' ROLL CALL Commissioners present: Allen, Baltz, Isbell, Johnson, Nelson, and . Seeger. Commissioners absent: Campball, Hopkins, and Patterson... PUBLIC HEARINGS Final hearing was declared on the matter of the keeping harboring, or maintaining of pigs, etc., and no citizens presented themselves, nor were any protests heard or received, and accordingly.Commissioner Johnson made the motion, seconded by Commissioner Allen that a Re- solution be drawn recommending to the City Council the adoption of this proposed Amendment to Ordinance No 52s, prohibiting the keep- ing, etc., of .piga, etc., as advertised.. ROLL CALL VOTE Ayes: Allen, Baltz,.Isbell, Johnson, Nelson and Seeger. Mesa. None. Notion carried and so ordered. First hearing, .as advertised, was held on the application of A..D. Haigh, requesting a variance from zone R-5 to.0 -1 for lots 5, 4, 5,. and 6. Block 5, Seashore Colony Tract, Newport Beach.. *# Haigh was present, stating that when he purchased the property in question, he was.led to believe that the zoning was C -1, but found instead that zone C -1 was just across the alley from said property. Commissioner Isbell made the motion, seconded by Commissioner Johnson, that the hearing be passed to the second and final haaring.on Juna.21, Motion carried, and Chairman Pro -Tem Seeger appointed a committee of Commissioners Johnson, Nelson, and Baltz, to look over the property, carefully, and report at the nest meeting. First hearing, . as advartized,'was held on the application of Alviero Biscini, recuesting.a change or variance from zone R -5 to zone 0-1 for lots -l2, 150 and the northerly half of 14, Block 2, Seashore Colony Tract, Newport Beach. Commissioner Isbell made the motion seconded by Commissioner Johnson, that the hearing be passed to the second and final hearing on June 21, 1945. Motion carried, and the Chairman requested that the same committee of Commissioners Johnson Nelson, and Baltz, report on this property at the nest meeting. First hearing on the proposed Amendment to Ordinance No. 5250 hav- ing to do with the jurisdiction of the Commission in the matter of granting variances, etc., was announced, and held, and the proposed Amendment read by the Secretary. Commissioner Isbell: made the motion seconded by Commissioner Johnson, that the hearing be passed to the second and final hearing., motion carried and so ordered. REPORTS OF . Commissioner Johnson, Chairman of a special committee on the matter OQMMITTEES of a proposed change of Buena Vista Street(brought to the Commission by M. A. Davis at the may 17, 1945 meeting), asked that he be given additional time for his report, whereupon Commissioner Isbell made the motion, accorded by Commissioner Allen, that this be granted. ' Motion carried. NER BUSINESS.. A letter from the firm of Gordon and Robartson, General Contractore, 1219* Coast Highway, Corona Del mar, California, signed by O. Z. Rob- ertson, together with plans for a Medical Building,.to be constructed for Dr. Milton Maxwell, at Begonia and Coast Highway, Corona Del Mar, was presented* and read•by t}is Secretary. The letter stated that :1.13 the building would be constructed on a concrete slab, with outside walls of frame and.stuoco; roof, to be composition, sloping from front to back, ' with a pitch of about one foot one inch to twelve inches. Mr. Robertson was present, and Commissioner Seeger explained that the reason that the matter was before the Commission was that the structure was proposed for construction on Coast Highway, a major traffic thorofars, and therdfore under the jurisdiction of the Commission. Commissioner Seeger then far- ther stated that the matter should be passed upon by the Architectural Com- mittee, and appointed Commissioners Baltz, and Nelson, with Architect Pleger, as consultant, and architect Armand Monaco, if evailablep as an Architectural Committee. Then was read.ths.acti©n.of the Commission as an Architectural Committee in the meeting of November 14, 1944, based up- on the letter from Chairman Hopkins, prior to the i�avember 14, 1944 meet- ing, as well as the letter from the Commission to Building Inspector Nel- son setting forth the architectural requirements set forth and accepted. This brought forth the motion made by Commissioner Baltz, and seconded by Commissioner Isbell that the Commission be dissolved as a Planning Com- mission, temporarily, Motion carried, and so ordered. This was followed by Commissioner Allen making the motion that the"members of the Commiss- ion constitute themselves into an Architectural. Committee, Commissioner Baltz seconded this motion, which carried. Careful discussion of the proposed plans for the Medical Building ensued, after .which Commissioner Allen made the motion, seconded by Commissioner Isbell that the Archi- tectural Committee approve the plans as submitted, with the proviso that the fire walls be made to conform,, and with the approval of the Building Inspector. Motion carried and so ordered, and Commissioner Baltz made the motion, seconded by Commissioner Allen, that the Architectural Com- mittee be dissolved. Motion carriedi then Commissioner Allen made the motion, which was seconded by Commissioner Baltz, that the group recon- vene as the Planning Commission. Motion carried, and so ordered. Secretary Allen read a telegram from Chairman Hopkins,.quote.t "Unable to attend tonights meeting. This unavoidable. Beg to be excused. Suggest Commissioner Seeger be made regularly elected Chairman and that this be considered my resignation as Chairman effective immediately. Telegram as dated May 17, 1945, but was received too late for reading at that meeting. Commissioner Johnson made the motion, seconded by Commissioner Allen that the resignation of Chairman Hopkins be accept- ed with ragrets. Carried, and so ordered, and Commissioner Johnson moved and Commissioner Allen seconded the motion that in view of the Annual Election falling in July, that the election of a Chairman be postponed until the July meeting of the Commission. Motion carried and so ordered. Commissioner Allen aside the motion for adjournments seconded by Commis- AAJOBRNdiENT sioner Baltz. Motion carried and meeting adjourned to June 21, 1945, at 7tb0 pm.
