No sale, lease or rental of items, e.g., trailers, trucks, • toys, peat moss, dolls or other items not clearly incidental to the.automotive industry, shall be permitted. Soda pop, candy and cigarettes may be sold via dis- pensers if such dispensers are housed within a building and are not visible to the public right - of -ways. 5. All tires, oils, additives and other automotive items shall be housed within the building, No outside displays of merchandise of any kind shall be per- mitted. 6. There shall be no flags,.banners, spinners, streamers or other attention attracting devices permitted at any time on the site. 7: All outside lighting shall be so arranged and,shielded as to prevent any glare or reflection, and any kind of a nuisance, inconvenience and haz- ardous interference on nearby property • or- streets. A detailed landscaping plan shall be submitted to and approved by the Planning Director. Such plan shall include the names of all plants, con - tainer size, spacing and the irriga- tion system proposed. All landscaping shall be installed in accordance with the approved.plan and shall be per - manently maintained in good condition. 9. All landscaped areas shall be separ- ated from paved areas by a concrete curb 6 inches higher than the adjoin- ing paving. 10. All utilities serving the site shall. be installed underground: 11. The development shall comply substan- tially with the plans filed with the application and these conditions of. • approval: 12. All provisions for disposal of runoff: water shall be approved by the Director of Public Works. 13. Gasoline delivery - no delivery tanker shall:be permitted to park on public right -of -ways during gasoline delivery. 14. The Planning Commission shall reserve the right with.out:necessity of .further hearings to require minor modifica- tions of any of the foregoing condi- tions or the working drawings if such modifications will achieve substan- tially the same results and will in no way be detrimental to adjacent properties and improvements than will the strict compliance with said condi- tions and preliminary plans. The Planning Commission shall re- serve the right to madify any of the foregoing conditions or develop - ment proposals without the necessity of further public hearings if such modifications shall not be detrimental to the intent of the original approval and will in no way be detrimental to surrounding properties or the City as a whole. 4. The Commission considered a request from the • Irvine Company for reconsideration of Commis- sion action on April 4, 1968 in regard to time extensions of Use Permits No. 1234 and 1250 (signs for Newport Center). Mr. Donald Rypinski of the Irvine Company addressed the Commission regarding the subject signs. The Commission extended Use Permit 1234 which Motion x permits two tower signs; one at the corner-of Second I x Jamboree Road and San Joaquin Hills Road and Ayes x x x x x the other near.the corner of MacArthur and Noes x x San Joaquin Hills Road, until June 20, 1969. A further time extension of Use Permit No. 125 was denied.
