THE NEWPORT BEACH CITY PLANNING COMMISSION MET IN
REGULAR SESSION ON JULY 15 1936 AT THE CITY HALL
AT 7:30 P.M, CHAIRMAN PARKS RESIDING.
Present: Parks, Patterson, F. W. Briggs, L. W. Brigg
Palmer, Mrs. Williams, Consultant Tilton.
Absent: Baum, Thompson, and Williamson.
Minutes: The minutes of the meeting of July 17,1936,
were read and approved.
Communications: A note from the city clerk concerning
the application of Hal Will Smith for a permit to
install badminton courts and ping pong tables on a
portion of Lot 27, Block 12, Sec. 4, Balboa Island,.
to be operated as a commercial enterprise, was read
and discussed. Pursuant to advice and interpretation
by the Consultant, Cam. Patterson moved with reference
to the note that the consensus of opinion of the Commid
ssion.is that such a use is not prohibited in a C -1
District. Seconded by F.W.Briggs and carried.
INTERPRETATION: "We find this use is not more detri-
mental than other uses aermitted in C -1 Districts ".
Public Hearin: The chairman announced this was the
time and place to hear interested parties with regard
to the proposed widening of Marine Avenue and certain
proposed amendments to the Zoning Ordinance.

Mr.. Hay: Requested information regarding the method
of obtaining a permit.to enlarge a nonconforming com-
mercial use in an R -3 district, being on Lot 16,Block
2181 Sec. B. Newport Beach. He stated he owns three
lots in this vicinity, the one adjoining the store
building being improved with a two - family apartment
building, and that the odors from the Standard Oil
plant near by sppiled it as residential property. It
was brought out that the Standard 011 plant existed
and that the odors were apparent at the time Mr. Hay
purchased his property, that no objections were made
to the proposed zoning during public hearings on the
ordinance, and that there would be opposition from
other local merchants to a change in the zoning in
qV this area. The Chairman advised Mr. Hay of the neces-
sary procedure under Sec.11, paragraph 6, of the
ordinance.
The secretary presented Mr. Tilton's statement for .
services asConsultant for the six months from Jan.
1st to June 30th, 1936, in the total amount of $150.
•On motion by Com. Palmer, seconded by Com.F.W.Briggs,
and carried, the statement was approved and ordered
submitted to the council for payment.
The suggestion was made by the Commission that the
secretary file a monthly bill with the council for
the services of the consultant, and other expenses.
On motion my Com. Palmer, seconded by Com.Patterson,
and carried, the building inspector and the secretary
were instructed to make a charge of $1.00 per copy
for the printed copies of the ordinance.
The chairman instructed the consultant and the
secretary to prepare drafts of the amendments to the
zoning ordinance.
Com ..Palmer stated that in his opinion Newport Beach
Is facing five to seven years' of very rapid growth,
entirely unrelated to.the past rate of growth, due to
the recent harbor improvements and increased interest
•in yachting, and the trend toward real estate as an
investment; that the need is apparent for at least
$600.00 worth of studies on the Master Plan; that the
city is at the cross roads now, and can easily become
the type of resort thnt Venice, California, has devel
oped into by fumbling a few details before a definite
course has been adopted.
Com. Palmer moved that we recommend to the city
council that Mr. Tilton be asked to prepare the varies
ous reports outlined, and that the necessary funds
be appropriated in accordance with the proposal
submitted by Mr. Tilton, Seconded by Com. Patterson
and carried.
City Engineer Patterson presented several WPA pr®jects
for approval, namely, the McFadden Place curb and side
walk project; the replacement of the board walk be-
tween A and C Streets with cement walks and the
construction of cross walks from street end to the
high tide line; the proposed sewer project for Newport
Beach. On motion by Comm. Palmer, seconded by F. W.
` Briggs and carried, all three of these projects were
approved.
It was recom-nended that some planting or other typpe .
of beautification work be incorporated in the easter-
ly portion of the McFadden Place project.
Comm. Tilton was asked for an estimate of the expense
and time required to complete the recommended street
and highway plan. Mr. Tilton stated he would require
the active cooperation of the various city depart-
ments in the preparation of maps, surveys, drawings,
field work, typing, etc., and that the cost of this
cooperation would be outside of his fee for assuming
the responsibility for the layouts; that his fees as
consultant in the preparation of a street and traffic
plan would be $250, time required four months; for
parks and recreation, $250, time required four months;
for group buildings and civic art $100, two months.
The above fees for technical direction of the city
planning studies named are in addition to the monthly
retainer for services to the Commission, and subject
to the cooperation of the staff of the city in the
production of separate reports on these subjects.
Maskey application: The building inspector reported
Mr. Maskey desired to move his real estate office one
block east. He was instructed that the ordinance
requires Mr. Maskey to make application for appkroval
of such a permit to the Planning Commission.
