COMMISSIONERS 0 Place: Council Chambers ROLL CALL Commissioners Present: Clark, Clemence, Ficker, Higbie, Jakosky, Rea Commissioners Absent: Copelin, O'Brien, Rudd a� *�ht+t�tt *�em�e�t :�t�eyret*+ar� er,r TENTATIVE MAPS The tentative map of Tract 4705, consisting of 160 plus Tract 4705 acres divided into 489 residential lots, located on the east bluff of the Back Bay area, north of the new Corona del Mar High School and parallel to Jamboree Road was recommended to the City Council for approval, subject to the following conditions: Motion x Second x 1. That all improvements be constructed as required All Ayes by Ordinance, and the Public Works Department. 2. The boundary of the final tract map must be check d by the County Surveyor before being submitted to the City for approval. 3. That the following sections of the Subdivision • Ordinance be waived: A. (Sec. 9253.21) The final map may be drawn to a scale larger than 1" = 100' provided a map drawn accurately.to a scale of 1" = 100' is furnished the Public Works Department. B. (Sec. 9254.14) Minimum street right -of- way and pavement widths be reduced as shown on the tentative map. C. '(Sec. 9254.13F) Maximum street grade be increased from 7 percent to 10 percent. D. (Sec. 9255.24) ,Sidewalks not be required along Jamboree Road. 4. All grading must be in accordance with a grading plan approved by the Public Works Director. When the grading plan is submitted for approval, it shall be accompanied by reports from a quali- fied Soils Engineer. Upon completion.of the grading the Soils Engineer shall certify that the grading has been completed according to the plans and specifications and will not endanger • any property. No changes in the grading plan shall be made unless recommended by the Soils Engineer and approved by the Public Works Director._ 5. That the tract be rezoned from an Unclassified Page 1. The Planning Commission and staff (Planning and Public Works) believe that special consideration and study should be given the following items prior to approval of the final map. 1. The construction of pedestrian overpasses for Bastbluff Drive. 2. The future construction of permanent facilities for Water Zone III. 3. The construction of off -site sewage facilities. 4. Under the adopted capital improvement policy the City will be required to participate in the construction of the 18" water main on Bastbluff Drive and may be required to participate in the improvement of Jamboree Road. FINAL MAPS To 4691 The final map of Tract 4691, consisting of 1.43 acres divided into 8 residential lots, located north of 15th Street between Tustin and Irvine Avenue was recommended to the City Council for approval, subject to the follow- ing conditions: Motion x Second x 1. That all improvements be constructed as required All Ayes by Ordinance and the Public Works Department. except those improvements specifically waived by the City Council when the tentative map was approved. 2. That Section 9253.21 of the Subdivision Ordinance which.requires that the final map be drawn to a scale of 1" a 100' be waived. 3. That a 3' wide sidewalk be constructed adjoining the curb on Gary Place. Tract 3976 The final map of Tract 3976, consisting of 1.44 acres divided into 5 residential lots, located in the West Upper Bay area was recommended to the City Council for approval, subject to the following conditions: Motion x Second x 1. That street tree planting be in accordance with specifications of the Parks, Beaches and All Ayes Recreation Department. 2. That the tract be rezoned from an Unclassified to an R -1 -B District. That street tree planting be in accordance All Ayes with specifications of the Parka, Beaches and Recreation Department. 2. That the tract be rezoned from an Unclassified to an R -1 -B District. Tract 4710 The final map of tract 4710, consisting of 1.57 acres divided into 6 residential lots, located in the West Upper Bay area was recommended to the City Council for approval, subject to the following conditions: Motion x Second x 1. Tract 4692 The final map of Tract 4692, consisting of 10.747 acres divided into 100 lots, located north of Hoag Hospital adjacent to Superior and Placentia Avenue was recommends to the City Council for approval, subject to the follow- ing conditions-: Motion x j Second x 1. All improvements to be constructed as required All Ayes by Ordinance and the Public Works Department except those improvements specifically waived by the City Council when the tentative map was approved. 2. to the City a temporary drainage easement .Grant and /or agreement over remainder of Tract 4544 to accept all runoff from Tract 4692. Said easement and /or agreement to terminate when permanent drainage facilities are constructed. 3. Grant to the City an easement for the extension of Dana Road and Flagship Road with a separate bond and agreement to construct curb, gutters, paving and water mains within a period of 5 years 4. That Section 9253.21 of the Subdivision Ordinance which requires that the final map be drawn to a scale of 1" _ 100' be waived. 5.
