Commissioners present: Hopkins, Seeger, Johnson and
John M. Allen.

and Caupbelle Finch absent be-
cause of Coast Guard Duty
Chairman Hopkins welcomed Commissioner John M. Allen, newly
appointed Commissioner. He expressed regret that the meet-
ing could not be held because of lack of a quorum, partioular-
ly since this was the first regular monthly meeting called
since Commissioner Allen's appointment. He remarked that
this was the second consecutive monthly meeting adjourned for
that reason, and that it was a waste of time to meet without
a quorum. He requested that the Minutes show that Commissioner
Finch had notified the Secretary that he would be unavoidably
absent because of Coast Guard duty,
The Chairman also expressed gratification on the reappointment
of Commissioner Johnson to the Commission.
At approximately 5:10 P.M., there being no quorum present, the
Chairman suggested a motion to adjourn until the next regular
monthly meeting of the Commission. Commissioner Johnson moved
that the meeting be adjourned until the neat regular monthly
meeting of the Commission, August 18, 1948. Commissioner
Allen seconded the motion, Motion carried and so ordered.
