line between U. S. Stations
174 and 175; thence southerly along the last
mentioned bulkhead line on a curve concave to the
East, having a radius of 150 feet, a distance of
235.62 feet to U. S. Station 174; thence along the
bulkhead line between U. S. Stations 173 and 174,
South 27b301 East, 652.09 feet; thence North 61 "0'
West,_ 871.23 feet to a point in the easterly
extension of the northerly line of Washington Avenue
of the City of Newport Beach; thence South 89 151
30" West, 133.37 feet along said extension to a
point in the bulkhead line between U. S. Stations
124 and 125; thence along the last mentioned
bulkhead line, North 27 301 West, 754.01 feet to t
the point of beginning.
3. Material for filling Area "A" will be
partly taken from Area "B" by excavating to a
depth of ten(10) to twelve (12) feet below mean
lower low water, said Area "B" being bounded as
follows;

Pierhead line which is 50 feet from the
bulkhead line between U. S. Stations 124
and 125; on the North by the 150 foot channel
running northwesterly from U. S. Station 175,
on the East and southeast by the pierhead line '5
50 feet from the bulkhead line between U. S.
Stations 174 and 175.
The balance of the material will be obtained
by dredging a channel across Area "A" with a bottom wi
width of not less than fifty (50) feet at elevation of
ten (10) below mean lower low water, the location
of said channel to meet with the approval of the
United 'States District Engineer.
4. Area "A"', to be filled, is only navigable
for the smallest boats at high tides and is probably
never even soused. The channel across Area "A"
mentioned in Paragraph 3 is to provide a larger and
improved waterway for the navigation of small boats z,_
and to increase the tidal prism within Newport
Bay which latter provision will assist in
maintaining the entrance channel soon to be dredged
by the City of Newport Beach. Dredging of Area "B"
will likewise aid in the entrance maintenance.
A 'bridge of thirty -foot width and fifty -foot span
across this channel, to provide not less than
fifteen X15) foot clearance above mean high tide, is i
included in the plan of development.
5. All property to be filled, with the ex-
ception of a small parcel in the southwest portion, fo
which the ownerls release and consent accompanies this
application, is owned by the applicant, which also '
owns and has filled the island east of Area "A" and
the mainland west and northwest of Area'"A" under
permits issued by your office under dades July 25th
and August 8th, 1923, and January 31, 1924. No
existing channel now used for navigation will be
closed before substitute channels are provided. It is
expected that work shall commence within six months
after permission is granted.
