Commissioners Absent: Clark FINAL MAPS Tract 3702 The final map of Tract 3702, being a proposed subdivisio of a Portion of Lot 158 and Lot 159, Block 53, of Irvine's Subdivision, consisting of 6.88 acres divided into 19 residential lots located in the West Upper Bay area was recommended to the City Council for approval, subject to the following conditions: Motion x Second x 1. That all improvements be constructed as All Ayes required by Ordinance and the Public Works Department. 2. That the following sections of the subdivi- sion Ordinance be waived: (a) Section 9253.21. The requirement that • the final tract map be drawn to a scale of 1" a 100'. (b) Section 9254.14. The requirement for 60 foot minimum right of way width and 40 foot minimum pavement width on Lincoln Lane. That street has already been established with a 36 on 56 section. 3. That existing easements affecting the street right of way as reserved by the Irvine Company and as granted to Pacific Telephone & Telegraph Company be cleared. 4. That the tract be zoned R -1 -B. Commissioner Copelin made a motion, seconded by Commissioner Rea, which carried unanimously, that the Planning Commission initiate a motion to rezone the C -2 property on the Lido Peninsula to a C -O -Z District. Second x All Ayes ADDITIONAL BUSINESS The Planning Commission considered a request from the 1. Planning Department and Building Department for inter- pretation of the method by which "grade" is to be established for the proposed 50' drydock boat storage at 227 - 20th Street, Newport Beach, applicant James T. Owen and established the following policy: Motion x Second x "Where a portion of the building falls over the All Ayes water, the lowest point shall be taken at 6.2" above mean sea level datum for purposes of establishing "grade ". COMMUNICATIONS 1. The Commission accepted the recommendations of the Assistant Public Works Director and denied a request from the Irvine Company dated June 23, 1964 that Motion x sidewalks on Dover Drive in Tract 4225 be waived. Second x Ayes .All 2. The Commission considered a request dated June 19, 1964 signed by F. W. Warren, President, Sport Car Center, for an indefinite extension of time of Use Permit No. 868 which permits the display and sale of new and used automobiles at 2914 West Coast Highway, Newport Beach, Motion x and granted an extension of 2 years. COUNCIL REFERRAL The Planning Commission considered a letter from the Costa Mesa Union School District dated May 25, 1964 requesting the Commission to consider elimination of a secondary street located north of 19th Street in the Basco, Ltd., annexation. The Commission directed the Chairman to address a lette to the Costa Mesa Union School District stating that since a joint meeting of the City of Newport Beach, Costa Mesa, Huntington Beach and the County of Orange 'has been scheduled later in the month regarding co- ordination of Street and Highway plans within the various jurisdictions, the Commission would defer taking action on this matter pending the subject meeting. At the request of the City Council, the Commission Motion Second All Ayes x x considered a memo from the City Manager to the City Council regarding a request of Mr. and Mrs. Angelo L. Redaeili, 6500 west Coast Highway, Newport Beach for vacation of an alley between West Coast Highway and Newport Shores Drive and between Lugonia Street and • Walnut Street. The Planning Commission recommended to the City Council Motion x that the alley be not abandoned. Second x All Ayes Commissioner Downing made a motion that the Commission, Motion x by Resolution, commend Richard A. Higbie for his Second x faithful service to the Planning Commission.
