The Planning Commission of the City of Nen-port'Beach
met in special session at the Cit., Hall at 7 :30 P. M.
• Friday, June 1, 1928.

Mr. whitnall spoke at some length regarding the
procedure of preparing a complete plan.
kr. Culp was heard regarding his twenty -one- acre
property adjacent to the Rhine and requested that
this area be zoned for Industrial use.
Mr. Bowman spoke again for Mr. Sparr suggesting
that as Mr. Sparr owns such a considerable area
he should not be entirely forbidden to ,sell in
that area for apartment, hotel. or Club use.
P +1r. Lucas stated that the original understanding
regarding property lying below the bluff was that
no buildings would be constructed of sufficient
height to come above the level of the bluff.
• irr,, Fulton of Corona del Mar inquired if all
proposed changes in the tentative ,map to date had
been made.
Frank Matthews of Balboa Island spoke favoring
multiple dwelling zoning of most of the inside
property.
Mr. Davis of Corona del Mar spoke again recommending
the zoning of multiple dwellings of a strip, one
block in width and three blocks long between
Seaview and Ocean Blvd,,

Tyr. 'Whitnall discussed the wisdom of adopting a
zoning plan by Ordinance rather than by Referendum
Vote, as the latter plan would not allow amendments
without a vote of the people. lie suggested that
the people could probably vote on the policy of
zoning or not zoning, but that the plan should be
adopted by Ordinance.
Miss Logue was heard 'again concerning the property
located at Larkspur and Pacific Drive, calling
attention to the physical condition of the property
at this intersection caused by street grading.
Mr. Sparr requested that the property fronting
on Marguerite_ Avenue, which was sold as business
property, be zoned as requested by Lr. Boorman.
There being no further requests, the meeting
adjourned at 9:30 P. S;%
