The Newport Beach City Planning Commission held a regular meeting, Thurs-
day, June 209 1946, at. 7:30 p.m., in the Council Chamber, City Hall, New-
port Beach, with Chairman Allen presiding.
Commissioners present: Allen, Baltz, Fllerbroek, Nelson, Webb and "lhite.ROLL CALL
Commissioners absent: Isbell, Johnson, and Longmoor.
Three new Commissioners, C. B. Rudd, Ray F. Copelin, and R. H. Pleger,
appointed by Mayor 0. B. Reed to replace Ex- officio members, Isbell,
Webb and Nelson, were sworn in by Chairman Allen.
Commissioner Baltz made the motion, seconded by Commissioner White that �u
the minutes of the meeting of May 162 1946 be approved as read. Motion
carried and so ordered.
Secretary Ellerbroek a letter from C. H. Diggs, Orange County Planning COMMUNICATIONS
Director, in answer to the City Planning Commission's inquiry regarding
the present method of the County's planning of new sub - divisions. Mr.
Diggs explained that "the general street pattern used is a thru street
ebery quarter of a mile " — "more thru streets would increase traffic haz-
ards at street intersections."
Final hearing (tabled from May 160 1946 for further study) was held up- PUBLIC HEARMS
on the matter of a petition of property owners of Block 624, Canal Sec-
tion, for rezoning of this block from R-2 to C -1. Many residents and
property owners were again present, with Fred Briggs and R. H. Rogers
acting as spokesman in favor of rezoning. Mr. Briggs stating that "the
present zoning of the block is in effect "spot zoning ", as the frontage
oz. Central Avenue is C -1 0--and that he favored "rezoning the entire block
to C -1 ". Mr. Rogers felt it would be "for the betterment of the city ".
Appearing in opposition were F. Windle, Grunagle, McDonald, Bob Killifer;
who all stated that they desired to keep the zoning at Rte, a quiet resi-
dential area of narrow streets where C -1 zoning would create traffic haz-
ards, and changed conditions. Also presented in opposition waa a peti-
tion bearing 59 names, which oprosed any change of zoning in the Canal
Section. A committee report by Commissioner Baltz wad in favor of deny-
ing the application, as was a show of hands from the audience. Commiss-
ioner Allen made the motion, seconded by Commissioner Baltz, recommending
that the petition for rezoning Block 634, Canal Section from R-2 to C -1
be denied. ROLL CALL VOTE
Ayes: Allen, Baltz, Fllerbroak, Nelson, Webb, and White.
Noes: None. Motion carried and so.ordered.
Final hearing upon the matter of a petition of property owners of Blocks
482 and 582, Canal Section, for rezoning from R-2 to R -S, was heard.
Mrs. Mallard, representing the.Lampert interests,(one of the petitioners)
said the reason for the request is that "we need apartment houses anti:
accomodations for people ". Mr. Windle argued that the section is "too
crowded already for more cars, Hon1t believe we have room for an R -3 zone
.which would permit at least a third more cars." The same petition of 59
naayes, referred to in the previous hearing was also presented as opposi-
tion. Commissioner Ellerbroek made the motion, seconded by Commissioner
Whites that the application be denied. ROLL CALL VOTE
Ayes: Allen, Baltz, F.Uerbroek, Nelson, Webb, and White.
Noes: None. Motion carried and so ordered.
Final hearing upon the application of Ida Naylor for rezoning Lots 10,
11, 12, and a portion of 13, Block 180, Lake Tract, from R-2 to 0-2
was heard with Ralph Maskey speaking for Mrs. Naylor. Mr. Maskey stated
that this area, of 30th Street and Coast Highway, should be shopping
district, that rezoning these lots would not effect Coast Highway; that
Mrs. Naylor has donated 10 feet in back of the property for an alley

while adjacent property owners have not. However, the opinion of the
Commission was expressed by Chairman Allen, who stated that the Commis-
sion has been against any changes in zoning until plans for Coast High-
way are completed,(condenmation preceedings), that the Commission "is
not against a shopping center, but wants to wait until Coast.Zighway is
widened." Commissioner Baltz made the motion, seconded by Commissioner
Nelson to table the application to the next meeting.

Noest None. Motion carried and so ordered.
Public hearing.upon the matter of E. C. McKay for a 50% setback variance
for Lots 7 and 9. Block 736, Corona Del Mar, was heard, having been duly
advertised and filed. After careful consideration, Commissioner White
made the motion, seconded by Commissioner Baltz, that the application be
approved for a three foot setback.
Ayes: Allen, Baltz, Ellerbroek, .Nelson, t'ebb and White.
Noes; None. Motion carried and so ordered.
Public hearing upon the matter of the application of William H, Scott
for a three foot setback variance for Lot 179, Block .2, Section 11 Balboa
Island, was heard, having been duly advertised and filed. However, dis-
cussion brought out that an error had been made in requesting the appli-
cation on the part of Mr. White's contractor, and that a variance is not
necessary for the proposed plans to comply with other buildings in the
block. Therefore Commissioner Baltz made the motion seconded by Commis-
sioner Baltz made the motion seconded by Commissioner Ellerbroek that.the
application be denied, and the secretary inform Mr. White of thr reason
for the denial.
Ayes; Allen, Baltz, Ellerbroek, Nelson, Webb, and White.
Noes: None. Motion carried and so ordered.
lax . 11CIINZ8 Tentative map of Tract 1185 referred by the Orange County Planning Com-
mission was carefully considered ;s was the map of Tract 1188. Chairman
Allen appointed a committee of Commissioner Ellerbroek and Commissioner
White to consider these County maps in the future as they are referred to
the Commission, to enable quicker action and make it. possible for recom-
mendations of the Commission to be passed to the County in time for con-
sideration, as heretofore recommendations of this Commission, following
regular meetings, have been too late for the County Planning Commission
meetings. Commissioner Ellerbroek made the motion, seconded by Commiss-
ioner White that the Commission approve map of Tract 1188 and Commission-
er Baltz made the motion, seconded by Commissioner Pleger for approval
of map of Tract 1185. Both motions.carried, and so ordered.
A letter from Dick Gearing Productions for a proposed use and plan for
Collins Island was read, with Mr. Gearing present to further explain
same, i. e. (1) rental of the cottages to defray costs of the lease,a4d)
possibly serving meals to the guests, (2) conduct a children's play
school, (3) classes in swimming and diving. Mr. Gearing stated that he
felt these activities could fit into the present R -3 zoning for the Island.
No action was requested or taken.
ADJULENUPPP Motion for adjournment was made by Commissioner Nelson, and seconded by
Commissioner Pleger. Motion carried and so ordered.
