MINUTES OF THE PLANNING COMMISSION MEETING, THURSDAY, JULY 17th, 1952 AT 7:30 P.M.
IN THE COUNCIL CHAMBERS OF THE NEWPORT BEACH CITY MALL
RCLL CALL: Commissioners Present: Briggs, Copelin, Longmoor, Reed, Rudd, and Smith.
Commissioners Absent: Ellerbroek, Pleger, & Wightman.
MINUTES: Commissioner Reed made a motion that the minutes of the last regular meeting
of June 19th be approved as submitted to the Commission. Motion seconded by Com-
missioner Briggs and carried.
ELECTION Chairman and Secretary: -
OF Commissioner Briggs nominated Commissioner Longmoor for Chairman. Commissioner
OFFICERS: Smith seconded the nomination. Commissioner Copelin made a motion that the
nominations be closed, seconded by Commissioner Briggs. Commissioner Smith then
moved that the Secretary cast an unanimous ballot for Longmoor as Chairman. So
ordered.
Nominations-for the office of Seci tary were then open. Commissioner Rudd nomin-
ated Commissioner Copelin for another term, seconded by Commissioner Smith. Com-
missioner Reed moved the nominations be closed, seconded by Commissioner Briggs
and carried. Unanimous ballot cast for Copelin to serve.another term.
PUBLIC HEARINGS:
USE PERMITS:
Application of Stephen A Showler for erection of automotive tuneup shop building
on portion Lot A, Tract 919. Adjacent to Texaco Service at 800 Coast Hiway).
Chairman opened the hearing and asked if anyone wished to speak for or against.
The applicant was present and there was discussion with the commission on plot
planand off - street parking since this is a C -1 -H zone.
Commissioner Rudd moved that the application be granted provided that applicant
can comply with off - street parking requirements of ordinance for 0-1 -H zone. MoLLoni
seconded by Commissioner Smith and carried.
Application of Irvin Geo G�don to construct six units and six garages on Lots 19
and 20, Block 11, Tract X34, 1115 -21 West Balboa Blvd.) Applicatn not present.
Mr. Nelson explained the application. After discussion, Commissioner Briggs made
a motion that the application be approved subject to approval of elevations by
Building Inspector. Motion seconded by Commissioner Reed and carried by the "fol -
lowing roll call vote, to -wit
AYES: Commissioners: Briggs, Copelin, Longmoor, Reed, Rudd, and Smith.
NOES: None
ABSENT: Commissioners: Ellerbroek, Pleger, and Wightman

VARIANCES:
Application of Walter A. Egger for Variance from Section 9103.15)a) for a 181 front
yard setback instead of required 201. Lot 1, Block 2, Tract 919, 1028 Cliff Dr.
.Chairman declared hearing open and asked if,ariyone wished to speak for or against.
Applicant present and complete discussion with Commission.
Motion made by Commissioner Smith that hearing be closed, seconded by Commissioner
Copelin, and carried. Commissioner Smith then moved application be granted, seeonbd
by Commissioner Briggs and carried by the following roll call vote, to -wit:

NOES: None

Variance application of K, E. Whiteneck for Variance fear Section 9103.1 to
allow construction of dwelling on front portion of Lots 22 & 230 Block 33, 1st
Addition to Newport Heights: (505 Redlands Ave.) Chairman declared hearing
open and asked if anyone wished to speak for or against. The two lots had been
made one building site by existing building which crossed property line before
new ordinance went into effect. Needs variance to erect dwellin on front por-
tion of lots.
Commissioner Briggs made a motion that the hearing be closed, seconded by Com-
missioner Rudd and carried.
Commissioner Copelin then moved application be granted, seconded by Commissioner
Smith and carried by the following roll call vote, to -wit:
AYES: Commissioners: Briggs, Copelin, Longmoor, Reed, Rudd, and Smith,
NOES: None
ABSENT: Commissioners: Ellerbroek, Pleger and Wightman.
AMENDMENTS:
SECOND HEARING: Application of Hancock Bannims Jr, to rezone parcels 012-34
along Highway 101 -A from present zoning of R -1, R -3 and C -1 to C -1 -H and R-4
districts.
Chairman Longmoor declared second hearing opened and asked if anyone wished to
speak for oragainst.
- -R. B. Pegram, 6011 Seashore Dr, also representing as attorney Mr, Don Milne
who owns property at 6009 Seashore, Mr. Houck, 6007 Seashore, and Milne who
also own 5909 Seashore.
Are protesting the protion of the rezoning pertaining to the R-4 which we under-
stand is being planned for use as trailer park. Would depreciate residential
property values around that area. Feel it should be! -IdTt as residntial property
with possible e*ception of 150' depth along highway for light commercial pureposes.
Communications: Secretary Copelin read letter from West Newport Beach Improvement
Association requesting that Planning Commission deny application of Banning for
any use except R -3.
Letter from L. S. Valentine, Donald L. Valentine, and Louis Horrung, representing
Lots: .11 -12-13 Block 48, and 8 & 9, Block 50, requesting denial of R -4 appli-
cation.
- -D. R. Higley, 6208 Coast Highway, spoke in favor of the rezoning stating that
it is a business highway and that recent trailer parks with propsr managment and
correct development can be an asset.
' -- Hancock Banning , Jr.: Urged prompt action on request by Planning Commission.
Owners anxious to start development. If no action, might be forced to dump land
in hands of PE.
Upon Chairman's suggestion, Commissioner Reed made motion that second bearing
be closed and take matter under consideration Wednesday at.4:00.p.m, with Mr.

Wise, make decision then and get it to City Council. Commissioner Briggs
seconded motion and carried.
OLD BUSINESS: 7: ,
Approval.of Final Map Tract #1622. Secretary read letter from Mr. Webb, City
Engineer, stating inspection of final map and recommending approval. Com-
missioner Briggs made a motion that final map of Tract 1622 be approved,
seconded by Commissions r Copelin and carried by the following roll call voted
t o-wti :
AYES: Commissioners: Briggs, Copelin, Loremoor, Reed, Rudd, and Smith.
NC9S: None
ABSENT: Commissioners: Ellerbroek, Pleger, and Wightman.
Letter from Beverley Realty Company. Chairman Longmoor read Mr. Wise's letter
giving his recommendations. Chairman Longmoor appointed Commissioner Briggs.
a committee of one to discuss the letter and problem with the Beverley Realty
Company:.
Secretary Copelin read the letter from the City Council referring the letter
of Robert B. Lynn to the Commission asking that the Planning Commission be
dissolved and no other •body appointed to take their place. Upon motion of Com-
missioner Briggs, seconded by Commissioner Reed the letter was ordered filed.
ADJOURNMENT:
There being no other business to come before the Commission, Commissioner Reed
made a motion that the Commission adjourn until 4:00 p.m., Wednesday July 23rd
when they will meet at the City Hall with the planning consultant, Larry Wise. '
Motion seconded by Commissioner Smith and carried.
