A modification to the Zoning Code is also requested since a portion of the required parking spaces are tandem spaces (where the Ordinance provides that all parking spaces shall be accessible and usable). The proposal also includes the paying of an annual fee to the City for a portion of the required park- ing spaces in a nearby parking lot in lieu of pro- viding parking onsite. The proposed development is not consistent the General Plan and will preclude the attai ment of the General Plan objectives and poli cies. 2. The proposed development will adversely aff e the benefits of occupancy and use of existi properties within the area. 3. The proposed development will adversely aff e • the public benefits derived from expenditure of public funds for improvement and beautifi cation of streets and public facilities with in the area. 4. An inadequate number of accessible and usabl on -site parking spaces is provided in conju ction with the proposed development. 5. The project will have a significant environ tal impact. j 6. Commissioner Balalis inquired as to the necessity of two Number One signs, to which Mr. Thakur repl- • ied that Newport Center Drive and Pacific Coast Highway were the two main entrances. Commissioner Beek expressed his feeling that signs of this magnitude were unnecessary, and he pro - posed an amendment to 4 (d) "Project I.D. Signs ", to reduce all the proposed signs on the project to 12 sq. ft., maximum. Mr. Thakur expressed his feeling that sculpturally and architecturally, 12 sq.-ft. signs would be unaccept- able. Ron Hendrickson, Architect, The Irvine Company, appeared before the Planning Commission. -to, state his feeling that the identity of this project is needed to a much greater degree than that of a street sign, that aesthetically the proposed signs would be an enhancement, that the structures on which the signs are set are sculptures and walls and are part of the landscape design and addition- ally that the designer felt that the entryways should be symmetrical. He then relayed their objects in the project, including: the reduction of traf fic from the standpoint of the City, the surround ing neighborhood and Aeronutronic Ford, to provid a plan with a variety of housing types, designs a price ranges attractive to a wide range of buyers to make available to the Ford employees a priorit to purchase these units, further reducing traffic and finally, to develop a planned community envir onmentally and physically sound, aesthetically at tractive and an asset to Newport Beach. He further relayed that in 1976, the property was rezoned to P -C, that in 1977 they asked for a change in the General Plan to designate the property with a bro er use to allow additional flexibility in plannin, at which time the Planning Commission suggested r sidential as an alternative and they acquired a broad General Plan designation with the proviso fi innovation to create something that would have a positive traffic effect, which they proceeded to do. Wally Gaynor, President of Eagle Development Comp then appeared before the Planning Commission to m a brief presentation on the residential portion o' the project. He stated that they have endeavored to design a wide diversification of housing types involving thorough market studies to determine su, a) 132 Adult Living Condominiums (1140 sq.: ft.) - Ford Road & Jamboree Road b) 171 Young Family Condominiums (1535 sq. ft.) - Ford Road on the Bluff c) 79 Single Family Homes (2300 sq. ft.) d) 90 Adult Villa Condominiums (1845 sq. ft.) - MacArthur Boulevard e) 138 Large Townhomes (2,000 sq., ft.) !He stated that each area has its own recreational facilities, including recreation center and pools including a tennis court and an 11;j acre site for a public park. In conclusion, he stated that the overall density of this plan is 5.3 units to the acre, as contrasted with the McLain project at 8. units per acre and Eastbluff at 7.0 units per acr Mr. Neish again appeared before the Planning Comm sion to conclude by stating that many changes have taken place, including a request for an alternati plan to implement all the ingredients of the City present -day desires, including a reduction of tra fic from the original figure on an Average Daily Basis by 39% and has reduced the P.M. He added that the applicants will fund $84,000 worth of traffic improvements to the circulation system that is removed from the subject property, as indicated in the EIR and the Traffic Phasing Plan, and that in addition, a nother $1,000,000 will be provided by the applica for traffic improvements adjacent and contiguous the site, including five new traffic signalsand 1 extension of Bison Avenue to MacArthur Blvd. He con- eluded by stating that the project complies with the General Plan, with the Park Dedication.0rdi- nance and with the parking codes and that.the P -C Text is consistent with the General Plan, and he . stated his Concurrence with the findings and.cond tions. Keith Cordrey, a Director of Sea Pine Community Association, representing .61 owners, appeared be- fore the Planning Commission to state a specific objection to the traffic flow of this project. H expressed his concern that the road approach now Ford Road will be cut off and used as an access t the residential area and that a third southerly road will be developed on the.east side of the pr ject, egressing on Ford Road, precisely across th street from the entrance to his condominium, and his further concern regarding the amount of.traff that will be flowing on a 10- staggered shift; basi including the noise level that would be involved with the intended traffic signal at that intersec tion. In conclusion, he asked that the Planning Commission recommend consideration to the closin5 of the entrance to .Ford Motor Company on Ford Roa and that Ford Road be confined primarily to resi- dential traffic. Commissioner Beek stated that he would like to si statistics on the work force involved and the pe, centage that could afford housing discussed in tl proposed project and he suggested the need for ii dustry to subsidize employees' housing. In response to Commissioner Beek, Mr. Morrissey ted that they had not established a legal docume that provides a right of first refusal to the Fo employees, due to the Department of Real Estate regulations that they are being cautious not to violate. Mr. Morrissey again appeared before the Planning Commission to state that moderate -cost housing we not one of their objectives, and he felt that the attempt on the part of the Planning Commission wi not a workable solution, and that the entire con( of the proposed project would be changed. He fut ther stated that a reduction in density and an ac dition of low -cost housing would greatly increase the cost of the units. Commissioner Balalis again expressed his feeling that something must be done about the rental mar- ket in the area. Mr. Morrissey then stated that they cannot subsi- dize housing and be cost - competitive in their in. dustry. Commissioner Cokas then stated that low -cost hou! ing will be determined by economics, not by.legi! latio:n, and that it was not the Planning Commis- sion's responsibility to solve that problem with any one particular industry. Mr. Morrissey stated that industry cannot come ul with the answers unless all the mechanisms exist the City, including federal subsidies, housing ai thorities, means of administering these units, mi of deciding who rents the units and the amount fi which they will be subsidized.
