Warner Helen Herrmann MINUTES Minutes of the meeting.of May 18, 1967 were approved on motion of Commissioner Rea, seconded by Commissioner Clark, and carried. TENTATIV MAPS The revised tentative map of Tract 6015 R VISED MIAIiV, (Newport Center) located north of East Coast R Highway, between Mac. Arthur Boulevard and Jamboree Road, was recommended to the City. Council for approval, subject to.the following. conditions: Motion x Second x 1. That all improvements be constructed All..Ayes as.required by ordinance and the Public Works Department. 2. That the,boundary of the final tract map be checked by the.County Surveyor before being submitted to the City for approval. 3. That Section 19.16.030 of the municipal code regarding map scale be waived . provided maps drawn accurately to a scale of 1" =:100' are furnished to the Public Works Department. 4. That Section 19.20.110 of the Municipal Code requiring.that..lots abut.on a street be waived provided adequate access is furnished. 5. That access rights from Lot 25 to San Joaquin Hills Road be dedicated to the City,except for a driveway located near the center of the lot and two, additional driveways for right turns only.. -(This condition has been mod- ified slightly from the original to, make the wording more precise.) 7. That all grading be in accordance with a grading plan and report approved by the Public Works Director and a qualified soils.engineer. Upon com- pletion of the grading, the Soils Engineer shall certify that the.grading has been completed according -to the plan and the Grading Ordinance. A reproducible copy of the grading plan on a•standard.size sheet shall be furnished to the Public.Works Depart- ment: 8: That the City share of the cost.;of • construction of San Joaquin Hills Road under the capital improvement policy be expended on the widening of Jamboree. Road to offset. The Irvine Company share of that cost. A report on the status of cost sharing on arterial highway construction.under the capital improve- ment policy will be presented to the Council at a later date. 9. That the traffic signal at San Joaquin Hills Road and Santa Cruz Drive be constructed when warrants are met, with the City ,bearing 2/3 of the cost and the Irvine Company 1/3 of the cost: 10. That traffic signals be provided at. the following locations with financing as indicated: A. Newport Center Drive at Coast.Highway Irvine Co. 100% B. That the portions of Section 19:12.050 of the Municipal. Code which require the tentative map to indicate grades and utilities be waived. Construction plans for all public improvements re- quired by the development have been approved by the City, and the improve- ments are presently under construction. 14. That Section 19.28.010 of the Municipal Code requiring permanent iron pipe monuments at tract boundary corners be waived. This tract is bounded by public street rights -of -way.. Centerline monu -. mentation of the streets will fulfill the requirement. 15. That Section 19.28,040 of the Municipal • Code - requiring lot.tags:.at all lot corners be waived and that the lot corners be monumented as required by the City Engineer. 16. That adequate right -of =way be reserved to provide for future right turning lanes and islands at the northeast corner of San Joaquin Hills Road and Jamboree Road; and at the southeast corner of Newport Center Drive and Newport Center Drive East; with the exact design to be determined:by traffic needs. 17. That public utility easements be a minimum of 10 feet wide. Chalet) for an indefinite extension or, if possible, that use permit No. 1053 be perman- ent for on -sale beer,at 414 No. Newport Blvd., Newport Beach, California. The Commission complimented Mr. Prosek on the conduct of his.business but since a use.permit is granted to the property and not the person, a two year extension was approved. ADDITIONA BUSINESS The Planning Director presented a revised plot 1. plan of the proposed automatic car wash (Use Permit No. 1271) located at 2931 East Coast Highway, Corona del Mar, which had been sub- mitted by Jordan &.Benjamin, Inc., applicants:. The revision involved a rearrangement of the . entrance and parking and.was for the purpose• of eliminating the.condition that the two R -2- • lots be combined into,a single parcel. After lengthy discussion the Commission decided the condition should remain and therefore took . no action on the revised.plan. 2. The Commission, by unanimous vote, strongly commended Assistant City Attorney, George D. Roberts,for his distinguished and dedicated service during his tenure as an ex- officio member of the Commission.
