The Newport Beach City Planning.Commission held a regular meetivg.on
' Thursday, May 172 19453, at 7s50 p.m., in the Council.Chember, City Hall,
Newport Beach, with Commissioner Seeger: presiding as Chairman Pro -Tom
on motion made by Commissioner Johnson, seconded by Commissioner Isbell;
and so ordered by unanimous vote. Chairman Hopkins was absent.
Commissioners preseuts Allen, Baltz, Campbell, Isbell, Johnson, Nelson,ROLL CALL
Patterson, and Seeger.
Commissioners absents Hopkins.
Commissioner Johnson made the motion, seconded by Commissioner Isbell MINMES
that the minutes of the meeting of Apri1.199 1945, be approved as read.
Motion carried and so ordered.
A letter from M. A. Davis, of 536 Buena Vista, Balboa, California, arid- COMMUNICATIONS
ressed to and referred by the City Councils was read by Secretary Allen.
Mr. Davis' letter had to do with a proposed improvement of Buena Vista
Street, suggesting "to move the sidewalk to the Bay side of Buena. Vista
Street a distance of 251; a new sidewalk high enough to keep back high
tides which now overflow at the east end; the city to quit -clais to
street easement, excepting 51 in the new location of sidewalk. Buena
Vista Street property owners to give up 51 at rear and agree to a 51 set-
back for buildings and fences; thus.providing a 201 alley. The front
line for - houses will be set forward 251." Each property owner to move
his house forward or add to the front thereof, after vacating the rear
of his property for the alley purposes. Mr. Davis was present and stated
that a petition had been circulated on the matters and that the .majority
were in favor# but that it was not unanimous, as there were three in pro-
test. Commissioner Seeger stated that the Commission could do nothing
about the matter but that it could work out a just and.equitable plan to
submit to the Council, and that be-.felt it a very laudible suggestion.on
the part of the property owners to have taken this step. Commissioner
Patterson stated that the city had had trouble with this alley for 18 or
20 years, and that he thought the alley.should be made 201 wide. Commis-
sioner Campbell made the motion, seconded by Commissioner Nelson that a
committee of three be appointed to study the situation and present its
findings at the next meeting. Motion carried, with the Chairman appoint-
ing Commissioners Johnsons Baltz, and Patterson on this committee.
A letter of application, dated April 17, 1945s, from A. D. Haighs of Hun-
tington Beach, for a variance from zone R -5 to C�-1 for lots 51 4,5, and
6, of Block 5, Seashore Colony Tract, for the purpose of conducting a
sea food cafe and fish market. The letter was addressed to the City
Council and was accompanied by a check for $10.00 for filing costs.
A letter of application from Alviero Biscini, of 6507 Seashore Drive,
Newport Beach, for a variance from zone R-5 to zone C -1 for lots 120 15,
and the norherly held of 14, of Block 2, Seashore Colony Tracts for the -
purpose of operating a small pottery business in connection with living
quarters. A check for $,10..00.accompeided this letter, addressed to the
City Council.
' A discussion of these two letters of. application for zone changes brought
oust that they had been received by the.Commission too late for publice-
tion prior to this meeting, and to speed up the proceedings, a motion was
made by Commissioner Johnson, seconded by Commissioner Isbell that the
Secretary be instructed to advertise these two applications for Public
Hearings, with the first hearing to be set for a meeting Friday, June 1,
19451, at 7 -50 p.m., in the Council Chamber, City Hall, Newport. Carried.

IMPORTS OF Commissioners Johnson and Nelson, members of a special committee stated
COHHITTdS that they had contacted City Attorney Thompson to secure an Amendment
to Ordinance No. 5251, which would give the Commission jurisdiction in
the matter of granting variances, etc., and that said proposed.Amend-
ment was in the hands of the.City Councils which body referred it to
the Commission for Hearing. .Commissioner Patterson made the motion,
seconded by Commissioner Johnson that.the Secretary be instructed to
advertise the matter.for Public Hearing, Friday, June 1, 1945, at 700
p.m. Motion carried and so ordered.
Commissioner.Seager, Chairman of the. Master Plan.Committee, reported
that the committee had made many efforts to complete plans for.many
projects, and that they had finally secured the services of a designer
and draftsman, who would soon have plans to submit.

The Secretary read the proposed Amendment, after which Commissioner
Patterson made the motion, seconded by Commissioner Isbell that the
first heating be closed, and passed to the second hearing on June. 1#.19450
motion carried, and so ordered.
MW BUSMS&... Secretary. Allen read a letter dated May 170 1945, addressed to the Cam-
mission, and signed by Braden Finch, 1P, J. Cole, 0. Z. Robertson, and
Theodore.Robbino. The letter, lengthy and detailed bad to do with post
war developkent, and that eivic.progress in Newport.Beach is being hamp-
ered by an "unfortunate and unnecessary lack of definite and comprehen-
sive kaster.Plan", i.e.s.confuaion over selection.of a Civic Center site,
The following steps were suggested as the solution: (1) Request the
Council to refer to the Commission the matter of prompt construction of
a suitable Master Plan, including the .location of the Civic.Center, (2)
Request the Council to allocate sufficient funds for the employment of
capable planning experts to assist in the preparation of the Master
Plan. Considerable.discussion ensued, bringing out the..difficulties of
securing capable assiatants in the Engineering and other departments.
Discussion of .the Civic Center brought the motion made by Commissioner
Patterson, seconded by Commissioner Isbell that the Commission rescind
the vote of Resolution No. 222 (having to do with the selection of
Site 4s but not being a unanimous vote, and so passed back to. the Com-
mission informally for reconsideration)..

The passtng.of this motion was followed by Commissioner Allen making
the motion, seconded.by Commissioner Johnsons for.Resolution No. 228
to be sent to the City Council, cal l ing.fox -the rescinding of Resolu-
tion No. 222, and the recommendation that the City Council adopt Reso-
lution No. 228.

Chairman Pro -Tom Seeger then.requested that Commissioner ohnson take
the chair temporarily, after which Commissioner Seeger made the motion
seconded by Commissioner Allen; that Resolution No. 280 be forwarded
to the.City Council, as recommended by the Commission, that funds be
provided by the Council for the employment of advisors or consultants
selected with the approval of the Council, for matters of any question
having to do with the proposed Civic Center, such as architecture,.de-
sign, and/or planning of the now City Hall, and any of the pertinent
features of a Master Plan.

appointed to consult with the City Council to discuss the matter of a
budget for the Planning Commission. Those appointed were Commissioners
Johnson, Balta, and Seeger.
' A Tentative Map of Tract 1101, Orange County, California, of a Sit-
division.Lots 155 and 165 of Newport Heights, with Heinz Kaiser, owner,
and Ralph Maskey, Agent, was forwarded to the Commission and carefully
considered, after which Commissioner Patterson made the motion, second-
ed by Commissioner Johnson, that the map be approvede

Commissioner Patterson made the motion that the meeting be adjourned. AWOURNLIENT
