HomeMy WebLinkAbout08/03/1944175 The Newport Beach City Planning Commission held an adjourned meeting on August 3, 1944, at 7 :50 p.m., in the Council Chambers, City Hall, New- port Beach, California. Chairman Hopkins presided. ' ROLL C Commissioners presents Hopkins, Saeger, Johnson, Baltz, Isbell, and Patterson. Commissioners absents Allen, Campbell, and Nelson(sickness at how.) MINUTES This being an adjourned meeting, the Chairman waived reading of min- utes of July 20, 1944, until neat regular meeting of the Commission. The Secretary read a letter dated August 53, 1944s addressed to the COMMUNWATIONS City Council from the Board of Trustees, City of Newport Beach Gram- mar School, signed by E. I. Moore, Trustee, and referred by the Coun- cil to the Planning Commission. The letter was a request that the City of Newport Beach vacate Blocks 551 and 681 in Corona Del Mar, California, to facilitate the construction of the proposed school plant. In as much as Mr. Moore was present at the meeting, the Chair- man called upon him for a statement if he wished to make one. Mr. Moore explained that most of the area was owned by the school district now and that the rest was in the process of condemnation. He said the re- quest to vacate had to do with the alleys in Blocks 581 and 631 and that portion of Third Street lying between those blocks where recom- mended to be vacated. He said he knew the Council would refer this matter to the Planning Commission and that was his reason for being present— to expedite the matter and get it before the Council as soon as possible. Commissioner Patterson moved that the Secretary be instructed to draw up a Resolution directed to the City Council recommending the vacation of Blovks 581 and 651 (alleys) and that portion of Third Street lying between those blocks where recommended, as requested by the Bored of Trustees of the City of Newport Beach Grammar School. Motion seconded by Commissioner Johnson. AYBSs Hopkins, Seeger, Johnson, Boltz, Isbell and Patterson. ROLL CALL VOTE IDES% None Carried and so ordered. A letter from Donell M. Spencer, 827 E. Bonita Avenue, Azusa, Califor- nia addressed to the Honorable Mayor and City Council and referred to the Planning Commission was read by the Secretary. Mr. Spencer asked for permission to sell a portion of lot owned by him in Corona Del Mar located R:1 zone for the purpose of erecting two family residences. Commissioner Patterson moved that the.Secretary be instructed to advise Mr. Spencer his lot was in an R-1 zone and, therefore, it was not per- ' missible for him to build two residences thereon. Motion seconded by Commissioner Johnson. Carried and so ordered. Application of Leonard Thompson for 15+ front yard setback variance of HEARING Lot 11, Block 55, Corona Del Mar, California. The Secretary stated that the application had been duly advertised for lib hearing and notices sent to property owners in the block in which the lot is located. There was no one present to object to granting the application, nor were there any written objections. The applicant had heretofore appeared be- fore the Commission explaining his reasons for requesting the variance-to--wit- to build a front porch on his.residence which is now set back 22t. He stated there was only one other residence on the block and that it was set back 15+ instead of the 18'..provided for in the Ordinance. Commissioner Balta moved that the application be granted, and that the Sec- retary be instructed to draw up a Resolution directed to the City Council re- commending a 151 front yard setback variance., Motion seconded by Commissioner Isbell. Commissioner Johnson opposed the granting of the application on the ground, that when the new Ordinance was finally passed such setbacks were clearly de- fined and that if the Commission wers..going to create a precedent in this case it would be beset from all sides with similar ones. For that reason he said he was definitely opposed to granting the application. After some discussion, it was concluded by the other members of the Commission present that no haft woidd cow of granting the setback, that there was only one other house in the block and that that house was setback 151 instead of the required 18t. Commissioner Patterson stated that he was of the opinion that the setback requirements on the block in question should be 151 instead of 181. ROLL AYES; Hopkins, Seeger, Batts, Isbell, and Patterson. REPORTS MASTER .PLAN COWITTEE ' C" MIT Commissioner Seagery,,CHaitmmr ° of the Neater Plan Committee stated that every effort was being made to get plans started. TRAFFIC PLAX COUNITTEE Commissioner HOhason, Chairman of Traffic Plan Committee, stated that the pur- pose of this adjourned meeting was to make a report to the Commission after his Committee had met with the Traffic Plan Committee of the Chamber of Commerce. He reported that he had met with such Chamber of Commerce Committee, on which occasion Commissioner Patterson was also present. He said that Commissioner Patterson in his capacity as City Engineer had presented drgwings having to do with proposed traffic control and the widening of Coast Boulevard and Central Avenue, and that it was generally agreed by both Committees that his plans should be approved as outlined. Regarding the widening of Coast Boulevard and .Central Avenue, Commissioner Johnson said that both Committees were of the opinion that the best wa* to do it was the best way —that is by doing it right and not by halves. He regretted that he did not have a written report to present at this time, but expected to have it at the next regular meeting of the Commissione then called upon Commissioner Patterson for further details. Commissioner Patterson presented various.drgwings having to do with proposed widening of Coast Boulevard and. Central Avenua,.and went. into some detall as to plans for traffic control, parking facilities and beautifying of parkways , on Central Avenue. At this time, he said, it was impossible for.him to attempt to estimate the cost of the proposed project. He said he would have a written report for the next meeting of the Commission. The drawings were examined with much interest and approval by the Commission. Commissioner Seeger expressed gratification that after so many hours and hours of talk on a Master Plan at last they were getting something done on paper. 177 He said this traffic plan was the first step toward a Master Plan and in substantiation quoted Section 49 Page 69 of Laws relating to State and Lo- cal Planning. He said that if at some future date it became necessary or advisable to make some changes in the Master Plan, the Planning Commission ' was empowered to do so under "Amendment" on Page 87 of Laws relating to State and Local Planning. He said he understood the purpose of this ad- journed meeting was to give the "green light" to Commissioner Pattersow to go ahead with his plans, and suggested that he formulate them so as to fit into the Master Plan. The Chairman expressed gratification over the progress made and commended. both Commissioner Johnson and Commissioner Patterson on.the progress made. Letter of resignation of assistant secretary was read and accepted, and the Secretary was authorized to secure another assistant. Commissioner Johnson moved that the meeting be adjourned.
