HomeMy WebLinkAbout07/21/19498 g The Newport Beach City Planning Commission held a regular meeting, Thursday, Jnly 21, 1949 at 4:30 pm in the Council Chamber of the Newport Beach City Hall. ROLL CALL Commissioners Present: Copolin, Daniell, Johnson, Pleger, Budd, Smith and Wightmas. Commissioners Absent: Ellerbreek and Lougmoer MINUTES Commissioner Pleger made the motion, seconded by Commissioner Daniell for , the approval of the minutes of the meeting of June 16, 1949, as submitted. Motion carried. PUBLIC First hearing.rezoning of entire Block 131, Corona del. Mar, from.its present HEARINGS mixed R -1 and R -2 zoning to all H -3.. Acting. Chairman, Copelia, suggested hearing be tabled.mtil.the time of the second hearing on the rezoning of the entire block.and. moved such, when Mr. Harold.$. Wilson, a property owner, asked to be heard since he did not think he would be able to attend the next hearing; Mr. Wilson owns half of lot 7, and all of lot 8, and bought in 1943, and at that time the.Building Department would not allow more than one story buildings there.. He does not blase Planning.Cosmioeioa for con- ditions that did.exist, and now feels.the only "relief ":they have is to have the property rezoasei. He said the people crying against the change are those who already have R -3. The only one objection he could possibly find was she fact that the Rehaborgs have built a nice home and if three story units west up, he feels they would have a "just kick" in a total R -3 zone. Mr.. Wilson feels, very definitely, that it is ao longer desirable as R -1 property. Mrs. Robert IJna.(not a property owner. in Block 131). them arose and asked acting- Chairman, Copolin, to hold up the colored map for the -floor to see . that she had.placad is his hands showing the various zones. She spoke in opposition to the Roberts$ apartments which had blacked off the bluff view and said she would like to see the residential section in one part of the city, and the apartment houses in another part. Also, she would prefer to have a park on the bluff.instead of a hotel or apartment houses. Allen Stolle, owner of lot 14 & NEly 10' of 12, Block 132, would like to defer any remarks to the next meeting, since that seems the proporttime to being up the entire case. Mrs. Van Sooy, owner of lot 18 & NEly 20' of 16, Block 131, stated that she would like to see R -3 go in, and the mon.who sold the property to.Mrs. Vaa Sosy said that since we have such a limited amount of R -3 in the city Row, he believew it would only be fair to make it R -3. Commissioner Johnson moved, and Commissioner Rudd seconded that the hearing be moved over to the second hearing. Motion.earried.. Acting Chairman, Copelln, than opened the hearing of rezoning part, of Block 131, Corona del Mar to R -3. Mrs. Lynn arose and asked, "Mr. Copelia, is it possible to have hart of a block rozonedY" Commissioner Copelin's reply was that it is not impossible, but net very probably. He then referred the question to Mr. Wise, the Planning Consultant, who stated that he did not think that the Commission was, in a position to state what they thought at the present time, but by the time of the neat meeting, they would probably be in a better position to state whether a whole or half block should be rezoned. His reeommeadation.was that the matter be tabled until the Master Zoning Plan for the entire city was ready, and he estimated that it would be ready within the next six months. Mrs. Rehaborg. then spoks.from the floor and said she would seriously object to the block being made B -3. Commissioner Pleger moved to close the hearing and Commissioner Daniell seconded. Motion carried. Commissioner Pleger moved second hearing on rezoning part of Block 131 be set over for-the next meeting. Commissioner Rudd seconded and the motion carried. 1 e Next on the agenda was the Union Oil Compamy application which was opened for discussion. Mr. Wise stated that the Planning Commission. should recommend to the City Council that the zoning ordinance be amended so that the part controlling petroleum storage tanks etc., be deleted from the Planning Ordi- nance, azd put in the Fire Ordinance. He said that the Fire Underwriters and petroleum associations believe that such matters have no place in the zoning ordiance, and should not be under the jurisdiction of the Planning Commission, but under the Fire Code. Commissioner Daniell moved the application be granted.and sent to the City Council with the Commission's approval, but with.the above recommendation. The Chairman.declared the hearing closed. The motion was seconded by Commis- sioaer Johnson which carried with the following roll call votes AYES: Copelin, Daniell, Jobason..Plegar, Rudd, Smith, Wightman NOSH: Nome. Main object of eritieism.was the. 18th Street tank) Commissioner Johnson malty a motion, seconded by Commissioner.Rudd that -the hearing on Ordinance #593 (amending Ordinance #525) defining a two - family dwelling be closed and was carried by the following roll call vote: AYES: Oopelia, Daniell. Johnson. Pleger, Rudd, Smith, Wightmaa. NOES: None ABSENT: Ellerbroek, Longmoor. Johnson moved the matter be laid over and referred to Planning Consultant for inclusion is the new master zoning plea and ordinance.. Pleger seconded and.motion.carried. Hearing upon application of G. H. Fogle for an lls.variance for a fireplace in their plans. for building a four unit dwelling. Wants to be allowed to set the chimney out.. Commissioner Copelin and Mr. Nelson, Building Inspector, had looked at it, and could find so reason why he should not be granted the 11" variance. Reason:. The houses between the building and ocean are already not back. Motion made by Commissioner Wightmas, seconded by Commissioner Daniell to grant the 11" variance, and carried with the following roll call vote: AYES: Copelin, Daniell, Johnson, Pleger, Rudd, Smight, Wightman NOES: None ABSENT: Ellerbreek and Longmeor OLD None BUSINESS COMMUNI- Commissioner Copelin said he had received several protests against the rezoning CATIONS of Black 131, however they would be laid over until the hearing at the next meeting. ELECTION Commissioner Daniell nominated Lomgmoor for Chairman, seconded by Rudd and OF OFFI& the vote was unanimous. CERS Commissioner Johnson nominated Copelin for Secretary, seconded by ?lager and the vote was unanimous. NEW BUSI- Secretary Copelin had received an application from Foster & %leiser for installing NESS billboards - -all of which.to be put in Corona del Mar. Acting Chairman Copelis read.Ordisacce #603 to the panel. The panel believes. there is a need to set a control as to the number of billboards to be allowed'is the city. The signs, ' otherwise, would form definite traffic hazards. Mr. Nelson of the Building Department was advisor as the subject. Commissioner Johnson moved and Commis- sioner Rudd seconded a motion that the applications be turned over to the . Architectural Committee and that it report at the next meeting. Motion carried. Informal discussion opened on the Irvine Company's Tract #1299. Planning Cos - sultast, Wise, believes that property should be all R -1. because we have a good deal of R -2 in the city; otherwise, he believes the plan looks splendid. 90 Mr. Terrell, who drew up the map, said he did not think, it would cause any particular hardship os.the company to have.it all B -1. Commissioner Copelin mads.a. motion to accept the plan as R-1 if taken in sinew it would have to come into the city as R-1 anyway. Commissioner Plegar. seconded the motion and asked that a recommendation be sent to the County Planning Commission stating they had approved the. map as.R -l. Motion carried. Informal discussion opens& as the Briggs plan to build a real estate office to be located.oa Let 11, Block 634, Canal Section. Thinks it would help to clone up and beautify this spot and does not believe any traffic hazard would be created and also there is ample parking space. Commissioner Capelie.stated that the seven years as stated is their letter of application did not sound very temporary, and Mr. Wise ouggsated a year -to year permit.
