MINUTES PLANNING COMMISSION MEETING. THURSDAY, JULY 21st. 1955 - 8:00 P.M.

MINUTES: Minutes of the meeting of June 16th were approved as submitted to
the commissioners.
Application of Mrs. Norbert J. Clancy to permit a second dwelling unit VARIANCES
already in existence in the rear of an R-1 lot, to be rented as an
income unit* The property is located at 226 Orchid Ave., Corona del V - #234
Mar, Block 142, Lots 26 and + of Lot 24.
FINDINGS: No suitable entrance from Orchid St. to the garage apartment
exists. Present entrance is from the rear alley. Mrs. Clancy mentionbd
the fact that her parcel of land consisted of a lot and one -half, and Clancy, Mrs.
violations of the Rrl zoning occured in the immediate neighborhood Norbert J.
consistently. Mention was made of the lack of kitchen facilities, and
the dwelling area of 480 sq. ft, is 120 sq. feet under minimum.

Application of Ruth V. Gunderson and Victor H..Gunderson to allow an
existing garage to be converted to a third apartment unit on a C-1
lot 30 K 85 feet and containing 2550 sq. feet. Lack of garage facil-
ities, sift setbacks, and inadequate square footage makes the structure
non - conforming. The property is located at 124 Agate Ave. on Balboa

Application of Chester J and Josephine H. Wulff to allow a 54 foot front V - #236
yard setback for an addition to an existing dwelling located on the rear
of an R-1 district lot in the let Add, to Newport Heights Tract,.Block 27,
Lot 21 and located at 415 Aliso St. Wulff, Chester J.
FINDINGS: Mr. Wulff spoke about the improvement he planned for his & Josephine H.
home, and his belief that it would also be benficial to the neighbor-
hood. The variance is for a setback 361 closer to the front. Present Lot 21, Blk. 27
dwelling is Bet back 90' and additional family space *as needed for lot Add. Npt.
personal comfort. Com. Copelin moved that the Commission recommend Heights

Application of C. Wetherall to allow three units to be constructed on
a lot having 2565 sq. feet in area, with zero side setbacks for each
side of a three car garage section of the building. Proposed plans
lack the minimum 1000 sq. foot dwelling area and adequate accessible
garage facilities. The building 3h located at 502 E. Ocean Front in
Balboa, a C-1 District* on Lot 5, Blk. 10, East Newport Tract.

FINDINGS: Mr. Sturgeon, speaking for C. Wetherall, mentioned the
necessity of three units to substantiate their investment. A
neighbor, Mrs. Jesse Dolfuss, did not object to the proposed structure '
but did protest the design and lack of side setbacks, which she felt
were necessary to maintain and servi„cs her property next door.
Com. Briggs' report stated that the applicant apparently did not avail
himself of required code regultions when preparing plans for his
proposed building.
Com..Lind moved that the application be denied, seconded by Com. Rudd,
and carried by the following roll call vote, to -wits

Application of the Irvine Co. and Mecca Corp. to permit staggared
frontyard setbacks for certain lots on file with the building depart-
ment, in the 1700 and 1701 Tracts.
FINDINGS: Safisfactory conditions have resulted in the past, when these
variances were presented and granted by the Commission. .
Com. Lind moved that the Commission recommend this application be granted,
seconded by Com. Hayton, and carried by the following roll call vote,
to -wits

Application of the Irvine Co. and Macao Corp. for the privilege of
locating detached garages on the front half of lots as listed with
the building ddpartment, and located in Tracts 1700 and 1701.
FINDINGS: The locations conform with those already approved for `
similar lots in the Irvine Terrace. The Commission acting as
a "committee of the whole", approved of the request as submitted.
Com Lind moved that the application be granted, seconded by Com.
Reed, and carried by the following roll call vote, to -wits

Application of S. H. Clarke, 438 Catalina Drive for the construction
of a dwelling•on a 3750 sq* foot building site in place of the required
4000 sq. foot all in an R-2 zone and further located in Tract 27,
Block 12, NW 75' of Lot 3.
FINDINGS: Similar use of land and permits have been granted neighbors..
Formal application for subdivision of land on Block 12 had not been
made by former owners. Illegal sites exist on the major portion of the
block.
In 1952 on petition of lot owners, Commission and City Council rezoned
this Block 12 from R-1 to R�2. Since that time most of these lots have
been subdivided into 2 lots without any application to Commission for
approval. The Commission has instituted proceedings to rezone this
block back.to R-1
Four property owners have applied for resubdivision of Lots 3 and 4
which Commission is approving. This variance is a part of the Commiission's
procedure to make the lots in this block eligible as building sites.
A resolution -of intention was mane by Com. Briggs, seconded by Com. Lind.
The variance, treated as a separate commission request, was ruled granted
on motion of Com. Rudd, seconded by Com. Copelin, and carried by the
following roll call vote, to -wit:

Application of Donald W. Ares to allow a proposed addition to an existing
garage accessory building 4 ft. 6 inches extension into the rearyard set- V
bath facing a ten foot alley. Lots 6 & 7,,Block 9, East Newport Tract,
FINDINGS: On investigation, Com. Briggs report showed a very narrow alley Ayres,
approach which severly limited accessibility of garages. The Commission Donald W.
was asked to hold the matter under submission for future study and action.
Tentatively denied until the Commission meeting of August 18, 1955.
Application of Charles W. Masters to resubdivide a parcel of land con - Resubdivisions
sisting of Lot 16 and * of Lot 15, Tract 1026, and located at 3235 Ocean .
Blvd., into two building sites. #10
FINDINGS: Attorney Barton representing four property owners in the block
spoke against this resubdivision. Reasons offered against the request Masters,
were: 1. Objection to the bluff topographical condition which would not Charles W.

multiple housing density, in a small area. 2. Beauty would be hampered Lot 16 &
(obstruction of views) 3. Traffic congestion (difficult ingress and egress -J Lot 15,
to homes) 4. Children could not live and play in area built as proposed. Tr. 1026
Com. Longmoor expressed the concern of the Commission for the granting of
multiple housing privileges, which might prove an unwise decision, for this DENIED
particular bluff site. It was felt this particular rock formation might
prove a poor base for house foundations in the distant future. It was
also pointed out that no provisions had been mgde for drainage through
the lower sites. Com. Lind moved that the application be denied, seconded
by Com. Hayton, and carried by the following roll call vote, to -wit:

' Application of Regina Mary Powers to resubdivide a parcel consisting of
Lot #l, Block 329, Tract C.D.M. The sites would consist of 3815 sq. feet Resub. #12
of the northwesterly section and 4195 square feet of the southwesterly
section. Powers,
FINDINGS: The Commission found that this lot remains as was originally Regina Mary
subdivided and for quite some time was zoned R-1 along with other lots in
the same block. In the recent past, both formal and informal requests Lot 12
have been made for rezoning or subdividing bf this lot, all such requests Blk. 329,
being unfavorably considered by the Commission. Recently, upon request C.D.M. Tract
of the property owners, this block was rezoned to R-2 and this privilege
now stands. Neighbor Hubby spoke against this proposal of Miss Powerst DENIED
stating four dwellings would be the result in this R-2 area.
Com. Rudd moved that the application be denied, seconded by Com. Reed,
and carried by the following roll call vote, to -wit:

Application of Ruth M. Fay to resubdivide a parcel of land consisting Resub. #13
of Lots 12 and I of Lot 13, Tract 1026 into two building sites.
YINDINGS: The records and hearings of Mr. Master's application were Fay, Ruth M.
adopted in sustaining this denial.

Irvine Co. & FINDINGS: The applicant was asked if he intended to erect a building
Basin Shipyard, and the Commission was informed that he wished to do so. The
Inca committee reported that businesses of this nature were already operating
in the area.

FINDINGS: Com. Copelin mentioned a discussion with the largest mer-
chandiser of milk in this area, Dick Richards, who had no objections. 3201 Npt. Blvd.
It was felt that there would be little or no completition from the ven-
der for the established grocery merchants. GRANTED

ornamental lighting system shall be 'required. 3, Telephone and utility
underground systems may be required.
Chairman Longmoor called for a voice vote, which carried by the following
vote, to -wit:

A letter was introduced from Ingram - Collins, Inc. asking for the removal
Ingram - Collins of a large outdoor advertising sign, located at the corner of Coast
request for Highway and Poppy St. in Corona del Mar. (Letter was referred to the
moving of Commission from the City Council)
billboard FINDINGS: The sign has been at its present location longer than most
Coast Hwy. & Commissioners could remember, precluding the need for a use permit.
Poppy St., CDM. It was suggested that Mr. Ingram make an attempt to have the owners
of the sign, The National Outdoor Advertisers, apply for a use permit
no action to remove the sign to another location, other than back from the high-
way. If the sign were moved back, it was feared the views of the home
owners on Poppy would be impaired.
Com. Keene moved that the Commission go on record as heartily commending
Annual Report Chairman Longmoor for his excellence of preparation in submitting this
report, and the results as shown and recorded, seconded by Com. opelin.
Chairman Longmoor suggested an amendment to the report which would state
Commissions' desire for an Urban Redevelopment or Slum Clearance pro-
gram, in this area, under available procedures.
Com. Lind recommended the adoption and approval of the report, seconded
by Com. Copelin and carried by the following voice vote, to -wit:

' Com. Keene nominated Com. Longmoor to succeed himself as Chairman. Com. Election
Reed nominated Com. Copelin to succeed himself as Secretary. The Commission of
acting as a whole, unanimously endorsed both nominations, and the offices Officers
of Chairman and Secretary were declared filled.
Business at hand being declared completed, the Commission meeting was
adjourned on motion of Com. Briggs, seconded by Com. Hayton, and carried.
