Mr. Don Bendetti, #5 Inverness Lane, Newport Beach, appeared before the Commission as repres.entativc of the ownership of Newport Terrace, one of the mobilehome parks in the affected area. Mr. Ben detti recommended that Alternative No. 2 be adopted; he wished to keep the present County zoning essentially in force with the issuance of a. use permit to operate the mobile ome parks if the area was annexed to the City. He explained that Newport Terrace was built more than twenty - two years ago, and the owners have no plans to redevelop it at the time. 'It is an old park that is obsolete in many ways, and the future of the park is very definitely in doubt from his point of view. He stated that there is constant deterioration of utilities and and rground systems . and an on- going patch and maintena ce program is in existence. Therefore, before any, mobilehome park zoning is recommended on a permanent basis, h felt the Commission should be aware of the problems that could exist.. Al though the owners will make every effort to keep the mobilehome park open, there is the possibility of the park's closing, putting many people out of their living area. He felt these people may then look to the Planning Com- mission for an explanation. In response to a question from Commissioner.Thomas, Mr. Bendetti stated the one thing that they are opposing is the permanency of the mobilehome park zoning, as he feels the future of these parks is in doubt. Mr. Lane, who spoke previously, addressed his remarks to Mr. Bendetti concerning the services that were deteriorating in the Newport Terrace Park. His suggestion was that Mr. Bendetti look into the possibility of raising th.e rent to the park tenants a certain amount, each month. Costs . could be amortized over a five year period to replace deteriorating utilities. At the time the cost of the replacement has been satisfied, the increase should be lifted. He again urged the Commission to consider Alternative No. 8. In response to Commissioner Balalis' questions concerning possible availability o additional mobilehome spaces, Mr. Lane respond d that he would like to see such a provision,) as well as the opportunity of converting the rental spaces to an own- your -own lot situation, as suggested by Commissioner Balalis. Mr. Lane further sug- gested that parks be designated as half - family, half - adult, with lots provided predominately for double coaches. He also.suggested the possibi. lit) of an ordinance to allow mobile homes on single- family lots in the City. Mr. Bendetti stated his . opinion that since he was also a developer, he did not feel mobile homes were the answer to low- and moderate -cost housing in this area, but rather with a proper increase in density, an attractive, very good, low- to moderate -cost house could be constructed.on this property. • _ 7 _ C MISSIONERS1 July 24, 1980 N y 7 V't Y of N4 MINUTES In response to further discussion with Commis- sioner Beek concerning mobilehome size and space requirements, Mr. Lane suggested th t a copy of Title 25, Chapters 2 and 4, of the tate laws which apply to mobilehome zoning requirements, be obtained for complete information. j Motion x Motion was made that the Staff proceed with a review of Alternative No. 8, MOTION WITHDRAWN.
