THE NEWPORT BEACH CITY PLAENTING COMMISSION met in adjourned sesm_on July 30, 1938, at 1 P.M. in
the Council Chambers, City Hall: "Irairman Hopkins presiding.
Meeting called to order by the Chairras:_n.
Secretary stated that this was a regular adjourned meeting from July 27th.
ROTS, CALL - Commissioners present: Hopkins, Seeger, Briggs, Schnitker, Williams, Patterson,
Findlay, i.hitson, Hodgkinson.
Commissioners absent: None.
Secretary read the following letter from Mr. Mackey which was referred to the Commissioner
by the City Council for consideration and recommendation.

Honorable Mayor and City Council:
Gentlemen:
Up to the last two years, West Newport has been a hodge -podge of everything
from oil wells and shacks to modest dwellings, as you know. Now, it has started to
take form and develop into a nice residential section. At the present time, there
are ten new homes under construction with valuations ranging from $1,000 to $6,000,
and several more planned.
This development is due to the many thousands of dollars the property owners
in West Newport have spent to make it what it is today. First, I spent $18,000 in
Street Improvements, $29,000 was spent for dredging, and $56,000 for more street
work, the latter being charged to the property owners.
During the past eight years, little tax monies have been spent to encourage
a better class of homes, but in spite of that, the section has grown, but not as
much as it should have. Now the'district is in urgent need of street lighting, and
I do not think it necessary or good business for the City to put in ornamental lights
at the present time, but suggest bracket lights on existing light poles, spotted where
they will do the most good. This sort of a bracket light I speak of, can be obtained

There is another bad situation that could be made a part of your 6ity Imp-
rovement Program, and that is the opening and improving of Lake Street through to
Thirtieth Street. Also open and improve Marcus Avenue to Newport Blvd. and change
the bridge at 38th Street to Marcus Avenue and remove the 36th Street bridge en-
tirely.
The most pressing requirement at this time is to rectify the damage done to
the Channels during the winter storm, which will necessitate the use of the dredge
in cleaning the channels of silt and sand, and replace the material on the property
washed by the flood waters,
At the last Council meeting, under date of July 4th, at my request you in-
stracted the City Engineer to clean and level all street ends leading into the Bay,
Nothing has been done about it up to the present time.
As West Newport is a gateway to the City, surely the first impression made
on the new - comers entering our City, would justify giving this section more consideratie

Com. Seager moved that, if and when the Newport Beach City Planning Commission has decided
upon the elements which shall constitute the contemplated program of municipal improvements,
the same shall be submitted to the electorate as one proposition. Seconded by Com. Williams.
Discussion: Cam. Seeger explained his motion by saying that as a Planning Commission we are
attempting to work out a planned city and we should, after due consideration and thought, work
out a comprehensive scheme for the development of the City.
Com. Whitson said there are certain things needed, such as the Water system and Sewer system,
which will be lost if submitted with other projects as one plan.
Com. Findlay thought that if the projects were submitted as separate items it would not inter
fers with the idea of the Master Plan. Each separate item is a part of that plan. I hate to re-
commend something that I know will not go over. The question is, are you furthering the Master
Plan by putting it up as one proposition, personally, I do not think you are.
Com. Seeger thought they were furthering the Master Plan by submitting one proposition.0ur
duty is to plan. We are submitting our professional idea to the public for approval or disapprove.
Com. Hodgkinson said that if submitted as one proposition %e will not know what the people
like and what they do net, like.
Com. Williams thought Mr. Tilton would be disappointed if the Commission did not carry out
the idea of the Master Plan, and submit the recommendation to the Council as one plan. We must
educate the public to see the necessity for each of the projects in this plan.
Com. Hopkins thought the Commission should submit something of a comprehensive nature. If
submitted piecemeal it will still have to come back to the Planning Commission for final
recommendation.
Mr. Davis spoke from the floor saying that a single proposition would tend to stamp out the
sectional feeling which has part of Newport Beach for many years.
Question called for.

Noes: Schnitker, Patterson, Whitson, Findlay, Hodgkinson.
Motion lost.
Chairman: That means we will not submit a comprehensive plan, but separate items, He
suggested taking each item as they appear on the list usbmitted by the Committee of Fifty.
Cam. Seager moved that the Planning Commission recommend to the City Council the Balboa
Ocean front project, and that the same be favorably considered for submission to the electorate,
Seconded by Com. Findlay. Approximate cost - $1+0,000.
Roll Call:
Ayes: Seeger, Briggs, Whitson, 3odgkinson, Findlay.
Noes: Hopkins, Schnitker, Williams, Patterson,
Motion carried and so ordered.
Com. Briggs moved that the Newport Beach City Planning Commission recommend to the City
Council the Public Landing feature of the Balboa improvement at the Bay and of Mainstreet and that
the same be favorably considered for submission to the electorate. Seconded by 'Com. Findlay.
Roll call: Approximate cost - $62,000
Ayes: Hopkins, Briggs, Williams, Patterson, Whitson Findlay.
Noes: Seeger, Schnitker.
Motion carried and so ordered,
Com. Hodgkinson moved that the Planning Commission recommend to the City Council the Public
Wharf at Corona del Mar and that the same be favorably considered for submission to the electorate
Seconded by Com. Williams. Approximate cost - $17,000.
Motion carried unanimously and so ordered.
tlonJom, Williams moved that the Planning Commission recommend tothe City Council the Recrea-
Center at Corona del Mar and that the same be favorably considered for submission to the
electorate. Approximate cost - #34,000. Seconded by Com. rindlay.
Motion unanimously carried and so ordered.
Com. Briggs moved that the Planning Commission recommend to the City Council the repair of
and additions to the Newport public pier and that the same be favorably considered for submis-
sion to the electorate. Approximate cost - $25,000. Seconded by Com. Schnitker. Motion
unanimously carried and so ordered.
Com. Findlay moved that the Newport Beach City Planning Commission recommend to the City
Council the Lighting Project in the West Newport area to State Highway and that the same be
favorably considered for submission to the electorate. Approximate cost - $15,000. Seconded by
Com. Schnitker. Motion carried unanimously and so ordered.
Com. Schnitker moved that the project of Lighting in the Newport Business area be recommended
to the City Council and that the same be favorably considered for submission to the electorate.
Approximate cost $10,500, Seconded by Cos;. Hodgkinson. Motion unanimously carried and so orders
Com. Seeger moved that there be included in this project and recommended to the City Council
that the contemplated lights upon the sea wall around Balboa Island be installed. Seconded by
Com. Schnitker. Approximate cost - $19800. Motion unanimously carried and so ordered.
Cam. Hodgkinson moved that the matter of the Bridge on Marcus Ave. presented by Mr. Maskey
be laid on the talbe until a future meeting. Seconded by Com. Findlay,
Roll Call. Ayes: Hopkins, Briggs, Hodgkinson.
Noes: Seager, Schnitker, Williams, Patterson, Whitson, Findlay.
Motion lost,

Com. Seager inquired if it was the intention of the Ci.f Council that this project be i3
eluded in the present program.
Cam. Whitson said he did not understand that it was to be included in the program.
Com. Patterson said he thought Mr. Maskey had submitted the proposition at this time
so that it could be included.
Com. Hodgkinson moved that this proposition be laid on the table til a future meeting.
Seconded by Findlay.
Motion carried and so ordered.
