Cbe.irran Hopkins presided. POLL CALL Commissioners present: Hopkins', Seeger, Briggs, Schnitlker, Patterson, Whitson, rindlavL Commissioners absent: 'silliems. City Attny. Thompeon attended. Secretary stated that this is a special meeting called by order of the Chairman. Com. Vthitson moved that a consent for the call, for and the holding of this meeting be silted by the members of the commission and;£iled. Seconded by Com.Schnitker. Motion carried and so ordered by the Chairman. (A copy of this consent is attached to these minutes)' Attny. Thompson explained that a special meeting of the City Council had been held at the request of a citizens' committee to vresent a plan for certain proposed municipal improvements to be submitted to the voters of Newport Beach at a municipal election. This report was referred to the Planning Commission for consideration and action. " The purpose of this .meeting is to consider this report. Mr. Thompson explained the legal and political importance of the Planning Commiseicn's; action in this matter and read the section from the State law authorizing the Planning Oommission to adopt a general municipal plan for municipal improvements. The report of the Citizens' committee was referred to the Planning Commission by the City Council for the purpose of studying it, holding public hearings and submitting a re- commendation. -It cannot be submitted to the voters of the city until it is recommended by this commission. City Attny.. Thompson stated that in this matter, the Planning Commission ' is in effect the legislative body. Secretary read the report. Chairman Hopkins felt that the commission should have the advice of the consultant and was certain tar. Tilton would be glad to help. Com. Patterson explained the need for immediate action on this matter, since August 31st is the final date for filinj applications with the P IF A. Although all members were in favor of the general idea of the plan,the sentiment developed after discussion, that a more comprehensive and detailed report should be prt- sented for study. Com.Seager moved that it is the sense of this Newport Beach City Planning Commission that they go on record as favoring a comprehensive plan of municipal improvement and �m _ that they request the City Engineer and the Consultant to immediately prepare plens covering the recommended feature` of such improvements for study by this commission. Seconded by Com/Briggs. Passed by the following Roll Cali vote: Ayes: Hopkins, Seeger, Briggs, Schnitker, Patterson, Whitson, Findlay. Noes: None. So ordered by the Chairman. Com. Seeger moved that the Secretary be instructed to communicate with M..r.Tilton and find out how soon he can meet with us. Seconded by Com.Briggs. potion carried and so ordered. Com. Whitson_ moved that the report of the Executive Committee of the Citizens',Counittee of Fifty be received` and filed. Seconded by Ccm. Briggs. Wotion carried and so ordered. A copy of this report is attached to these minutes Attny. Thompson suggested that the Chairman appoint a committee to select a site for the City Hall as this is the only part of the plan not yet complete and one of its most important features. Chairman Hopkins said he hesitated to give such a res- ponsibility to 2 or 3 of the members. It is something the whole coTmiseion is interested in and should take part in. Com.Seag°er concurred with the Chairman that all members should be interested in this part of the plan tnd moved that the commission meet as a committee of the whole as soon as possible to decide upon a site for the Olt 'i Fall. Seconded \ by Com.?indlay. Motion carried and so ordered by the Chair - man. Chairman Hopkins instructed the members to hold them- selves in readiness to Meet on call.
