FORMAL PUBLIC IiEI RING ON ZONING NAP.
The Planning Commission of the City of Newport Beach 0
•met in special session at the City Hall at 2 :30 P. M.
Saturday, June 2, 1928.
MEMBERS PRESENT: Greeley, Sloan, Patterson, Briggs,
Whitnall, DIcNitt, Aronovici.
P.%r..Ldward Hervey, whose address is 530 W. 6th Street',
Los Angeles, appeared before the hearing representing
Tti'r. E. T. Ames and Mrs. Chas. H. Harlow, the owners
of Lots 5, 60 7 and 8, in Block 34, re -Sub of Corona
del Mar to protest against the zoning of this property
for single residence use, as the owners consider it a
desirable hotel or apartment house location.
Mr. Lucas spoke stating that he was representing
thirty or forty owners in his neighborhood, who
bought their property for residence purposes and
request that it be so zoned.
Mr. Lewis asked Mr. 'rVhitnall for a definition of a lot
Yr. Nhitnall replied that it is generally understood -
•to be a record lot. However, one record lot and a
fraction of a lot of record in one owner's name prior
to the adoption of a zoning ordinance, ha the same
privilege as a record lot according to the original
Platt.
Mr. Fulton addressed the meeting stating that the
basis of the planning commission work was to lay
out a zoning ordinance that would increase the tax
duplicate, etc. He favored as constricted a multiple
zone as it is possible to lay out. He quoted`stat'is-
tics tending, to show that courts and apartments are
poor investments due to the high percentage of vacan-
cies and the rapid rate of depreciation and further
that transient tenants prefer single dwellings if
given a choice. He stated that there was a' relatively
very small demand of transient accommodations on
Corona del Mar.
Miss Logue differed with Mr. Fulton by reason 'of the
good transportation afforded by the Coast Highway
being of very recent date.
• Mr. Sims again requested that the Coast Highway
frontage be zoned for business and suggested

Mr. Davis again spoke concerning the Palisades Club
property reverting to single residence use in the
event that it ceases to be used as a Club.
He was of the opinion that this was not likely to
occur as the establishment of a Club for any length.
